Be it enacted by the Senate and House of Representatives of the United States of America in Congress
assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Food Labeling Act of 2015.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
A) The lack of labeling food products that are genetically engineered causes problems including: health hazards,
as well as religious and ethical problems.
B) GMOs are present in approximately 75% of conventional processed foods on supermarket shelves.
C) Food corporations regularly make changes to the labels of their products to meet changing consumer demand
or for other marketing or regulatory reasons.
D) Millions of consumers around the world are being allowed to purchase and consume unlabeled genetically
engineered foods, despite the fact that the U.S. Food and Drug Administration (FDA) does not test the safety of
their products.
E) More than ninety six percent of Americans are in favor of making the labeling of food products mandatory
and more than sixty-eight percent of doctors are also in favor of mandatory GMO food labeling.
F) The major problem with genetic engineering is the potential damages that it may cause. When genes are
interfered with, there is a major disruption among the natural patterns of our world at the most basic and most
dangerous level.
G) Without the labeling of food products, citizens are denied their fundamental right. Labeling genetically
engineered foods does not restrict the rights of people who decide to purchase and consume them.
H) Health hazards include: the productions of carcinogens, an increase in toxin levels, resistance to antibiotics,
and allergic reactions. There have been no long-term studies on the effect of genetically engineered foods, but
scientists have voiced their concerns.
I) If a products is being supplied that Americans do not want, then the market will dictate it to go away. Because
of this fact, biotech companies and food manufacturers spend over twenty-five million dollars to prevent the
labeling of GMOs.
J) 64 countries with over 40% of the worlds population already label genetically engineered foods, including
the entire Europeans Union.
K) A genetically engineered food is a plant or meat product that has had its DNA artificially altered in a laboratory by
genes from other plants, animals, viruses, or bacteria, in order to produce foreign compounds in that food.
SECTION 3. STATUTORY LANGUAGE
A) The Food Labeling Act of 2015 shall mandate the labeling of all food products and enforce the disclosure
regarding the contents of all food products sold in the United States. Genetically Modified Organisms are
defined as plants or animals that are created through the gene-splicing techniques of genetic engineering.
Manufacturers will now be required to add an additional label stating the percent mass of Genetically Modified
Organisms content in a product.
B) The Food and Drug Administration will require that all products sold in the United States are accompanied
with a label noting the nutrition facts, artificial requirements, and GMO content.
C) The Food Labeling Act shall be enacted on January 1, 2018. A manufacturer must uphold the standards of
the Food Labeling Act of 2018, should a food manufacturer fail to comply with the standards of the Food
Labeling Act, it will be fined twenty-five percent of its annual revenue.
