a. We are that we will hold at maximum 4 cluster citywide
meetings. The aim of the cluster meetings is designed to
facilitate a youth development agenda building. The
smaller meetings will portray an impression or perception
that this is a bottom-up, grassroots movement that aims to
articulate a development agenda.
