ThePlainDealerreportedonSundaythataconstructioncompanycomplainedabout
corruptionfiveyearsagotoMetroHealthsformerchiefexecutive,itsgeneralcounselat
thetime,andDonnaKellyRego,atrusteewhoatthetimewasthechairwomanofthe
board.FormerMetroHealthexecutiveJohnCarrollhasbeenchargedinfederalcourtand
isaccusedoftaking$600,000inbribestopushconstructioncontractstocertainfirms.He
isexpectedtopleadguilty.

MetroHealthschiefexecutiveatthetime,JohnSideras,hassinceleftthehospital.The
hospitalsgeneralcounsel,WilliamWest,retiredinJune.Regoistheonlyperson
remainingatthehealthsystemwhothecontractorsclaimtohavetold.
ButMetroHealthsmanagementsaiditsimpossibletoexpectthemtocatchtheerrorsand
theysaytherecordprovesit.ThecourteventuallyfoundinMetroHealthsfavorinthe
taxpayersuit.Also,Reliancewasthelowbidderinthatcase.
ItseemsunlikelythiswillhaveanyimpactonRegospositionontheboard.Thehospital
system,throughaspokeswoman,saidRegodidntrecalltheconversationswithBrewer
Garrettandsaid,evenso,aboardmembersdutywouldbetorefersuchanissueto
hospitalmanagement.Itisnotaboardmembersresponsibilitytogetinvolvedwith
thebiddingprocess,accordingtoaletterdistributedtohospitalstaffaboutthe
controversy.
Regostermfinishesin2013,andhospitalexecutivessaidtherearenoplanstodiscussthe
Carrollissueatitsupcomingboardmeeting.
