    SECTION1.SHORTTITLE

    ThisactmaybecitedastheDrugLegalizationActof2015.

    SECTION2.FINDINGS

    Congressherebyfindsanddeclaresthat,
    A)
    Thosewhobenefitthemostfromprohibitionareorganizedcrimebarons,whoderiveanestimated$10to$50
    billionayearfromtheillegaldrugtrade.
    B)
    Thefederalgovernmentspendssome$19billiontoenforcethedruglawseveryyear.
    C)
    Oncethedrugtradeislegalized,itwillbeabletobetaxedbytheState
    D)
    Afterthreedecades,criminalizationhasnotaffectedgeneralusageabout30millionAmericansusemarijuana
    everyyear,
    E)InFebruary,thetaxedandlegalrecreationalsaleofmarijuanawas$14millionandinMarch,thatfigureshotupto
    $19million.
    F)Legalizingandregulatingmarijuanawillbringthenation'slargestcashcropundertheruleoflaw,creatingjobs
    andeconomicopportunitiesintheformaleconomyinsteadoftheillicitmarket.
    G)
    Thetotaldirectsavingstogovernmentintaxesandenforcementcometosome$8$16billionperyear.
    H)
    Accordingtothe1991NationalHouseholdSurveyonDrugAbuse,some19.5millionAmericansusedmarijuana
    atleastonceintheyear,ofwhom5.3millionusedatleastonceaweekand3.1milliondaily.
    I)
    Onestudyestimatesthatnationwidemarijuanalegalizationwouldsavegovernments$8.7billioneachyear.
    J)
    Governmentatalllevelsspendsabout$100billionayearonlawenforcementandcriminaljusticeprogramsto
    combatthedrugproblem,andabout$35billionisdirectlyrelatedtodruglawenforcement.
    K)Prisonovercrowdingisaseriousandpersistentproblem.
    L)
    Totaldrugarrestsarenowmorethan1.5millionayear.
    M)Accordingtothe1997NationalHouseholdSurveyonDrugAbuse,54.1percentofhighschoolseniorsreported
    someuseofanillegaldrugatleastonceduringtheirlifetime
    N)60,000individualsarebehindbarsformarijuanaoffensesatacosttotaxpayersof$1.2billionperyear.
    O)Whenblackmarketcontractsarebreached,theresultisoftensomeformofviolentsanction,whichusuallyleads
    toretaliationandthenopenwarfareinthestreets.
    P)Morethan70percentofU.S.cancerspecialistsinonesurveysaidtheywouldprescribemarijuanaifitwaslegal
    nearlyhalfsaidtheyhadurgedtheirpatientstobreakthelawtoacquirethedrug.
    Q)Addictsareforcedtocommitcrimestopayforahabitthatwouldbeeasilyaffordableifitwerelegal.

    SECTION3.STATUTORYLANGUAGE
    A)TheDrugLegalizationActof2015shallenabletheOfficeofNationalDrugControlPolicytolegalizethe
    medicinalandrecreationaluseofdrugs.ThisbillenforcestheOfficeofNationalDrugControlPolicytomonitorthe
    productionandtransportationofdrugs,alongwithtaxation.
    B)ThisbillshallbeenforcedandfundedbytheOfficeofNationalDrugControlPolicy.Thisbillshallgrantthe
    ONDCPthepowertotaxandmonitordrugproductionandusebyconsumers.TheONDCPisgrantedthepowerto
    controltheconsumptionofdrugs.Eachstateisgrantedthepoweronthetaxationofdrugs.Ifconsumersand
    producersfailtocomplytheyshallbefined$14,000orseveralyearsinconfinement.
    C)TheONDCPshallenablecertainagenciestoproducedemandeddrugswithsupervision.Theproducedamount
    shallberecordedandtaxed,fundingstatesandfundingthefederalgovernment.Anyagencyunabidingofthe
    ONDCPregulationshallbeterminatedofproductionandfined.AnyconsumersunabidingofONDCPregulations
    shallbefinedand/orimprisoned.TheDrugLegalizationActof2015willbeenactedonJanuary1,2019.
