Memorandum Order

Requiring All Government Agencies to Submit Electronic Copy of the Rules and Regulations
When Filing Such Rules and Regulations with the Office of the National Administrative
Register, UP Law Center

WHEREAS, Section 3 of Book VII of the Administrative Code of 1987 requires every
agency in the Government to file three (3) certified copies of every rule adopted by it with
the University of the Philippines Law Center;
WHEREAS, Section 5 of Book VII of the same Code mandates the UP Law Center to
publish a quarterly bulletin setting forth the text of rules filed with it during the preceding
quarter; and keep an up-to-date codification of all rules thus published and remaining in
effect, together with a complete index and appropriate tables;
WHEREAS, Section 6 of Book VII of the Code allows the UP Law Center to omit from the
bulletin or the codification of any rule if its publication would be unduly cumbersome,
expensive or otherwise inexpedient, but copies of that rule shall be made available on
application to the agency which adopted it, and the bulletin shall contain in a notice stating
the general subject matter of the omitted rule and how copies thereof may be obtained;
WHEREAS, the UP Law Center in furtherance of these mandates and in order to save time
and effort in the encoding/proofreading of rules filed daily for the publication of the
quarterly bulletin and codification of rules, the need to require all agencies concerned to
submit an electronic copy of all rules and regulations adopted/issued becomes paramount
for expediency and economy.
NOW THEREFORE, all government agencies are hereby required to submit an electronic
copy (Pagemaker or Word in diskette form) of the rules and regulations together with the
three (3) certified copies issued/adopted by them with the Office of the National
Administrative Register, UP Law Complex, Diliman, Quezon City.
This Order takes effect January 02, 2004.
