To create and enforce Tax laws for factories inside the United States based on individual factory carbon emission
levels.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress
assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Carbon Tax Act of 2015.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) The United States has fallen behind other countries in not requiring factory-by-factory
And product-by-product reporting of greenhouse gases.
2) U.S. emissions of heat-trapping gases continue to increase. U.S. emissions of carbon dioxide, the
Most common greenhouse gas, increased 20 percent from 1990 to 2004.
3) Warm temperatures so far this year indicate the continued impact of increasing greenhouse gases
4) Computer software programs have been created to help people to evaluate and sort out the pollution

5) Uptake of greenhouse gases in the southern ocean carbon sink stalled in the 1980s but roughly
Doubled to 1.2 billion tones.
6) Seattle plans to be carbon neutral by 2050. Houston commits to a 42 percent reduction by 2016 and to 80 percent
by 2050 (based on a 2007 baseline).
7) Los Angeles aims for reductions of 45 percent by 2025, 60 percent by 2030 and 80 percent by 2050 (based on a
1990 baseline).
7) Cap-and-trade seeks out the most efficient reduction projects within the market, delivering a lowest cost outcome.
8) Its [Southern Ocean Sink] uptake of greenhouse gases stalled in the 1980s but roughly doubled to 1.2 billion
tonnes.
9) Penalties may be assessed pursuant to Health and Safety Code section 38580
10) The GSA Carbon Footprint Tool is designed specifically to help your agency calculate, report, and reduce
greenhouse gas emissions as specified under Executive Order 13693.
11) CO2 emissions in the United States are projected to grow by about 1.5 percent between 2005 and 2020.
12) Natural patterns contribute to global temperature in any given year, but the very warm temperatures so far this
year indicate the continued impact of increasing greenhouse gases.
13) Energy-related carbon dioxide emissions (CO2 ) increased from 5,267 million metric tons (MMmt) in 2012 to 5,396
MMmt in 2013 (2.5%).
SECTION 3. STATUTORY LANGUAGE
A) Factories on American soil shall reduce the average Carbon Dioxide burned per factory by 20 percent. Carbon
Dioxide Transmitters shall be placed into every factory to monitor and regulate Carbon Dioxide levels. Individual
factories shall be given permissions to produce 0.96 million metric tonnes with a yearly check and renewal. A
factory-by-factory and product-by-product transparency system for greenhouse gases shall mobilize the power of
public opinion, informed choice, and help markets work at higher quality.
B) 3.5 billion dollars shall be set aside from the energy and environment sector to pay for, install and maintain Carbon
Dioxide Transmitters. Additional five million dollars will be set aside for the Environmental Protection Agency in
order to view progress and report findings to the United States Government.
C) Companies shall be allowed to trade unused allowances at a price of their choosing. Companies shall be fined a
minimum of five thousand dollars per five metric tonnes over the company's held allowances based on scaling taxes
designated by the Environmental Protection Agency. This act shall not be enforced until January 1st 2023 however

Carbon Dioxide Transmitters shall be placed in all factories on January 1st 2020 for research.

To create and enforce Tax laws for factories inside the United States based on individual factory
carbon emission levels. Factory carbon emission levels remain vastly unchecked. A Cap and Trade system gives a set
amount of allowances to companies allowing them to produce carbon emissions up to that allowance limit however extra
allowances may be sold and bought amongst companies or factories. This bill aims to reduce the negative effects Factory
emissions place on our environment. Family's place around factories are at substantially higher risk of problems due to high
amounts of emission polluted air. If the government passes this bill a new era of clean air shall be set in and pushes other
countries to do the same. A strong cap and trade system also allows for economic growth and sets the precedent for other
nations. A expansive cap and trade system will do nothing but benefit the United Sates and secure the United States
standing as a leader in environmental progression.
