Procedures

RESPONSIBILITIES OF TEACHERS DURING A CRISIS

Always keep a class roster up-to-date and keep readily accessible. When evacuating, you must
have an accurate attendance list with you. YOU WILL BE RESPONSIBLE FOR KNOWING
WHERE EACH OF YOUR STUDENTS IS. KEEP THEM WITH YOU AT ALL TIMES.
Supervise students, assistants, visitors, guests, volunteers, etc. who are in your area.
Do not allow anyone to act independently.
Release no students except as directed by the building principal or designee.
Do not leave students unattended.
Encourage students not to use phones and explain why.
Do not allow students to leave the room for restrooms, lockers, or any other reason,
unless directed by the building administration or police or fire departments.
During a lockdown, remain in the classroom and follow all lockdown procedures.
Take attendance.
Account for all students.
Make list of students not in the room and possible locations where they could be found.
Turn list in to police or administrative designee when asked for or before leaving if
school is dismissed.
Wait for instructions.
During a school wide emergency, do not call office unless you have vital information that cannot
wait.
If fire alarms go off while in a lockdown, DO NOT evacuate unless confirmed by
announcement.
In all other circumstances, obey the fire alarms.
Following a crisis, provide a list of students you feel should be referred to counseling.
Make notes summarizing the events and provide them to the principal.
Facilitate appropriate follow-up discussions concerning the incident.

REMINDERS
In general, incidents must be handled in an objective and sensitive manner. It is important to
maintain the regular school routine. However, a number of students and staff may be upset,
frightened and concerned.
Do: Help control rumors. If asked, provide only the facts as indicated on the fact sheet that is
provided for you.
Do: Watch for distraught or depressed students. Report these students to the appropriate
guidance and student services staff.
Do: Refer concerned or affected students to the guidance office for assistance. The guidance and
student services staff will be provided for students in need.
Do: Be extra diligent in your supervision of hallways, restrooms, lunch room and any other
areas or circumstances where students may have less structure than in their classrooms.
Do: Take careful attendance and inform the office immediately if anyone is missing.
Do Not: Speculate on the causes or outcomes related to the incident or follow-up circumstances.
Remember, students overhear conversations in the halls and between teachers. You may
jeopardize a privacy concern or law enforcement investigation through speculation.
Do Not: Discuss the situation with the media. Any media questions should be referred to the
district office through your building office. Use only the fact sheet if you are asked questions
about the incident in the community.
Following a crisis, mandatory meetings will be scheduled either before or after school. Fact
sheets and follow-up plans will be shared.

10

LOCKDOWNS
The decision to lock down a school rests with the school administrator at the site affected.
Administrators will also make the decision about whether to call students in from outside
activities, depending on the situation.
Use one of two terms:
Non-Emergency Lockdown
Emergency Lockdown

NON-EMERGENCY LOCKDOWN

not offer concealment.
2. Ignore all bells.
3. Lock room. Pull shades and stay away from windows if directed by administrator.
4. Lock all exterior doors. Once the doors are locked do not open for anyone until directed by
the school administrator. No one is to enter the building during a non-emergency lockdown
with the exception of emergency personnel.
5. Maintain a calm environment through calm leadership. Reassure students that everything
possible is being done to return the situation to normal.
6. Class may continue.
7. If a non-typical disturbance is heard, get everyone to the floor.
8. Contact the office if you have an emergency in your room.
9. Conduct frequent counts of all your students and immediately report any missing students to
the administrator in charge.
10. Do not leave area until all clear is issued by the school administrator.

11

EMERGENCY LOCKDOWN
1. Direct students into nearest classroom and lock the door.
2. Students should be out of view from the hallway, quiet and on the floor.
3. Maintain a calm environment through calm leadership.
4. Do not enter the building if your class is outside of the building. Move to your off-campus
evacuation site.
5. Wait for the all clear announcement to answer or open the door/return to campus.

Secretary Statement for Incoming Calls

At this time our school is involved in an emergency situation. No calls from media are
being addressed at this time. We are attempting to keep lines available for necessary and
vital communications. Parents/guardians will be notified of school closing or student
release information as soon as it is made available via the call center number, district
website and cooperating media outlets. Please leave phone lines available for on-going
emergency needs. Media arrangements will follow post-crisis with arrangements made
by the central office. Thank you for your cooperation.

PRINCIPAL COMMUNICATION IN A TIME OF CRISIS

The first and most important consideration in any crisis is the health, safety and welfare of
students and staff. However, crises generate extensive media and public interest. Be prepared for
such attention.
In the event of a crisis, the principal should be notified immediately. In consultation with the
superintendent or his/her designee, the principal will determine the immediate communication
needs. The primary goal of communication during a crisis will be to keep people informed while
trying to:

maintain privacy of students and staff;

minimize the disruption to the educational process; and
avoid compromising any investigation or emergency procedures.

The principal (or a designee) shall:

VERIFY THE FACTS

COMMUNICATE THE FACTS as known to the superintendent, directors and other
administrators.
RESTRICT PUBLIC AND MEDIA ACCESS TO THE BUILDING. The principal or
superintendent, in consultation with law enforcement officials as appropriate, will determine
access limitations and the best allocation(s) for media. Students will not be interviewed on
school grounds by media.
PREPARE INITIAL STATEMENTS in cooperation with superintendent. In most crisis
situations, the media will be aware of the incident immediately and will be on the scene shortly
thereafter, potentially before the crisis has ended and often while events are occurring. An initial
statement, providing the basic facts, can help control conjecture. This statement should be
given outside the school or building by the superintendent or his/her designee.
DESIGNATE INDIVIDUAL(S) TO ANSWER THE PHONES and provide these individuals
with a factual statement as prepared by the superintendent or his/her designee. No additional
information is to be given without approval. If call forwarding is available, direct all calls to the
district office.
PREPARE FACT SHEETS for distribution to staff members and others as appropriate, including
media, in conjunction with the superintendent and communications staff.
PREPARE LETTERS TO BE SENT HOME to ensure that parents understand what has occurred
and what was done. This must be done with central office approval.
Each individual, including those directed to answer phones, shall KEEP A LOG of what has
occurred and files of all communications including telephone contacts.

31

POST SUICIDE AT SCHOOL OR IN THE COMMUNITY

Plan for dealing with friends, affected students, notifying teachers, parent involvement and other
agency involvement directly after a suicide.

A list of mental health personnel who can help students in their immediate reaction to the
suicide will be developed and updated by the Director of Special Services on a regular
basis. Potential members of this group might include the psychologists/counselors/family
service workers from the district, mental health counselors from the community,
members of the clergy, physicians and nurses. These volunteers would be willing to come
into the school on a crisis basis to work in the classrooms with students on the first day of
school following a suicide.
These volunteer mental health personnel would spend time as necessary in the classrooms
of the building in which the student had classes.
The crisis team would meet with teachers briefly before school to review with them the
facts surrounding the suicide and to answer questions about how to deal with students
during the school day. Teachers will be informed of any resource room availability.
Teachers should make students aware of this option. Any student who wishes to go to the
resource room should be allowed to do so. However, teachers must notify the resource
room of any students who are leaving to go to the room.
Individual members of a mental health team may go to a first hour class and, as
necessary, discuss a suicide with students and/or inform students of the existence of a
resource room available to the students throughout the day.
Mental health personnel should reconvene after first hour to share their concerns. They
should refer any individual students about whom they are concerned to the resource
room. Several members of this team should staff this room.
Members of the mental health team may meet with teachers over the lunch period for the
purpose of answering their questions and for receiving referrals about individuals who are
experiencing difficulty in handling the suicide. These students may be seen on an
individual basis by team members. The parents of any student who is deemed to be
having difficulty with the suicide must be contacted.
If there are sufficient numbers of mental health team staffers available, they should
contact other schools in the district if there is a need to deal with students questions or
reactions. If there are not sufficient personnel available immediately, student services
staff should split among the other schools on the days following the suicide.
Available members of the mental health team will meet with teachers as needed to
address their own personal concerns and/or their concerns about individual students.
Within a reasonable amount of time, the mental health team should consider whether or
not to arrange a meeting for parents to deal with questions about how to work with their
children. Depending upon the circumstances, they may consider the formation of an ongoing support group.
In the event of a failed suicide attempt, the student service staff will meet and confer
about how to handle the students re-entry into school and ongoing intervention. Any
mental health workers outside agencies assigned to the case should be involved in these
discussions.

shared with staff and the students. Ask if they have any special requests regarding
staff/student attendance at the visitation or funeral.
If a moment of reflection is planned, share this information with them and ask if they are
comfortable with this.

DEALING WITH THE AFTERMATH OF A CRISIS

Classroom Presentations (Outline)
The following outline can be used regardless of the type of incident. Immediate presentations
help to diffuse unwanted student responses.
1.

Introduction:
This is very difficult for us all. It is not easy to know what to say or how to act.
Sometimes our own reactions frighten us because they are so new to us or seem so
strong.
We are here with your teacher to talk about___________, to answer your questions if we
can and to affirm some of your reactions.

2.

Beginning:
This is what we know so far_____________________.
Have any of you heard anything different? Do you have any questions about
____________________?
Did any of you (play with/see/etc.) or have conversations with
in the past couple of weeks? Tell us about that. What do you remember?
Have any of you had a family member or a friend die? Tell us what you remember.
What upsets you most about ________________?

3.

Normalize:
Let us describe the kinds of reactions that most people have following this kind of
situation.

47

n all of these cases, students need to be listened to and their feelings dignified and respected. When
e emotions seem to remain too long or seem out of the ordinary, contact the building school
sychologist for further input.

EMOTIONAL RESPONSE

Listed below are numerous emotional responses that students may experience following a tragic
event at school. These emotions are normal, healthy responses occurring during the grieving
process.
Students need to express their feelings for the following reasons:

It is better to talk about your feelings than to keep them inside. Feelings lose their power
when they are brought out in the open.
Each person has a responsibility to do something when he/she is feeling bad for an
extended period of time. Feeling bad is normal, but if it lasts too long, a person needs to
speak with a support person about it.

Grief:
Feeling an aching sense of sadness and
loss.
Thinking that youll never feel happy
again.
Anger:
How could this have happened?
This is so unfair.
I am so angry with him/her; why didnt
someone stop this?
Why didnt someone do something?
No one cared enough about him/her.
Shock:
You feel numb.
This just cant be happening.
Fear:
Wondering who it will strike next.
Wondering about what it feels like to
die.
Thinking about what your own death
would be like.
Wondering about the thoughts of
suicide.

Guilt:
Maybe I could have done something.
He/she mentioned something to me
about suicide, but I didnt take it
seriously.
I dont feel sad enough; maybe I should
feel worse than I do.
Rejection:
He/she was my friend and he/she left
me.
My caring and friendship werent
enough for him/her, I guess.
Betrayal:
He/she promised me, he/she wouldnt
do this and he/she broke his/her word.
We were so close; he/she gave it all
up.
He/she never told me; he/she didnt
care enough about our relationship.
Hopelessness:
Life is so rotten.
Whats the use of going on?
If someone like this felt bad enough to
kill himself/herself, maybe my life is bad
too.

48

SUSPICIOUS PACKAGE OR ENVELOPE

If a suspicious package or envelope is found:

Isolate the suspicious item. Do not touch or handle any suspicious items found.
Notify the office of the situation. Building administration will call 911.
Any person who had direct contact with the package should wash their exposed skin with
soap and water.
Attempt to confirm the contents without opening.
Wait for emergency responders to arrive and follow their directions.
Advise emergency responders of who was in the area around the time the suspicious package
was discovered.
