This report suggests a conceptual framework focused on reviewing and analyzing

recent developments in the measurement of poverty and poverty alleviation
programs. In particular this framework aims to establish a national effort for the
genuine eradication of poverty by looking into the responsible empowerment of the
Filipino to help improve their purchasing power through business and enterprise.

This conceptual framework further suggests a strong co-existence between

government and business sectors through the use of micro finance, non-traditional
distribution system, and technology & communications in a concerted capacity-
enriching effort to influence the values and attitude of the Filipino towards the use of
business & enterprise as a solution to poverty.

A constant feedback mechanism across all levels is necessary to ensure sustainability

of this poverty alleviation model.
