PREAMBLE: Whereas the United States and its outlying territories rank second in carbon
emissions, and since gas-fueled vehicles account for more than one half of carbon
emissions worldwide, and since funding for transportation and green energy research has
been rapidly decreasing since 2013, and since more and more green energy alternatives
have become available in the recent years,

SECTION 1: This act may be cited as, Green REVOLUTION bill.


SECTION 2: Create a financially feasible solution for citizens to increase their cars fuel
efficiency by -Sub-SECTION A: Appropriating more funding to reinstate the Consumer
Assistance to Recycle and Save (CARS) program.
SECTION 3: Increase funding for bike trails and public transportation by -Sub-SECTION A: Creating federal grants for bike-sharing programs to fund
maintenance and expansion
Sub-SECTION B: Increasing funding for protected bike lanes in cities
through block state grants.
SECTION 4: Collaborate with cities and states to help transition current public
transportation sources to green alternatives by -Sub-SECTION A: Implementing city-wide light-rail systems in cities with
populations over 1.25 million people
Sub-SECTION B: Transitioning current busing systems to electric and lowemission bus alternatives.

SECTION 5: Make the energy production needed to compensate for these new systems
more carbon-neutral by -Sub-SECTION A: Implementing a carbon tax on major electric companies
where carbon emissions must be reduced by 3% every fiscal year
Sub-SECTION B: Implementing a penalty for non-compliant energyproducing corporations of 1% of projected net revenue per fiscal year.
SECTION 6: The projected $4.5 billion cost will be appropriated through these programs
by -Sub-SECTION A: $1 billion as grants toward individual cities for the lightrail program
Sub-SECTION B: $2 billion appropriated to the CARS program,
Sub-SECTION C: $1 billion appropriated to the conversion of public
transportation to electric and fuel-efficient means,
Sub-SECTION D: $500 million appropriated as block grants to states for the
implementation of protected bike paths and bike-sharing programs in
metropolitan areas.

SECTION 7: This bill shall go into effect 101 days after passage.
