    Questioning CBRM Emergency Preparedness

    The author of a book coming out next month lambasts most municipalities on emergency planning. Or the lack of it as he puts it.
    Allan Bonner says most cities he has studied have inadequate emergency plans -- and in many cases their citizens are woefully uninformed
    about those plans.
    He includes the Cape Breton Regional Municipality in that scenario.
    John Dilny is manager of emergency planning for the CBRM, he claims that's not exactly right.
