JOINT RESOLUTION
To create a national system of gun regulation to reduce the availability of guns to the public.

Be it enacted by the Senate and House of Representatives of the United States of America in
Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Gun Regulation Act of 2015.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
A) In 2010, 31,513 people in the United States were killed by guns.
B) There are approximately 925 guns for every 1000 people in the US.
C) Guns are purchased and used frequently even though there are many non-lethal self-defense utilities.
D) Over 60 percent of all homicides in the United States involve a firearm and firearm ownership.
E) There are more than 200,000 non-fatal gun related injuries per year in the US.
F) Over 19,000 suicides by gunshot occur every year.
G) Children have the highest rate of deaths from unintentional gun incidents.
H) America had 600 accidental gun deaths in 2010, more than any other country.
I) Guns are often stored improperly, as 20 percent of parents said they kept a loaded firearm and eight
percent said they kept an unlocked firearm.
The Constitution of the United States shall be amended as follows:
Section 1) As of January 1, 2016, the public will be unable to keep and bear arms. The Second
Amendment statement "the right of the people to keep and bear Arms, shall not be infringed" shall be
struck from the Constitution.
Section 2) Private establishments may apply for a Federal Firearm Distribution Permit to carry
firearms within their premises. With a Federal Firearm Distribution Permit, a private establishment
may provide firearms to licensed public citizens for recreational use. Such institutions will undergo an
annual inspection to ensure all safety protocol is followed.
Section 3) Public citizens may undergo federal gun safety training and then apply for a Federal
Firearm License that allows them to utilize guns at approved private establishments.
Section 4) All licensing and inspections will be enforced by the Bureau of Alcohol, Tobacco,
Firearms, and Explosives. The department will receive an additional $100 million annually from the
federal government.
Section 5) Any citizen found acting against the rules outlined in the Federal Firearm License will be
charged for a felony crime of firearm misconduct and will be tried in federal court. The minimum
punishment will consist of a $20,000 fine or at least a five year sentence at a federal prision.
Section 6) Any establishment failing to meet the requirements of the Federal Firearm Distribution
Permit will be fined $250,000 for a first offence. A second offence will result in a $500,000 fine and a
permit cancellation.
