members must be established. They are also required to acknowledge and share the same understanding in
terms of the organization's vision. Furthermore, they need to behave themselves as role model in which they
can do so by showing the sense of tolerance, sacrifice, and discipline. These chiefs should also seek
cooperation from every sector concerned as well as respecting other individuals' honour and rights.
Moreover, they need to be equipped with good attitude and capable of ideas to maintain their good ties with
others. It is very crucial that, in terms of development, the chiefs need to gain their self-knowledge by
researching from important and updated news and information. When they come across vital and beneficial
news, they need to convey them to others on the basis of true understanding and honesty in those news.
Apart from that, they need to be aware of their consciousness and responsibility towards their units. With
their determination and commitment in solving problems, these chiefs are required to study the information,
analyze the situation, and solve the complication on the basis of fairness and justice.

achieve the sustainable progress for the people's participation in the water management. Employing the
qualitative research method, the researcher conducted an in-depth interview with 20 key informants
comprising the chief of the water user group, the leaders of the water user community, the local scholars with
knowledge in water management, and the water users. After classifying the data for further analyzing and
synthesizing using the expressive method, it is found that the location of Non Sa-at Village consists of sand
which is not ideal for containing water. The villagers thus decided that they need water resource for the dry
season and later chose the suitable area for building reservoir. Relying on the local residents' willpower,
planning for the construction and sluice gate was set up. In concern of flood, the villagers donated land and
gave their opinions on which methods should be used with the construction. Later on, the development and
modification of the reservoir took place in which the villagers got in touch with the provincial units for further
assistance. They held a meeting and sent their representative to ask for aid from the units concerned i n
terms of maintenance. The community's leaders meanwhile provide information on the things people should
not do when benefiting from the reservoir together. This results in the adequate amount of water for usage in
consummation and agriculture. Moreover, the reservoir also serves as the gathering place for people in the
community. They are proud of having their own water resource in the community and feel a strong sense of
ownership. They also feel reassured of having enough water for their purpose and that they can take care of
the reservoir on their own. In addition, the community's leaders join in to express their thoughts which reflect
the true needs of the community. They transferred the community waterworks to the Provincial Waterworks
Authority since it can guarantee that they will get better-quality water for consummation and agriculture for all
year.

synthesizing using the expressive methods. It shows that the Buad Kwai Ha tradition is related to the
villagers' agricultural works in which they rely on it when praying for the rain to help with their farming activity.
This shows the local residents' dependence and faith in the tradition. Also, Buad Kwai Ha helps plant the
northeastern-Thai spirit in the younger generation's hearts as well as creating their peace of mind.
Furthermore, the tradition itself reflects the act of gratefulness towards those with kindness for others. Fun
and pleasant, the tradition of Buad Kwai Ha celebrates the bond within the family institute which is the most
important factor in teaching the body of knowledge for the inheritance of the tradition and its essence with the
parents passing on the knowledge to the next generation by acting as a good role model. Ban Maed
Community regularly organizes the tradition with the included activities such as the Local Scholars Club, joint
meetings for preparations, information-sharing via the community's broadcasting station as well as
establishing the Studies Center for local culture and tradition in order to connect the data between cultural
networks.

tradition. Qualified as the qualitative type, the researcher conducted an in-depth interview from 20 key
informants comprising the local scholars with knowledge in Pouk Siaw tradition. The data were later classified
for analyzing using the expressive methods. It is found that the Pouk Siaw tradition can be dated back since
the Sukhothai Period as indicated in the history. The word 'Siaw' means comrade or true friend that can die
for each other. The Siaw pair will develop bond and love as if they were siblings while the behavior between
their relatives are exactly like that of their own blood relatives. The ancestors usually teach the younger
generation how to behave and act as role model as well as conducting the traditional standard for the Siaw
pair. Joint activities between the Siaws are often carried out. Also, the working committee would organize the
annual Pouk Siaw tradition and invite the local residents to join. The tradition itself needs to be emphasized
on its sacredness. For the local residents, they love each other and are united together in working and
developing their community. In this regard, the family institute is the first start in planting the villagers'
consciousness. Those who are Siaw are required to act as role model and truly understand the meaning of
Siaw as friends in need as told and demonstrated by their ancestors and parents. These have shown the
benefit of having Siaw. In addition, the units from both the public and private sectors can join by supporting
the establishment of the museum. They can also set up a clear network. The villagers meanwhile can
contribute by expressing their support in continuing the Pouk Siaw tradition.

an in-depth interview with 20 key informants comprising the Chief of Baan Diam Village's Boat Group, the
Chief of the Preserved Forest Quarter, Nong Han, Kumphawapi, boat and shop operators, representative of
Baan Diam Village, local scholars of Baan Diam Village, the Chiang Wae Municipality Chief, and the Tourism
and Sports Director of Udom Thani. The data gained from the in-depth interview are classified for further
analyzing and synthesizing using the expressive strategies. The result is as follows: Nong Han Lake is the
biggest freshwater resource in Udon Thani with convenient transport route directed to it. It has attracted a lot
of television media in which many programmes and PR have taken place there. Born naturally, the red lotus
usually blooms in the winter. To enjoy the beauty of the red lotus, there is a boat service in which the boat
operators join in meetings together to set up preparations and standard. Every tourist is required to wear life
vest before going on the boat tour whereas the route is carefully chosen to prevent any accidents. Also, there
are staffs on the pier for safety concerns as well as homestay accommodation with the owners as their
guards for tourists. Restaurants in the area offer local cuisine while the material for the community's local
products comes from Nong Han Lake. Electricity is available in the community and the touristic area. The
place itself is also home to the traditional legend of Pha Daeng and Nang Ai. Furthermore, its tradition of the
5th Month Merit-Making or Songkran Merit-Making distinguishes the community from others with the local
residents performing their religious rites vigorously.

cotton on their own. Nowadays, they have modified the available tools for the better. They perform career in
agriculture and usually work in farms and plantation. Phutai people do not like to work under others as seen
from the fact that even their women would work on their fabric-weaving under the houses. They are very
proud of their customs and tradition. Content on their own, they are happy living their life on the basis of
adequate simplicity. When it comes to decision-making, they usually rely on the majority vote from people in
the community. Whenever the local residents have problems, they turn to Father or Mother Interpreter in
which the Phutai people will use Phutai language in communicating. The Phutai people of Ban Phon are
generous and good-humored. In terms of family relations, the Phutai people show a clear sign of affection in
which the man usually leads in various matters. In aspects like food, they cook local, seasonal dishes and
like eating food cooked at home. Their use of products meanwhile can come from self-making or from the
nature. Also, the Phutai people have developed a clear sense of forest conservation as seen in Rangsri
Paliwan Temple.

comprising the local scholars in Tha Sadet Market Community. The data were later classified for analyzing
and synthesizing using the expressive methods. It is found that most of the Mekhong Riverside villagers in
Tha Sadet Market Community are originally from the area and make a living on commerce. They lead their
life on the basis of simplicity just like their ancestors. When they finish their trade business, they usually get
together for an aerobic session at Hai Sok ('No More Sadness') Common Ground since exercising can ease
their stress. The villagers listen to their community leaders along with other people's reasons and opinions.
They come from different races and rely on various languages in communication. Among the cultural
diversity, they care for each other and maintain good relations with each other. The residents also value
hygiene and safety a great deal when it comes to eating. They also develop a great attachment for Mekhong
River in which they will not litter or let out wastewater into the river. Leading a comfortable life, they all enjoy
their life and recognize the importance of education by sending their kids and grandkids to the highest
education that they could. The villagers also earn enough to live a comfortable life on the basis of
sustainability and simplicity. Since they do not compete or rush, they don't feel that stressed out and that
benefits their mental health. Most of the residents have long performed a career in trade so they know each
other with their shops located next to one another. There is no argument in the community and the sense of
unity is very strong. Moreover, they have long believed and developed a great faith in Naga. They also have
a great respect in the elders while the young ones have a great sense of gratefulness towards their parents.
Despite the cultural diversity from having people from different races living together, they live in harmony.

further analyzing and synthesizing using the expressive method. It is found that the villagers of Ban Huai
Khaen are proud of their local wisdom in regards of the ikat Thai silk. More exquisite details are added on
the pattern of the silk and the use of natural dye color is promoted. The young generation meanwhile are
taught to inherit the art of weaving until they become the local scholars. The project on natural-dyed color silk
is established by raising awareness among the new generation so that they will recognize the value of silk
and in return use the ikat Thai silk carefully in order to preserve it as best as they could. Knowledge is
passed on from generation to generation while development in modified design or pattern of the fabric takes
place spontaneously. The weaving method meanwhile has been developed into varieties such as the skilled
ikat technique and the weaving method using machine. In addition, silk is promoted to become a popular
product, and the local youth are thus planted with love for their community. In doing so, an exhibition on the
local woven fabric is organized while the silk-woven technique is illustrated to the young ones for further
inheritance. Once the silk products have completed the required process, their qualities are exceptional. Also,
one quality that distinguishes the local silk is the fact that the villagers breed and perform the silk-reeling
themselves, adding a significant value to the ikat Thai silk of Ban Huai Khaen Village.

Abstract
The research's objective is to study the potential of the Khaon Kaen Province volunteer rescue
workers, Nai Mueang, Mueang, Khon Kaen and to elaborate the findings into the guideline for the sustainable
development of the volunteer rescue workers in order to achieve efficiency. Employing the qualitative
research method, the researcher conducted an in-depth interview from 20 key informants comprising the
Chairman of the Khon Kaen Samacchi Uthit Foundation, the Chairman of the Jit Kusol Foundation, the
Chairman of the Highway Police Rescue, and the Vice Chairman along with the committee of the volunteer
rescue foundation. After gaining information from the in-depth interview, the data were classified for further
analyzing and synthesizing using the expressive methods. It is found that the volunteer rescue workers need
to pass the physical test. To increase the physical ability, it depends on training in which exercising is
emphasized on in order to build up excellent potential. The volunteers need to have the basic knowledge in
their appointed tasks. The rescue center meanwhile is occupied by staff for 24 hours. One of the solid
foundation in believing in oneself is that these rescue workers need to know themselves. Their sacrifice is
also one of the basis of having a good mind of a giver rather than the receiver. These workers' sprit is
reinforced when they are able to help the injured to survive. Stress and concern, however, can affect the
efficiency of their performance. The volunteer rescue workers respect other people's opinions. They are also
required to estimate the situation and pass on knowledge from the expert volunteers' experience. Their
equipments must always be ready and the consulting team is always available when there are problems or
obstacles. Efficient rescue equipments can boost users' confidence. They however are required to focus on
safety every time they use the tools as well as undergoing trainings on how to use these rescue equipments.
Experience will enhance their skills in using these tools. After each usage, the equipments must be kept in
the right way.

with knowledge in the Boon Khum Khao Yai tradition. After gaining information from the in-depth interview,
the data were classified for further analyzing and synthesizing using the expressive methods. It is found that
the Boon Khum Khao Yai tradition is the farmers' Boon Khun Lan (merit-making for rice) tradition with the
purpose to create faith and acknowledge the value of rice. It is performed by putting rice together and
organizing a sacrificial rite for the Rice Goddess Phosop. The rite is compatible with the farmers' lifestyle in
which each household's sacrificial rite for the Goddess Phosop is brought back before combining it with the
one performed in front of the common ground. The modified version is carried out in front of the barn while
the time is changed from morning to night in order to keep up with the farmers' lifestyle nowadays. The
awareness of rice appreciation is promoted with the origin of the tradition taught by the doings of the elders
in the community. Its steps and instructions are thoroughly studied so that the information on the tradition can
be recorded in written form. Every district meanwhile participates together in the inheritance of the tradition
by building up network and creating the annual activity from generation to generation with the local scholars
enlightening the youth. These local experts are promoted and gain a lot of recognition in which their
reputation is broadcasted to other networks. Various activities of the Boon Khum Khao Yai tradition which are
considered promoting the wisdom of farmers are the parade of rice castle and the exchanging forum on the
Boon Khum Khao yai tradition among the farmers in order to create the sustainability of the tradition's
inheritance.
