ThisactmaybecitedastheDrugLegalizationActof2015.

SECTION2.FINDINGS

Congressherebyfindsanddeclaresthat,
A)
Thosewhobenefitthemostfromprohibitionareorganizedcrimebarons,whoderiveanestimated$10to$50
billionayearfromtheillegaldrugtrade.
B)
Thefederalgovernmentspendssome$19billiontoenforcethedruglawseveryyear.
C)
Oncethedrugtradeislegalized,itwillbeabletobetaxedbytheState
D)
Afterthreedecades,criminalizationhasnotaffectedgeneralusageabout30millionAmericansusemarijuana
everyyear,
E)InFebruary,thetaxedandlegalrecreationalsaleofmarijuanawas$14millionandinMarch,thatfigureshotupto
$19million.
F)Legalizingandregulatingmarijuanawillbringthenation'slargestcashcropundertheruleoflaw,creatingjobs

SECTION3.STATUTORYLANGUAGE
A)TheDrugLegalizationActof2015shallenabletheOfficeofNationalDrugControlPolicytolegalizethe
medicinalandrecreationaluseofdrugs.ThisbillenforcestheOfficeofNationalDrugControlPolicytomonitorthe
productionandtransportationofdrugs,alongwithtaxation.
B)ThisbillshallbeenforcedandfundedbytheOfficeofNationalDrugControlPolicy.Thisbillshallgrantthe
ONDCPthepowertotaxandmonitordrugproductionandusebyconsumers.TheONDCPisgrantedthepowerto
controltheconsumptionofdrugs.Eachstateisgrantedthepoweronthetaxationofdrugs.Ifconsumersand
producersfailtocomplytheyshallbefined$14,000orseveralyearsinconfinement.
C)TheONDCPshallenablecertainagenciestoproducedemandeddrugswithsupervision.Theproducedamount
shallberecordedandtaxed,fundingstatesandfundingthefederalgovernment.Anyagencyunabidingofthe
ONDCPregulationshallbeterminatedofproductionandfined.AnyconsumersunabidingofONDCPregulations
shallbefinedand/orimprisoned.TheDrugLegalizationActof2015willbeenactedonJanuary1,2019.
