BUDGET OVERVIEW

GENERAL FUND

The General Fund accounts are used to finance the


fundamental operations of the City. This fund covers all
activities for which a separate fund has not been established.
The Citys principle sources of revenue are property taxes,
sales and use taxes, charges for services, franchise fees,
license and permits and fines and forfeitures.

EXPLANATION OF BUDGET PURPOSE


AND PROCESS

One of the vital functions of the City Manager is to establish


and maintain internal control procedures designed to
ensure that the assets of the City are protected and used
efficiently. These internal controls include a budget (required
by state law) that covers the proposed expenditures of the
government and contains a complete financial statement.
The 2016 budget was adopted on September 21, 2015 and
can be found on the Citys website, pearlandtx.gov.

GENERAL FUND REVENUE OVERVIEW

The Citys General Fund Revenue, including transfers in and


other financing sources (leases), is $69.8 million. That total,
excluding lease purchase proceeds, is a 7.7% increase from
the prior fiscal year-end estimate.
This budget includes an increase in fees for development,
health services, parks and animal services to reflect cost of
services paid for by the individuals requesting service and not
overly subsidized by existing residents and businesses. As
part of the review of current cost of service compared to fees
charged, a comparison of nearby larger cities was conducted
as well as for private businesses, where applicable, to ensure
the City would not price itself out of the market. Because of
these changes, additional revenue of $291,758 is projected.
For General Fund Operations, Sales and Use Tax has been
our single most important revenue at 30% of operating
revenue and 2016 incorporates an 8.8% increase in sales

tax. Sales tax revenue is equivalent to approximately


$0.26 of the property tax rate. Even with the sales tax
growth within the General Fund, the total available to the
General Fund of $20.3 million does not provide adequate
funding into infrastructure recapitalization for our City streets
and sidewalks. A right-of-way assessment showed that an
annual maintenance contribution of $3.75 million was needed
to ensure no further degradation of the infrastructure. The
budget funded $915,000 however, the multi-year forecast
shows the City meeting $3.7 million in 2019.
Sales tax is more volatile than property tax and needs to
be monitored. Reserves must be available for adjusting to
unexpected fluctuations in receipts during the year.
The FY 2015 budget projection of $18.7 million is up 4.7%
compared to the budget. With the nature of sales tax, the
City has to monitor the receipts and trends in order to stay
ahead of the curve and be pro-active as trends change.
As the multi-year forecast allows, the City has set a target
to have a more conservative 20% General Fund Reserve
than the current 16%.
The FY 2016 Budget includes an increase of $0.0004 cents
to the Operating and Maintenance property tax rate though
the total property tax rate decreased by $0.0068 cents, the
remaining in the debt component of the tax rate.

EXPENDITURE OVERVIEW

Local government is an operation geared to the health,


safety and welfare of its residents and visitors. For that
reason, more than half (53%) of General Fund expenditures
are dedicated to Public Safety (Police and EMS/Fire). Public
Safety expenditures have reflected consistent growth rates
as the need to provide services 24/7 has grown with the
Citys population. Expenditure growth for Public Safety
is associated with improved coverage for operations with
facilities, equipment and staffing. For that reason, $3,338,700
is budgeted in FY 2016 to enhance Public Safety operations
to include twenty-one full-time equivalent positions, new
police vehicles, an ambulance, a ladder truck, and supplies
and equipment for Fire Stations 2 and 3.
Overall General Fund Expenditures, including transfers out
are up 5.8% from FY 2015 projections. Being a people
organization, it is not surprising that 66% of General Fund
expenditures are for wages and benefits. Increased staff
and the cost for employee healthcare are the significant cost
factors. The City provides staffing levels, wages and other
benefits at levels needed to recruit and retain the desired high
caliber of dedicated professionals across this organization.

Residential properties represent 70% of the property value


tax base. The additional proposed on the operating tax
component of the tax rate equates to $0.60 on a $150,000
house and $1.20 on a $300,000 house and so on. A minor
increase to the operating levy to receive new and enhanced
services such as the opening of a new 24/7 manned fire
station, eight new police officers and the opening of two new
parks. The total adopted tax rate of $0.7053 generates $440
for Operations and Maintenance and $956 for debt service
based on an average home value of $203,000.

Sales Tax Revenue


Sales Tax, primarily composed of a one cent local sales tax collection (from the
Citys General Fund), are estimated to increase from $18.7 million in Fiscal Year
2015 to $20.3 million in Fiscal Year 2016, an increase of 8.8%. The sales tax
revenue has increased as the local economy improves. The Pearland Economic
Development Corporation also collects a half-cent local sales tax which is not
reflected in the numbers below.

Pearlands property tax rate for Fiscal Year 2016 is $0.7053. Over the past years,
the debt component has increased due to an aggressive capital improvement plan,
while the operating component of the tax rate has remained relatively stable due
to other revenue sources. For Fiscal Year 2016, the debt component is reduced by
$0.0075 while the operating component increased by $0.0004.

General Fund Revenues - Sales and Use Tax


revenue makes up 30% of the General Fund
Revenues. General Fund sales tax is applied
at the rate of 1% of all taxable sales. Service
Charges account for 23% of the budget and
include Ambulance fees, Parks and Recreation
fees and administration fees from the Tax
Increment Reinvestment Zone (TIRZ). Property
Taxes (20%) come from the Citys 0.2225
operating tax rate to fund operations. Franchise
fees (10% of revenues) come from utilities (gas,
cable, electric, telephone and garbage) for use
of Citys right of ways.

Pearlands population has grown rapidly since its incorporation, and especially in the past decade. The
2010 US Census counted the citys population at 91,252. This marks a 142 percent increase since the
2000 Census count. The number of housing units also increased dramatically, from 13,895 to 33,169, a
138 percent increase. Now, in 2015 the population is estimated at 112,300 residents according to City of
Pearland building permits, and county records.

The City of Pearland and Brazoria County have partnered to offer two libraries to residents in Pearland.
The facility on the west side located on Business Center Drive, is approximately 10,000-square-feet.
The Tom Reid Library is located at 3522 Library Drive and will undergo a renovation in 2016. The two
Pearland libraries are the highest in the Brazoria County network in terms of circulation.

In 2015, Pearland Little League West finished on a winning note as the team defeated Mexico
6-4 in the Little League World Series to claim third place. Pearland finished the summer run 18-2,
including a 16-game winning streak. The team has been to the Little League World Series three
times in the last six years.

The residents of Pearland have a great deal of city pride. With a thriving local park system that
provides residents with the ability to enjoy an active outdoor lifestyle. The Parks & Recreation
Department specializes in early childhood and senior adult programming, health and fitness courses,
youth and adult sports and cultural arts all of which provide many opportunities for residents to
participate in volunteer activities.

The primary school districts in Pearland are Pearland ISD and Alvin ISD. Texas has recently been
applauded for having the highest graduation rates in the nation for different ethnicities. Pearland ISD
is easily one of the most diverse school districts in the state/nation. Pearland ISD graduation rates
(97 percent) are about 10 percent higher than the state averages and their most recent dropout
rate for grades 7-12 is 0 percent. That diversity coupled with area growth is driving our thriving school
system. Alvin ISDs Shadow Creek High School is under construction on a 79-acre track on West
Broadway and is scheduled to open for the 2016 2017 school year.

Robotics is a dynamic field involving the design, functional use and maintenance of robots. These
machines are used in numerous capacities, including manufacturing, transportation, surgery,
weaponry, safety, research and the mass production of consumer goods. Multiple career levels are
available in robotics. Pearland ISD offers a robotics curriculum in many of its schools.

David L. Smith and several volunteers created the Pearland Emergency Medical Service. In 1989,
he became one of the first Texans to become a State Certified Emergency Manager. After serving
on the Pearland City Council for numerous terms, he became employed by the City of Pearland
as the Emergency Management Coordinator/Director of Public Works where he managed the
