u n d e r s t a n d i n g that M s . T o o p h a s o c c a s i o n a l l y w r i t t e n c o r r e s p o n d e n c e o n y o u r behalf, a n d as
such, I w i l l address t h e issues raised i n h e r emails.

The i n f o r m a t i o n provided t o this Office i ny o u r complaints alleged criminal conduct b y
m e m b e r s o f the D e p a r t m e n t o f E n v i r o n m e n t a l Services ( D E S ) . I have addressed these
allegations o n n u m e r o u s occasions a n d w i l l n o t d o so again here. T h e C r i m i n a l Justice B u r e a u
investigates c r i m i n a l allegations against public officials. Because y o u r c o m p l a i n t w a s properly
r e v i e w e d b y this Bureau, y o u r complaint w i l l not be referred t o a n y other bureau for c r i m i n a l
investigation o f these public officials. F u r t h e r m o r e , t h e E n v i r o n m e n t a l Protection B u r e a u
represents D E S i n c i v i l m a t t e r s a n d w o r k s c l o s e l y w i t h D E S o n n u m e r o u s cases, so y o u r request
to h a v e these c r i m i n a l allegations against m e m b e r s o f D E S referred t o a n d investigated b y t h e
E n v i r o n m e n t a l Protection Bureau is improper.
I f y o u have concerns about violations o f environmental regulations being c o m m i t t e d b y
m e m b e r s o f the public, y o u are encouraged t o report these concerns t o D E S . I t is n o t clear f r o m
your complaint whether y o u are alleging any consumer protection violations; however, M s .
T o o p ' s latest e m a i l m a k e s reference t o t h i s O f f i c e p r o s e c u t i n g " c o n s u m e r scams." T o t h e extent
t h a t y o u b e l i e v e y o u h a v e a c o n s u m e r c o m p l a i n t , y o u a r e e n c o u r a g e d t o file a c o m p l a i n t w i t h t h e
