ReviveNATGRIDwithsafeguards
TheCentralgovernmentsdecisiontoreviveNATGRID(NationalIntelligenceGrid)isawelcomemoveinthefightagainstterrorism,butit
callsforcautionandnuancedplanninginthewayitwouldbestructured.Accordingtotheexistingplan,NATGRIDwillbecomeasecure
centraliseddatabasetostreamsensitiveinformationfrom21setsofdatasourcessuchasbanks,creditcards,visa,immigrationandtrainand
airtraveldetails,aswellasfromvariousintelligenceagencies.Thedatabasewouldbeaccessibletoauthorisedpersonsfrom11agenciesona
casetocasebasis,andonlyforprofessionalinvestigationsintosuspectedcasesofterrorism.NATGRIDwasamongtheambitiousslewof
intelligencereformsundertakeninthewakeoftheMumbaiattacksofNovember2008.LikeNATGRID,mostoftheseproposedreformsin
thesecurityestablishmenthavenotfullymaterialised,yetagainservingasareminderthatIndiasmemoryisembarrassinglyshort.
Inadatadriven,digitisedworld,itwouldbefoolhardytoignorethepowerofbigdataanditspotentialtoproviderealtimetipoffsand
predictiveintelligencetodealwiththeterroristthreat.Overthelasttwodecadesorso,duringwhichthepostColdWarchaosresultedin
manyviolentnonstateactorssettingupshop,theverydigitaltoolsthatterroristsusehavealsobecomegreatweaponstofighttheideologies
ofviolence.Socialmediaandotherplatformshavebecomerecruitmentsitesandpropagandamachinesforterroristgroups,andformal
bankingchannelsareusedasmuchasinformalonestotransactterrorfunding.Inthosesameoceansofinformationaretrendsand
informationthatcouldavertterroriststrikes.However,appreciationofthepowerofdigitaldatabasestotackleterrormustbeaccompanied
bydeepconcernabouttheirpossiblemisuse.TheSnowdenfilesarejustonepointertothewidespreadmisuseinrecentyearsofsurveillance
capabilitiestocompromiseindividualprivacyandevenviolatenationalsovereignty.Increasingly,thereisalsoacademicevidencetoshow
thatstatesareapplyingexcessiveforceandsurveillancetotackleterrorism.TheNATGRIDseffortsmustbeplacedagainsttheserealities
beforethegovernmentrushesintorevivingit.Whensomuchsensitiveinformationaboutindividualsisavailableonasinglesource,the
potentialforitsmisusewoulddramaticallygoup.ThepoortrackrecordoftheIndiansecurityandintelligenceagenciesonindividualprivacy
andlibertymustbekeptinmindastheNationalDemocraticAlliancegovernmenttriestonurtureNATGRID,whichhasfailedtotakeoff
despitetheaggressivepushbythepreviousUnitedProgressiveAlliancegovernment.TheoverdueinitiativetoreviveNATGRIDmust
thereforebeaccompaniedbyactionontheevenlongerpendingneedtohaveeffectiveoversightofintelligenceagenciesbyParliamentoran
eminentgroup.
