The Area Committee is requested to agree the criteria, guidelines, maximum grant

available and possible priority for new initiatives with regard to the distribution of
monies for the Brookfield Park Shiers Family Trust, in accordance with its previous
decision to reserve 25,000 from the Trust towards addressing the effect of
loneliness amongst elderly residents and the consequential effect on their health.

The report details a proposal for the naming of a linked series of bridle/ cycleways
extending from Hilltop Drive in Marple, along the Goyt Valley, through to Dark Lane in

A representative of the Democratic Services Manager submitted a report (copies of which
had been circulated) updating the Area Committee on progress since the last meeting on
decisions taken by the Area Committee and the current position on Ward Flexibility
Funding. The report also included the current position on the ward delegated budgets.
RESOLVED That the report be noted.
5. COMMUNITY ENGAGEMENT
(i)

Chair's Announcements

No announcements were made.


(ii)

Public Question Time

Members of the public were invited to put questions to the Chair of the Area Committee on
any matters within the powers and duties of the Area Committee, subject to the exclusions
set out in the Code of Practice.
One public question was submitted relating to when waiting restrictions on Carrs Road,
Cheadle would be implemented and the parking by office staff on Carrs Road and its
adjoining roads during the working day.
The questioner was advised that at the meeting of the Area Committee held on 10
November 2015, Members had been minded to approve a Traffic Regulation Order
introducing No Waiting on Monday Friday between 9.00am-5.00pm on various lengths of
Carrs Road, Cheadle and No Waiting At Any Time on various lengths of Carrs Road, St
Davids Road, St. Margarets Road and Carrs Avenue. The Area Committee had further
approved the statutory legal advertising of the Traffic Regulation Order and, subject to no
objections being received within the statutory period, the Order could be made. If any
objections were received they would be the subject of a further report to the Area
Committee.
The questioner was provided with a copy of the Minutes of the meeting of the Area
Committee held on 10 November 2015 which detailed the lengths of the roads which were
the subject of the proposed Traffic Regulation Order.
(iii)

Public Realm

David Wilson (Public Realm Inspector) attended the meeting to report on current issues
and to answer questions from Councillors and members of the public in relation to public
realm issues within the area represented by the Cheadle Area Committee.
The following comments were made/issues raised:-

All the complaints of fly tipping had been investigated and cleared away.
Litter had accumulated in the subway near to South Park Road, Gatley and regular
litter picks were requested.

RESOLVED That David Wilson be thanked for his attendance.


(iv)

Petitions

Councillor Paul Porgess presented a petition containing 5 signatures requesting the


introduction of a Residents Parking Scheme on Woodthorpe Drive, Cheadle Hulme.
The accompany letter to the petition suggested that a Residents Parking Scheme should
not be considered by itself as Woodthorpe Drive was a cul-de-sac off Vaudrey Drive and
the problems on Woodthorpe Drive were closely linked to Vaudrey Drive.
RESOLVED That the petition and accompanying letter be referred to the Chief Executive
for investigation.
(v)

Ward Flexibility Funding - 2nd Cheadle Scout Group

Stuart Cox from the 2nd Cheadle Scout Group attended the Area Committee to answer
questions from the Area Committee in relation to an application for Ward Flexibility
Funding to enable two of the younger aged leaders to drive a minibus.
RESOLVED That the Democratic Services Manager be recommended to make a grant
of 1,000 to the 2nd Cheadle Scout Group to enable two of the younger aged leaders to
drive a minibus, to be funded as follows:Cheadle and Gatley Ward - 650
Cheadle Hulme North Ward - 250
Heald Green Ward - 100.
6. DEVELOPMENT APPLICATIONS
A development application was submitted.
(NOTE: Full details of the decisions including conditions and reasons for granting or
refusing planning permission and imposing conditions are given in the schedule of plans.
The Chief Executive is authorised to determine conditions and reasons and they are not
therefore referred to in committee minutes unless the committee makes a specific decision
on a condition or reason. In order to reduce printing costs and preserve natural resources,
the schedule of plans is not reproduced within these minutes. A copy of the schedule of
plans is available on the councils website at www.stockport.gov.uk/planningdecisions.

The Chair outlined the procedure approved by the Council for public speaking on planning
applications.

In respect of plan no. 60010 for the erection of a pair of semi-detached houses in the side
garden of an existing house at 2 Turnfield Road, Cheadle

RESOLVED That the application be deferred until the next meeting of the Area
Committee to enable clarification with regard to whether the full length glazed windows on
the side gable elevation at no. 2 Turnfield Road are habitable or not.
7. PLANNING APPEALS, ENFORCEMENT APPEALS & ENFORCEMENT NOTICES
A representative of the Corporate Director for Place Management and Regeneration
submitted a report of the Deputy Chief Executive (copies of which had been circulated)
listing any outstanding or recently determined planning appeals and enforcements within
the area represented by the Cheadle Area Committee.
RESOLVED That the report be noted.
8. LOCAL ELECTIONS - MAY 2016 - POLLING STATIONS
A representative of the Democratic Services Manager submitted a report of the Deputy
Chief Executive (copies of which had been circulated) detailing proposals for the revision
of some of the polling arrangements within the Cheadle Hulme North Ward for the May
2016 local elections following the closure of Queens Road Primary School and the building
of a new school, Oak Tree Primary School.
RESOLVED That the proposals for the revision of the polling arrangements within the
area represented by the Area Committee be supported.
9. POYNTON RELIEF ROAD CONSULTATION
A representative of the Chief Executive submitted a report and made a presentation
(copies of which had been circulated) inviting the Area Committee to consider the
proposals for the Poynton Relief Road being developed by Cheshire East Council, working
in cooperation with Stockport Council. The Relief Road was proposed to relieve
congestion in and around Poynton, improve links to Macclesfield and support the
economic, physical and social regeneration of the area. Part of the route of the proposed
relief road was within the borough of Stockport.
The following comments were made/ issues raised:

Members requested updated information on the traffic modelling with regard to the
effect of the road on the A6 to Manchester Airport Relief Road and the A34/ A560
Gatley Road junction. The representative of the Chief Executive agreed to request
that Cheshire East Council provide this information before the planning application
was submitted to the Council.

Concern was expressed that the traffic modelling showed that the A6 to Manchester
Airport Relief Road and the Poynton Relief Road would increase traffic on the A34,
and the proposed Seashell Trust development would inevitably increase traffic on
the A34 if a planning application was approved.
A joint approach to managing the A34 corridor between Cheshire East Council and
this Council was important.
Concern was expressed about the possible building of industrial units near to the
A6 to Manchester Airport Relief Road which would increase the volume of traffic on
the road.

RESOLVED (1) That the report and presentation be noted, and the comments of the
Area Committee considered as part of the Councils response to the Poynton Relief Road
consultation.
(2) That the Chief Executive be requested to provide members with further details on the
modelling/ assumptions of the scheme in relation to projected traffic flows on the A34
through the Cheadle area.
10. DRAFT PLANNING BRIEF - SIM CHEM HOUSE, CHEADLE HULME
A representative of the Chief Executive submitted a report (copies of which had been
circulated) detailing a proposed planning brief for Sim Chem House, Cheadle Hulme.
The planning briefs objective was to guide the future development of the site in Cheadle
Hulme District Centre in order to ensure it contributed to the local economy and the wellbeing of the local community. It also aimed to provide certainty for interested parties
looking to either re-use the Sim Chem building or to redevelop the site.
The following comments were made/ issues raised: The planning brief was welcomed as the first step in securing the long term future of
the building, but concern was expressed about identifying the owner of the building
as it not been occupied since 2011 and the length of time it would take for a
Compulsory Purchase Order to be issued.
Support was given for acceptable use C3 for the site dwelling houses.
RESOLVED That the report be noted.
11. THE METROPOLITAN BOROUGH COUNCIL OF STOCKPORT (QUEENS ROAD
PRIMARY SCHOOL REDEVELOPMENT) (PROHIBITION AND RESTRICTION OF
WAITING) (SCHOOL CLEARWAY) AND (REVOCATION) ORDER 2015
A representative of the Democratic Services Manager submitted a report of the Chief
Executive (copies of which had been circulated) outlining the objections received to the
proposed Traffic Regulation Orders on Queens Road and Buckingham Road, Cheadle
Hulme and the comments of the Highway Engineer on them.
RESOLVED That the second objection to the Traffic Regulation Order be supported so
that the following part of the schedule be amended as follows:-

Proposed No Waiting Monday Friday 8.30am 9.30am and 3.00pm 4.00pm
Buckingham Road, Cheadle Hulme - south east side, from a point 4 metres north of the
projected north easterly kerb line of Carlton Avenue for a distance of 35 metres in a south
westerly direction.(to replace the advertised proposal for No Waiting At Any Time on the
road).
Community Engagement
12. OPEN FORUM: PROACTIVE CARE PROGRAMME - CHEADLE UPDATE
Steve Sewell Programme Director, Stockport Together and Dr Sarah Griffiths, GP made
a presentation on the Proactive Care Model which aimed to strengthen community
capacity and improve the health literacy, service quality and outcomes of care for people
such that fewer people would require hospital admission and consequently reduce
demand on the current health and social care system.
The following comments were made/issues raised:

The collaborative work between GP partners and the establishment of multidisciplinary teams in certain areas had made significant progress. Professional
barriers had been broken down. There was a different approach between areas with
either attendance at multi-disciplinary meetings being rotated amongst different GP
practices or doctors from the same GP practice attending all the meetings.
A number of residents who attended GP practices in Heald Green and Gatley, for
example, would go to Wythenshawe Hospital out of choice. It was confirmed that
Stockport Clinical Commissioning Group liaised with Wythenshawe Hospital on a
regular basis.
It was recognised that there were well recognised financial and service pressures
on some of the domiciliary care providers all over the country.
The Proactive Care Programme would further engage with the voluntary sector.
The mapping of community assets was currently taking place and would inform the
Proactive Care Programme.
Decisions at a Greater Manchester level with the development of pooled budgets
would have a significant effect on the Proactive Care Programme.
The success of the preventative work would be judged by whether admissions to
Stepping Hill Hospital were reduced.

COMMITTEE STATUS
Should the Cheadle Area Committee be minded to grant permission under the
Delegation Agreement the application should be referred to the Planning & Highways
Regulations Committee as the application relates to a Departure from the Statutory
Development Plan.
DESCRIPTION OF DEVELOPMENT
The application is seeking planning permission for a two storey rear extension, rising
of ridge height and a front porch.
The proposed two storey rear extension would project a maximum of 5.2m from the
existing rear wall. It would have a width of 13.7m and overall height of 7.2m with a
pitched roof.
A new porch is also proposed. It would project out 1.6m; have a width of 3m and
overall height of 3.5m with a lean to roof.
The ridge height of the dwelling would increase from 7.5m to 8.5m as part of the
proposed works.
The materials of construction would match the existing dwelling.
SITE AND SURROUNDINGS
The applicants property is a reasonably substantial detached dwelling located in a

spacious plot. It is located on the southern part of Stanley Road. The property is also
located within the green belt. Access is gained from Stanley Road and there is
adequate parking for at least three cars away from the highway. The site is fairly
level with no significant change in the gradient in any direction. The property
currently comprises of red brickwork and concrete tiles for the roof. However, a small
section on the rear elevation is rendered.
To the north of the site is Stanley Road and across the road are open fields
belonging to the Seashell Trust. To the east of the site is No.155 Stanley Road which
is a detached dwelling with a hipped roof. To the south of the site is open farmland
and is Cheshire Easts remit. To the west of the site is No.159 Stanley Road which is
another spacious detached dwelling with a hipped roof. Further along on Stanley
Road reveal a wider mix of properties, including gable roofs and some which have
been extended in the past. As can be concluded, the streetscene is varied with a mix
of housing designs, roof styles and property ages.

POLICY BACKGROUND
Section 38(6) of the Planning and Compulsory Purchase Act 2004 requires
applications/appeals to be determined in accordance with the Statutory Development
Plan unless material considerations indicate otherwise.

Supplementary Planning Guidance (Saved SPGs & SPDs) does not form part of the
Statutory Development Plan; nevertheless it provides non-statutory Council
approved guidance that is a material consideration when determining planning
applications.
National Planning Policy Framework issued by DCLG on 27 March 2012 with
immediate effect (NPPF).
Paragraph 196 states that: The planning system is plan-led. Planning law requires
that applications must be determined in accordance with the development plan,
unless material considerations indicate otherwise. This Framework is a material
consideration in planning decisions.
NPPF Conformity
The Planning Advisory Services National Planning Policy Framework (NPPF)
Compatibility Self-Assessment Checklist has been undertaken on Stockports
adopted Core Strategy. This document assesses the conformity of Stockports
adopted Core Strategy with the NPPF and takes account of saved policies from the
Unitary Development Plan where applicable. No significant differences were
identified therefore the development plan is in conformity with the NPPF.
PLANNING HISTORY

NEIGHBOURS VIEWS
The owners/occupiers of two surrounding properties were notified in writing of the
application. The neighbour notification period expired on the 7th January 2016. Two
letters of representation have been received regarding the application and both are
objections. Points of objection include;

Development represents an over-development of the site which will have a


detrimental impact to the property and the surrounding area
Raising of the ridge height would stand out in the wider area
Potential for loft conversion
Impact on property values
Other applications in the area have been rejected

ANALYSIS
Residential Amenity
The applicants property is located in a spacious plot. The two properties either side
of the applicants dwelling do not look to be materially affected by the proposed
extensions. The proposed extensions would be well separated from the rear

elevations of the two properties both side (No.155 and No.159) and the principal
habitable room windows located in those elevations. There would be no undue loss
of light, outlook of privacy as a result of the extensions. The impact upon the amenity
of all surrounding properties is judged to be acceptable.
In view of the above, it is considered that the proposal would not unduly impact on
the residential amenity of the surrounding properties in accordance with UDP policy
CDH1.8 and Core Strategy policy SIE-1.

Design
The design of the proposed extension is judged to be acceptable as it would respect
the architecture of the existing dwelling, noting the roof form matches the existing
dwelling. Furthermore, it would be sited to the rear elevation and would not be an
incongruous addition to the streetscene. The proposed front porch is also judged to
be acceptable as it also respects the architecture of the existing dwelling.
The proposed increase in ridge height is acceptable as the surrounding properties
display a variety of ridge heights (for example No.161 is higher than No.163) and the
dwelling is well setback from the public highway, meaning the increase in height is
not going to be unduly noticeable within the area. The property will still retain the
appearance of a two storey dwelling. No part of the scheme (including the increase
in ridge height) would be an unsightly addition to the streetscene.
In view of the above, it is considered that the proposal would respect the design,
scale, materials, character, appearance and proportions of the existing dwelling and
would not result in harm to the character of the street scene, the visual amenity of
the area or the in accordance with UDP policy CDH1.8 and Core Strategy policy SIE1.
Energy Efficiency
Core Strategy DPD policy SD-2 states that the Council recognises the importance of
improving the energy performance of Stockport's existing building stock. Therefore,
energy efficiency measures and low carbon and renewable technologies are
encouraged. Planning applications for changes to existing domestic dwellings will be
required to undertake reasonable improvements to the energy performance of the
dwelling. Improvements will include, but not be restricted to: loft and cavity wall
insulation, draught-proofing, improved heating controls and replacement boilers.
Applicants will be asked to complete a checklist to identify which measures are
appropriate to their home.
The submission of an Energy Efficiency Statement and Checklist has been received
by the Local Authority. As such, the proposal complies with the requirements of
Policy SD-2.
Green Belt
Saved UDP Policy GBA1.2 states that there is a presumption against the

construction of new buildings within the Green Belt unless it is for certain purposes,
including limited extension and alterations to existing dwellings. Saved UDP policy
GBA1.5 states that proposals relating to existing residential uses may be permitted
in certain cases, including alterations and extensions where the scale, character and
appearance of the property would not be significantly changed. The interpretation of
significant change will vary according to the character of the property but as a
general guideline, extensions which increase the volume of the original dwelling by
more than about one third are unlikely to be acceptable.
The material test to the acceptability of proposals within the Green Belt is the impact
of the siting, size and scale of the proposal on the character and appearance of the
dwelling and on the overall openness of the Green Belt.
The volume of the original dwelling as it stood on 1st July 1948 has been calculated
as 605m3 and the volume of the resulting dwelling has been calculated as 900m3 as
such the volume of the proposed extensions would total 295m3 and represent a 48%
increase on the volume of the original dwelling.
In this respect, the volume of the proposed extensions would clearly exceed the onethird increase in volume referenced in policy GBA1.5 and, as such, the proposal
would represent inappropriate development within the Green Belt by virtue of a
disproportionate addition.
Where development is considered inappropriate, it should only be granted where
special circumstances exist. The material test to the acceptability of proposals within
the Green Belt is the impact of the siting, size and scale of the proposal on the
character and appearance of the dwelling and on the overall openness of the Green
Belt.
However, there are "very special circumstances" that should be taken into account
when it comes to assessing the application;

The property has permitted development rights and provides a realistic fallback
position for development.
The property is located in ribbon development and has little effect on the
surrounding properties. There would be adequate levels of separation between
the proposed extensions and the neighbouring properties.
Some of the proposed development is located within the existing built footprint of
the house and much of the development would be sited to the rear elevation of
the dwelling.
The proposed extension does not harm the openness of the green belt due to the
above factors.

It is acknowledged that the property is located within ribbon development on Stanley


Road comprising of other residential properties, some of which have been
significantly extended in the past. Some of these properties have been granted
permission for their extensions by the Planning and Highways Regulation Committee
in recent years (No.173 and No.175 Stanley Road to name two)
The property benefits from full permitted development rights for the erection of
extensions/outbuildings. Therefore sizeable extensions could be constructed without

any control from the Local Planning Authority, to both the side and/or rear, as an
extension or detached outbuilding, which could significantly reduce the openness of
the green belt.
The options under permitted development would provide a realistic option should
planning permission be refused. The fallback position includes a two storey rear
extension and a proposed outbuilding which would provide a realistic alternative in
gaining extra habitable living space. There is also the option for flat roof side
dormers and a flat roofed single storey side extensions, both of which would be
easily visible from public vantage points and be an example of poor aesthetics.
The volume increase for the potential permitted development extensions put forward
for the permitted development scheme is excess of 70% on the original volume of
the house. The possible schemes under permitted development would not
demonstrate good design and would appear as awkward additions to the dwelling
with two prominent flat roof side dormers and other incongruous extensions. The
proposed scheme in this planning application is the preferred option as it does
demonstrate acceptable design and would not be an incongruous addition to the
streetscene.
Larger extensions albeit of a concentrated form can sometimes be accommodated
whilst avoiding harm to the overall openness of the Green Belt. In this instance the
resulting development is of a relatively concentrated form (most of which would be
sited to the rear elevation) which overall, would be sympathetic to the character of
the area. Should planning permission be granted, a condition would be placed on the
permission removing all permitted development rights associated with extensions to
the dwelling.
Summary
The proposal would not unduly impact on the residential amenity of the surrounding
properties or prejudice a similar development by a neighbour, in accordance with
UDP policy CDH1.8 and Core Strategy policy SIE-1.
The general design of the proposed development is considered acceptable in terms
of its relationship to the existing dwelling, the character of the street scene and the
visual amenity of the area in accordance with UDP policy CDH1.8 and Core Strategy
policy SIE-1.
Other material considerations such as the Extensions and Alterations to Dwellings
SPD and the NPPF have also been considered and it is judged the proposal also
complies with the content of these documents.
Whilst the proposal constitutes inappropriate development it would have only limited
harm to the openness of the Green Belt and the case for very special circumstances
is sufficient to outweigh harm by reason of inappropriateness. On balance the
proposal amounts to Sustainable Development, consequently it is recommended that
permission be granted subject to appropriate planning conditions.

NEIGHBOURS VIEWS
The occupiers of 8 nearby properties have been notified in writing of the proposal.
In total 4 letters of objection have been received on the following grounds:
1. There is not enough car parking to serve the development for staff or customers.
2. The proposal will generate cooking smells and odours for residents.
3. There will be noise from waste bins being emptied especially during the night.
4. The cafe could become a restaurant and then open until later in the evening.
5. There are already numerous places to buy food and other cafes in Gatley centre.
6. The proposal has not been advertised on a lampost.
7. The proposal is too close to residents houses on Elm Road.
8. The proposal will create pressure for parking on Elm Road to the detriment of
residents.
9. There is already a problem of cooking odours in the area and this proposal will
worsen the situation.
10. Cooking odours are detrimental to residential amenity.
11. The character of Gatley is transforming by stealth because of weak planning
decisions to become along line of catering establishments of dubious quality and
doubtful viability.

12. Saturation point for eating establishments has now been reached and Gatley
should be given a more balanced commercial nature.
13. The proposal will increase pollution and litter in the area to the detriment of the
amenities of the area.
14. The proposal will increase noisy and anti-social behaviour in the area.
CONSULTEE RESPONSES
Policy Officer: The proposed change of use sits within Gatley Large Local centre
according to Core Strategy: CS6 Safeguarding and Strengthening the Service
Centre Hierarchy and occupies a soon to be vacant A1 use. The unit has 40 sqm of
gross floor space; therefore the proposal would lead to 40 sqm of A1 retail and the
first floor flat being lost and the creation of 169 sqm of A3 caf overall . The unit
was recorded as Occassions in the Summer 2015 survey. The property sits within
the defined Primary Shopping frontage within the centre of Gatley. Stockport UDP
Review Policy PSD2.2 seeks to maintain and enhance the attractiveness of these
centres to shoppers, maintain and enhance their vitality and viability and their
essential retail characteristics.
UDP Policy PSD2.2 is permissive of proposals to change the use of a retail unit in a
Primary Shopping Frontage to an appropriate non-retail use provided that the
proposal would not result in:
i)
the percentage of retail units in any block falling below 80% of the total
block frontage length;
ii)
the length of continuous non-retail frontage exceeding 12 metres;
iii)
more than two adjacent units in non-retail use.
According to the Councils Summer 2015 vacancy surveys, approximately 61.5 % of
the Primary Shopping Frontage is in retail use. The site has a frontage of
approximately 8.6m, which would lead to 2.93% of A1 from the Primary frontage
being further eroded by the proposal; this would leave 58.57% of the frontage in A1
use, thereby uncompliant with criterion i). The site sits between Singers Pharmacy
and Gatley Interiors (A1 uses); therefore the proposal complies with criteria (ii) and
(iii) of PSD2.2 Part A (Primary Shopping Frontages).
The policy does state however that each application will be considered on its merits
and against the general aims of the policy, which are to maintain and enhance the
attractiveness to shoppers. The proposal would attract footfall to the centre during
the daytime, thereby contributing to the centres economy and linked trips in the
centre. The proposal would complement the retail function of the centre, provide a
service for the convenience of shoppers, and enhance customer choice of eating
establishments in the area.
Core Strategy Policy CS5 promotes a range of town centre uses, including cafs.
The proposals will safeguard the vitality and viability of Gatley Local centre, through
maintaining a range of main town centre uses in line with this policy.
The proposal is therefore acceptable under UDP Review Policy PSD2.2 (Service
Uses in the Local Centres) and Core Strategy policies CS5 and CS6.

The proposed change will be a main town centre use within a local centre; this is
therefore compliant with the sequential test set out under paragraph 25 from the
NPPF and Core Strategy Policy CS6.
Regard should be had to residential amenity in respect of Core Strategy policies
CS5, CS6 and DMP SIE-1 and to Core Strategy policies DMP T-2 Parking in
Developments and DMP T-3 Safety and Capacity on the Highway Network.
The proposal is acceptable in relation to UDP Policy HP1.3 Avoidance of Loss of
Dwellings because the proposal is small scale and will be a source of employment
for the local residential community.
Highways Engineer: The proposed development is within a designated shopping
area and as such benefits from public car parking and good public transport links.
The property has an existing use and any highway impact must be measured on any
additional parking demand or access requirements the proposed development would
create. The size of the development is relatively small and any residual impact
would be minimal I therefore raise no objection to this application.
Recommendation: No objection
Environmental Health Officer: I have assessed the application above, I do not object
to the proposed development however there are a number of details that have not
yet been supplied.
Condition 1
No development shall take place until a scheme showing details of;
(i)

the means of ventilation and the removal of cooking odours and fumes
from the premises, internal scaled drawings showing the internal
arrangement of the system and the external ducting and its relationship to
neighbouring properties
the sound attenuation measures associated with the ventilation system
and fume extraction and any mitigation measures
the finish of external flues including the extract point and the extract rate
expressed in m/s at the exit point of the system
a programme of maintenance of the equipment, has been submitted to
and approved in writing by the local planning authority.

The premises shall not be opened for trading or used for the preparation of food until
the ventilation and extraction measures have been installed in accordance with the
approved scheme or at any time when the approved ventilation and extraction
measures are not operating in accordance with the approved scheme.
Reason
To ensure that cooking odours are adequately controlled in compliance with Policies
EP1.3, "Control of Pollution", and SE1.1, "Control of Food and Drink Outlets", of the
Stockport Unitary Development Plan Review and that the measures taken to control

them are designed and carried out in compliance with Policies DCD1, "DESIGN AND
CHARACTER", and DCD1.1, "Design Principles", of the Stockport Unitary
Development Plan Review.

Condition 3
If the upstairs of the cafe shares a party wall with a residential property, then there
will need to be some acoustic insulation included in the scheme. Please provide
details of the insulation scheme.
If complaints are received by this service, we will investigate the matter for a
Statutory nuisance under the Environmental Protection Act 1990.
ANALYSIS
Policy principle
The application site is located within Gatley Village Large LocalShopping Centre
(Primary Frontage), as defined on the UDP Proposals Map. Saved UDP policy
PSD2.2 and Core Strategy DPD policies CS5, CS6 and AS-1 seek to maintain and
enhance the vitality and viability of District Centres by way of protection of existing
A1 retail uses. PSD2.2 in particular seeks to retain a high percentage (80%) of
units within the designated frontage in A1 use and seeks to avoid having long
frontage lengths of non A1 uses adjacent to each other. As will be noted from the
policy officers comments above the proposal conflicts with part of these initial criteria
because the frontage is already trading well below the desired A1 use percentage in
percentage terms. The policy however also allows for consideration to be given to
other material factors. In this case weight can be given to the merits of the proposal
in respect of its complimentary nature (including day time/early evening opening
hours) and benefit of occupation of a soon to be vacant unit . The proposal would
therefore attract footfall to the centre during the daytime, thereby contributing to the
centres economy and linked trips in the centre. The proposal would also
complement the retail function of the centre, provide a service for the convenience of
shoppers, and enhance customer choice of eating establishments in the area which
would enhance the attractiveness of the centre in line with Core Strategy policy CS5.
On this basis these other material factors are considered to outweigh the confliction
with the initial tests of policy PSD2.2 . In view of the above, the principle of the
proposed A3 use is considered acceptable within the Cheadle District Shopping
Centre, in accordance with saved UDP policy PSD2.2 and Core Strategy DPD
policies CS5, CS6 and AS-1.
Highway safety and parking

Comments have been received to the proposal from the Council Highway Engineer.
The proposed introduction of a A3 cafe raises no significant concerns. The Highway
Engineer considers that the site is accessible, there is adequate public parking within
a close and practical proximity of the site and there will be no significant change in
respect of trip generation and parking demand over and above the existing use of
the site. As such, in the absence of objections from the Highway Engineer, the
proposal is considered acceptable in highway safety and parking grounds, in
accordance with Core Strategy DPD policies SIE-1, CS9, T-1, T-2 and T-3.
Impact on residential amenity
Residential uses lie a short distance to the rear off Elm Street. However, the
application site is located within a District Shopping Centre, where occupants of such
nearby residential properties would reasonably expect a degree of noise and activity
associated with living in close proximity to commercial and retail use including late
night A3/A4/A5 uses. Indeed there are numerous other such uses within the district
centre itself so the introduction of a further use of this kind will not be significantly
different or great.
The hours of opening are 7am to 7pm Monday to S and 8am to 6pm on Sunday.
These are relatively typical for this kind of cafe A3 use within a district centre and are
not anti-social or late. The Environmental Health Officer raises no objection to the
proposed hours although a condition controlling these should be imposed.
The proposal does not include an proposals for on site cooking or the associated
extraction and filtration equipment. With all A3 uses there is the potential for impact
on amenity in terms of fumes (if not dealt with properly) and outside noise and
disturbance from the equipment. No details on the technical specification have been
received however the EHO has recommended conditions to deal with this. It is also
considered necessary to require some sound proofing on the party wall with the
adjacent property at first floor level to protect amenity of this property particularly as
this could be used for residential purposes without the need for planning permission.
Again a condition can be used to agree these details.
In view of the above, in the absence of objections from the Council Environment
Team and subject to conditional control, it is considered that the proposed A3 use of
the building and the proposed hours of opening would not result in undue loss of
residential amenity by reason of noise and disturbance or odour and as such, the
proposal is considered to comply with Core Strategy DPD policies CS8, SIE-1 and
SIE-3.
Impact on character of Conservation Area
The application site is located within the Gatley Village Conservation Area. Saved
UDP policies HC1.3 and HC1.4 and Core Strategy DPD policies CS8, SIE-1 and
SIE-3 seek to ensure that the use, siting, scale, design and materials of development
within Conservation Areas are sympathetic to the site and surroundings and
preserve and enhance the character and appearance of the Conservation Area and
the overall visual amenity of the area. In terms of this proposal there are no external
alterations proposed and the application is therefore consider acceptable in terms of

its impact on the character and appearance of the Gatley Village Conservation Area,
in accordance with the relevant policies listed above.
SUMMARY
In conclusion, the proposal is considered to comply with relevant saved UDP and
Core Strategy DPD policies and does not conflict with the advice contained within
the NPPF. In the absence of objections from relevant consultees and subject to
conditional control, the proposal is considered acceptable in terms of its policy
principle, impact on the character and appearance of the Conservation Area, impact
on residential amenity and with regard to the issues of highway safety and parking.
As such, notwithstanding the objections raised, the application is recommended for
approval.

INTRODUCTION AND PURPOSE OF REPORT

BACKGROUND

2.1 Sim Chem House is a large 6 storey office building occupying a prominent position
on Warren Road in the district centre of Cheadle Hulme. The building is a prominent
feature in the area and is visible to users of the district centre, people passing
through the centre of Cheadle Hulme, from nearby dwellings and from the nearby
railway station. It lies approximately 3 miles away from access to the M60 and M56
motorways.
2.2 The building was last occupied in early 2011 when the then occupying company,
Simon Carves Limited moved to their new purpose built offices in Manchester. Since
the building became vacant in 2011, it has suffered from anti-social behaviour
including vandalism, graffiti and fly-tipping and its condition is rapidly deteriorating
towards a derelict state.
2.3 The Council first received complaints about the building not long after it was closed,
in September 2011, when the rubbish in skips on the car park had been set alight.
Since then, the building has deteriorated and the whole site has been affected by
ongoing vandalism and anti-social behaviour. GM Fire Service, the Police and the
Council have had to respond to concerns raised about anti-social behaviour and
Council officers have had to make repeated site visits with regards to litter, broken
glass and offensive graffiti.
2.4 The property is currently in the hands of the receiver and it is understood to be
affected by longstanding complex issues regarding the leasehold.
2.5 At its meeting on 15 December 2015, this Area Committee considered a planning
brief to guide the future development of this important site in Cheadle Hulme District
Centre and to ensure it contributes to the local economy and the well-being of the
local community. The brief was subsequently approved by the Executive Member,
Thriving Economy on 4th January 2016 and it has since been published on the
Councils website.
2.6 Prior to consideration by Members, the brief was sent to all parties believed to have
a legal interest in the building for their comments. No responses were received.
3.

AGENDA ITEM

1.1 The purpose of this report is to inform members of the intention to seek approval
from the Executive Member, Thriving Economy to undertake feasibility and
preparatory work in relation to the potential CPO of Sim Chem House in Cheadle
Hulme.

NEXT STEPS

3.1 The building continues to deteriorate and be the target of antisocial behaviour,
graffiti and fly-tipping. Despite several requests, no information has been forth
coming with regards to any future plans to bring the building back into beneficial
economic use.

3.2 Given the above, officers will now seek approval from the Executive Member to
undertake initial preparatory/feasibility work, including land referencing, valuations
and procurement of a developer partner in preparation for a potential future
Compulsory Purchase of the property.
3.3 Officers will report on progress to a future meeting, including the results of the
preparatory work.

Objective
The purpose of this document is to provide a planning brief to guide the future development
of this important site in Cheadle Hulme District Centre in order to ensure it contributes to the
local economy and the well-being of the local community. It also aims to provide certainty for
interested parties looking to either reuse the Sim Chem building or to redevelop the site.

Background
Sim Chem House is a large 6 storey office building occupying a prominent position on
Warren Road in the district centre of Cheadle Hulme (see Appendix 1 for location plan). The
building has a total net internal area of approximately 7,614 sq m (81,956 sq ft). To the rear
of the site is a public footpath running from Ladybridge Road to Cheadle Hulme Railway
Station. The building is a prominent feature and is visible to users of the district centre,
people passing through the centre of Cheadle Hulme including those using the adjacent
footpath, nearby dwellings and from the nearby railway station. It lies approximately 3 miles
away from access to the M60 and M56 motorways.
The building was last occupied in early 2011 when the then occupying company, Simon

Site Information
The existing land use is offices with associated car parking (167 spaces) across a site of
1.27 acres (0.5 Hectares).
Land ownership is as follows:

The freehold (MAN250683) is owned by Mr Benjamin Sparrow of Trevelloe Carn,


Penzance, TR19 6NS
Simon Group plc sold their long leasehold interest in Sim-Chem House, the then
headquarters of Simon-Carves Limited in Stockport, Cheshire to Padwick Properties
Limited of Gibraltar in 2000.
The sale formed part of a sale and leaseback transaction whereby Simon-Carves
Limited has entered into a 21 year lease of the property, which has been guaranteed
by Simon Group (there is no record of that lease with the Land Registry).
Padwick Properties Limited is the current proprietor; they are in liquidation so the
property vests in Colliers as trustees.

Colliers International are acting on behalf of Erste Abwicklungsanstalt of WestLB,


London Branch, Woolwich Exchange, Basinghall Street, London, EC2V 5HA which
has the first liquid charge against the property.

Planning History
The building was constructed during the 1960s. Originally named Griffin House, it is a
purpose built office building and has retained in this use ever since. As such there is no
significant planning history. Of note is the fact the adjacent office building, Lerryn House, 6
Warren Street, has recently been converted to 11 residential apartments (see Planning
Application Ref: DC/055176)

It is assumed, given the existing use of the site, that all main services are available to the
site from the adjacent highways; details can be obtained from the appropriate statutory
provider.

Site Features
Constraints
Whilst the site is located in an area that scores well in strategic accessibility terms, access to
the site is via a narrow street network which includes a one way system. Residential uses
exist close-by and the site is bounded along its eastern side by a footpath and railway line.
Any proposals that require planning consent will therefore need to be carefully considered
against the impact on the District Centre, the nearby residential uses and the capacity and
safety of the highway network.
The site is in private ownership.

Accessibility
Cheadle Hulme District Centre has excellent train links to Stockport and Manchester, and
points south. There are good bus services, and, after Stockport Town Centre, Cheadle
Hulme District Centre is one of the most accessible locations in the Borough.

Ground conditions
There is no current information regarding ground conditions. Any interested parties will need
to carryout suitable ground investigation work at the appropriate time.

National Planning Policy Framework (March 2012) and Planning Practice Guidance.

Potential Uses
The following uses, as defined in the Schedule to the Town & Country Planning (Use
Classes Order) 1987 and its subsequent amendments, may be considered acceptable at the
site, in accordance with the NPPF, UDP Review Policy PSD2.2 and the Core Strategy:

A3: Restaurants and Cafes
A4: Drinking Establishments
B1(a): Offices
D1: Non-residential Institutions (includes clinics, health centres, crches, day
nurseries and non-residential education and training centres)
D2: Assembly and Leisure (includes cinemas, concert halls, bingo halls, dance halls,
gymnasiums, other areas for indoor and outdoor sports or recreations not involving
motorised vehicles or firearms)
C2: Residential Institutions
C3: Dwelling houses
Sui Generis: Theatre, launderette

A mixed use development involving any of the acceptable uses mentioned above would also
be acceptable.
Preferred Uses
Given the overall need for housing, and in particular the shortage of affordable housing in
this locality, a residential use (C3: Dwelling Houses) for the site is preferred. In the interests
of promoting sustainable development a conversion of Sim Chem House to apartments, will
be supported.
Unacceptable Uses
The uses considered unacceptable in this location are:

B8: Storage or Distribution

Any proposal at this site, including any proposals involving uses not included in the above
list, will be considered on its merits and in accordance with the criteria contained in this brief,
in particular with regard to access and effect on the amenity of neighbouring uses.
Housing
In accordance with Government guidance, the Council undertakes an independent
assessment of housing need every 3 years. The current Housing Needs Assessment (HNA)
2015 identifies a significant need for housing in the Borough. Its key recommendations are to
ensure that any new development includes a mixture of housing types and sizes to meet the
needs of all householders in order to provide a better balanced housing stock which is key to
promoting sustainable communities.
Currently, Cheadle Hulme area has 87% owner occupiers, 8% private rent and 5%
affordable rent, and is an area within Stockport of particularly high demand for all tenures.
The residential conversion of Sim Chem House could provide much needed accommodation
in a highly sustainable location, close to shopping and major transport networks, and, from a
regeneration perspective, turn a building that is currently blighting the local area into one that
would be a positive asset.
Housing and Planning officers are proactively working to address the current undersupply of
housing sites in the borough, an example of this has been the Councils Housing Summit
work targeting stalled and difficult sites.
The change of use from a commercial to a residential use would provide much needed
housing in a highly accessible and sustainable location and would help add to the vitality and
viability of Cheadle Hulme District Centre. Whilst the proposal would represent the loss of
office space, it is recognised that an office building of this age and size is unlikely to have
strong demand in the current market.
Furthermore, the current and likely future permanent situation with regards the permitted
change of use of premises from a B1(a) office use to C3 residential use is that it is subject to
Prior Approval being sought in respect of flooding, contamination, highways and transport
issues, establishes the principle of such a change.1
Significantly, the borough currently remains in a position of housing undersupply and the
redevelopment and reuse of the land and buildings for a residential use would represent a
sustainable approach to housing delivery in line with all the main housing policies in the
Councils adopted Core Strategy Policies CS2, CS3 and CS4..

Should the site be redeveloped for residential purposes, the affordable housing requirement
which is sought in this location is 40% on developments of 5 dwellings or more, as set out by
Core Strategy Policy H3 (Affordable Housing). A residential redevelopment scheme should
seek to make efficient use of the land available by proposing a high density of development
commensurate with the sites highly accessible location. In locations such as this housing
densities of 70 dwellings per hectare (dph) and above are commonplace. Subject to the
scheme being appropriately designed, and a high quality development being delivered for
future residents and other relevant design policies and requirements of adopted design
guidance being satisfied.

Development Characteristics
Building in Context
If the site becomes subject to redevelopment proposals, the design of any new development
should respect its setting and surroundings and its relationship to its environs. The scale,
massing and height of the development should be consistent with Core Strategy policies
CS8, DMP H-1, DMP SIE-1, DMP SIE-3 and DMP SIE-5. Further advice can be found in
Stockport Councils SPDs and SPGs identified above.

Energy & Carbon Emissions


All new development in the Borough is required to consider energy use and carbon
emissions, and to show these considerations in an Energy Statement. Developments of
more than 1,000 sq m or more than 10 dwellings have to take into account the carbon
reduction targets laid out in Core Strategy Policy SD3 and detail how they will be achieved
within an appropriate Energy Statement. The Low Carbon Design Guidance and sample
energy statements offer assistance with preparing an energy statement as well as
incorporating low carbon design.

Materials
Alterations and extensions to the existing building and any new development should ensure
external materials are of good quality, hard wearing and visually sympathetic in terms of
colour and texture to the character of the existing buildings. Details and materials of external
construction must be agreed in writing by the Local Planning Authority prior to
commencement of development, should Planning Permission be granted for development at
the site.

Access
Any applications for major development at the site will need to be accompanied by a
Transport Assessment and a Stage 1 Road safety Audit. Detailed advice in respect of the

Development should address the needs of motorists along with other road and public
transport users by promoting more sustainable transport choice public transport, cycling
and walking shall be convenient to use with the aim to reduce the need to travel by car. This
would help to reduce congestion, pollution and promote walking and use of cycling along
with the access needs of disabled persons as indicated in the NPPF and Core Strategy Core
Policies CS1 and CS9. The developer may be required to make a contribution towards the
costs of infrastructure to facilitate improvement to and promotion of walking, cycling and
public transport networks, in accordance with DM Policy T-1 in the Core Strategy DPD.

Parking
Parking should be provided in accordance with the Councils parking standards:

Landscaping
The Council will expect any redevelopment proposals to provide high quality hard and soft
landscaping proposals which are compliant with Policy H-1 and SIE-3 and the Design of
Residential Development SPD.

Security
All planning applications for Major Developments must be accompanied by a Crime Impact
Statement. Major Development includes residential development of 10 or more units and the
erection of buildings of 1,000sq m or more floorspace for non-residential use.
The layout should take into account security and crime prevention measures and advice is
available from Greater Manchester Police Crime Prevention Design Advisors. Early
Consultations will be useful to ensure that appropriate measures are included in the
proposals.
The Secure By Design and Safer Places principles should be referred to in designing any
scheme, which could be used as a guide for the use of the building. In particular, areas of
public access should be designed to allow natural surveillance through good visibility and
incorporate effective lighting.

Noise
Particular regard should be had to Core Strategy Policy DMP SIE-3, which covers noise
issues. The Party Walls and Floors in dwellings should have appropriate noise attenuation to
comply with current regulations for the amenity of the future and any neighbouring residents.

Manchester Airport Safeguarding Zone


Under Core Strategy Policy DMP SIE-5 Aviation Facilities, Telecommunications and other
Broadcast Infrastructure the Council will consult with Manchester Airport on any applications
for new development in this locality exceeding 15m in height or which are likely to result in
birds being attracted to the area.

Report of the Democratic Services Manager
1.

INTRODUCTION AND PURPOSE OF REPORT

1.1 To consider the criteria, guidelines, maximum grant and possible priority for new
initiatives for monies made available for distribution from the Brookfield Park Shiers
Family Trust in accordance with the previous decision of the Area Committee.
INFORMATION
2.1The Brookfield Park Shiers Family Trust was formed from the Deed of Gift to the
then Cheadle and Gatley Urban District Council in 1945 by Percy Hesketh Shiers. In
1995 the then Policy and Resources Committee (General and Estates) SubCommittee resolved that the proceeds of sale from Brookfield House should be
invested in approved trustee investments and that the interest be applied for the
purposes of the Brookfield Park Shiers Family Trust.
2.2 The Cheadle Area Committee acts as the Trustee for the Council. The plan
attached to this report shows the area of the former Cheadle and Gatley Urban
District Council. The area is not the same as the area covered by the Cheadle Area
Committee, so when making decisions as trustee the Area Committee must
consider the benefit to the wider area. The objectives of the Trust remain as stated
in the Deed of Gift to Cheadle and Gatley Urban District Council in 1945, namely:for the use of the residents in the Urban District of Cheadle and Gatley and for the
purposes of the health, educational and social services of the Council in such
manner and in all aspects as the Council in its discretion from time to time think fit.
2.3 At the meeting of the Area Committee held on 10 November 2015 Members
agreed:That the previous decision of the Area Committee to reserve 25,000 from the Trust
towards addressing the effect of loneliness amongst elderly residents and the
consequential effect on their health be reaffirmed.

2.4 An event around isolation and loneliness in the Cheadle area was held on 20
January 2015 with local community members. The consensus of those present was
that they would like a steering group to be set up to look at what the community can
do to further address this issue including sharing their experience with organisations
and groups wishing to apply for monies from the Brookfield Park Shiers Family Trust.
Ward Councillors are, of course, another useful source of advice for potential
applicants.
2.5 The Area Committee is requested to consider the criteria, guidelines, maximum grant
and priority for the grants from the Brookfield Park Shiers Family Trust. These must
align with the Trusts objectives and benefit the residents of the former Cheadle and
Gatley Urban District Council area. Members may wish to attach a grant condition

requiring the money to be spent on residents within the Trusts area even if the
organisation applying for the grant is located outside the area of benefit of the Trust.
2.6 It is not envisaged that a large proportion of the overall monies will be allocated to
one particular group or organisation and preference will be given to a well costed
proposal for a particular project. Members may wish to give a guide as to the
approximate upper ceiling for grant applications. The Area Committee is also to
define elderly residents whether this is people over 50 and the more elderly, or an
older age group. Whilst the primary focus of the Area Committee so far has been
loneliness amongst elderly residents, Members may also wish to consider
encouraging proposals that address loneliness amongst younger people.
2.7 Members may wish to allocate the 25,000 primarily on an equal basis between the
four Wards which form the majority of the area for the Brookfield Park Shiers Family
Trust (Cheadle and Gatley, Cheadle Hulme North, Cheadle Hulme South and Heald
Green Wards). By allocating say 5,500 to these Wards, that would leave 3,000 to
allocate between those wards which comprise a smaller part of the area of benefit of
the Trust Bramhall North, Bramhall South and Davenport & Cale Green Wards.
2.8 The Area Committee is reminded of the need to consider whether any resolution it
may make furthers the charitable objects of the Brookfield Park Shiers Family Trust
and to give no weight to the interests of the Council if the Councils interests do not
align with those of the Trust.
2.9 A draft application form is attached for Members consideration. It is anticipated that
the groups and organisations will be invited to attend the Area Committee when it
considers the applications.

RECOMMENDATIONS

3.1 The Area Committee is requested to agree the criteria, guidelines, maximum grant
and priority for the grants from the monies made available by the Area Committee
for distribution from the Brookfield Park Shiers Family Trust in accordance with:

the previous decision of the Area Committee detailed in paragraph 2.2;


consideration being given to the questions in paragraphs 2.5 - 2.7 inclusive and;
the Area Committees decisions being in line with the Trusts objectives and the
benefit of the schemes to residents of the former Cheadle and Gatley Urban District
Council area.

3.2 Given the work with local community members referred to in paragraph 2.3 above,
the Area Committee is requested to consider a timeframe for the receipt of
applications from groups and organisations.

Brookfield Park Shiers


Family Trust Application Form
Thank you for your interest in the Brookfield Park Shiers Family Trust. Money from the sale
of Brookfield House has been used to set up an award scheme for the benefit of local
community and voluntary groups. The property was left to the then Cheadle and Gatley Urban
District Council in June 1945 by a Deed of Gift by Percy Hesketh Shiers. Decisions about who
receives awards will be made by Councillors who sit on the Cheadle Area Committee.
The objectives of the Trust are that the land and the trust funds are used for health, educational
and services in the area of benefit, namely that of the former Urban District of Cheadle and
Gatley.
The Area Committee has decided that on this occasion applications should be towards
addressing the effect of loneliness amongst elderly residents and the consequential effect on
their health.

Report of the Corporate Director Place Management & Head of Legal Services and

1.

INTRODUCTION AND PURPOSE OF REPORT

1.1 To consider objections received to a proposed Traffic Regulation Order at the Carrs
Road area, Cheadle Hulme.
2.

OBJECTIONS

2.1 I am a resident of 25 years at Carrs road, I oppose the parking restrictions to be


placed on Carrs road, both my daughters are carers in the community and are in and
out all day, my husband and myself also work but my husband works continental
shifts so is home some days. These restrictions would mean we would be unable to
park outside our property during the day.
2.2 Objections were also received from businesses in the area.
3.

COMMENTS OF THE CORPORATE DIRECTOR PLACE MANAGEMENT

3.1 The marking proposed around the junctions of Carrs Road/St Margrets Road, Carrs
Rd/Carrs Avenue/St Davids Road junctions are junction protection markings to
ensure visibility splays for manoeuvring vehicles and pedestrians crossing at these
junctions on the pedestrian desire line. As parking within 10 metres of a junction is
illegal, the proposed restrictions will not reduce the amount of on-street parking
available.
3.2 The proposed limited waiting outside 6-10 Carrs Road is to stop commuter traffic
parking half on the pavement restricting the width of the footway for pedestrians, the
marking will provide safe passage for pedestrians. The proposed limited to the east
end of Carrs Road is to stop commuter traffic obstructing the footway, to allow
pedestrians and maintenance vehicles access to the park.
3.3 In March 2015 all businesses on Carrs Road were invited to a meeting to discuss the
parking issue on Carrs Road. One business responded prior to the meeting being
held in order to discuss the concerns of the residents, unfortunately this was not
enough to address the concerns raised. Residents concerns included inconsiderate
parking which blocked footways for pedestrian forcing them to walk on the
carriageway and parking at junctions which reduced visibility for motorist
manoeuvring through junctions. Several site visits were conducted and it was
observed that the inconsiderate parking was occurring. Hence Traffic Services and
the Ward Spokesperson for Highways decided there was a need for the
implementation of Traffic Regulation Orders.

INTRODUCTION AND PURPOSE OF REPORT
1.1 To consider an objection received to a proposed Traffic Regulation Order
at Victoria venue, Cheadle Hulme.
2.
OBJECTION
2.1
The following response has been received regarding the proposed
implementation of a Traffic Regulation Order (TRO) on Victoria Avenue &
Cheadle Road, Cheadle Hulme.
2.2

There is insufficient room to park their car on Victoria Avenue


Although they have a residents parking permit for Victoria Avenue they
still find it difficult to park close to their home
Other car owners of the same street but who live further away from
Victoria Avenue and do not own a permit, park within the un-restricted
section of Victoria Avenue taking up spaces
Some local residents do not use their driveways and park on-street
Permit parking area should be extended to cover the whole of Victoria
Avenue
Proposal will de-value their property

COMMENTS REGARDING THE OBJECTION FROM CORPORATE


DIRECTOR, PLACE MANAGEMENT & REGENERATION

3.1

The advertised proposals have resulted from a consultation exercise


following concerns regarding on-street parking close to the junction of
Victoria Avenue & Cheadle Road, Cheadle Hulme.

3.2

The Area Committee report outlined the response to the scheme


consultation, where a total of 62 letters were delivered, of which 30 (48%)

replies were received. Of the replies, 24 (80%) were in favour of the


proposal, 6 (20%) were against. As a result the Cheadle Area Committee
has, initially, agreed to implement No Waiting at Any Time as outlined on
plan NM8/4437/2015/001.
3.3

The proposed introduction of No Waiting at Any Time on Cheadle Road


for a distance of 10 metres along each arm (at the junction of Victoria
Avenue) will enforce the Highway Codes guidance for parking at junctions.
The extension of 5 meters to the existing No Waiting at Any Time on
Victoria Avenue will improve the forward visibility therefore improving the
access and egress for Victoria Avenue by maintaining the visibility splays
and the full carriageway width.

3.4

Residents of Victoria Avenue and residents of 85 101 Cheadle Road are


entitled to permits for the Residents Parking Scheme on Victoria Avenue.
Resident parking schemes are designed to give residents more
opportunity to park close to their properties, it does not guarantee them a
space outside their homes or reserve them a parking space on the public
highway.

3.5

The Corporate Director Place Management & Regeneration would


recommend that residents park off road on their own driveways should
one be available, however this cannot not be enforced should residents
choose to park on-street as long as a valid permit is displayed within their
vehicle.

3.6

The implementation of this proposal would reduce the number of on-street


parking spaces and may lead to displacement of vehicles. Many of these
vehicles are thought to be those of Cheadle Road residents. Should
further restrictions be implemented then these vehicles would be
displaced to other surrounding roads.

4. CONCLUSIONS AND RECOMMENDATIONS


4.1

In light of the above the Corporate Director, Place Management &


Regeneration therefore recommends that the order be implemented as
advertised.

1.1 To report the findings of a consultation exercise and to seek approval for the

INFORMATION

2.1 As part of the redevelopment of Queens Road Primary School, Traffic Services
where requested, by the Councils Planning & Development team to investigate traffic
issues on the roads surrounding the new development.
2.2 Following on from the original consultation for proposals to introduce a package of
safety measures on the roads in the area associated with the redevelopment of
Queens Road Primary School, the Traffic Services Section have received further
comments asking for further measures
2.3 These measures are for the implementation of parking restrictions in the form of
restricted parking in and around the turning head, as it has been brought to our
attention that residents / service vehicles, are having difficulty in turning around, due
to vehicles parked in the area when parents are dropping off / picking up school
children in the morning and afternoons.
2.4 The proposed measures are shown on Drawing No:- 4144 / 002
2.5 From a total of 4 letters that were delivered, 3 (75%) replies were received. Of the
replies, 3 (100%) were in favour of the proposals.

FUNDING

3.1 To be funded from the Developer as part of the approved planning application.

1.1 To report the findings of a consultation exercise and to seek the approval for the

INFORMATION

2.1 The Corporate Director Place Management & Regeneration was requested to
investigate parking concerns on Warren Avenue particularly the southern end of the
street where there is a bend in the carriageway.
2.2 Traffic Services was instructed by a Ward Councillor to investigate parked vehicles
on Warren Avenue following dialogue with local residents. It had been cited that
vehicles at this location, particularly the inside of the bend were causing a narrowing
of the carriageway which on occasions prevents the passage of larger vehicles such
as refuse wagons and reduced forward visibility.
2.3 Traffic Services Officers have made several site visits to Warren Avenue and have
observed parking at this particular location, which does cause a problem for the
forward passage of vehicles.
2.4 As a result of the request and observations made, the Ward Spokesperson agreed
to conduct a consultation exercise with local residents on a proposal to introduce No
Waiting at Any Time as outlined on plan NM8/4487/2015/001.
2.5 From a total of 12 letters delivered, 7 (58%) replies were received. Of the replies 5
(71.5%) were in agreement with the proposal, 1 (14.25%) disagreed with the
proposal and 1 (14.25%) did not specify a preference.
2.6 Comments received as part of the consultation included:

Permit parking still needed
More action needed, road is a car park

2.7 The Ward Spokesperson, having been issued with the proposals and the results of
the consultation, requested that the issue be forwarded to the Cheadle Area
Committee for a decision.

INFORMATION

2.1 The Corporate Director Place Management & Regeneration was requested to
investigate parking concerns at the junction of Orchard Gardens and Longley Lane,
Gatley.
2.2 Traffic Services received a request to investigate parked vehicles on both sides of
the access road into Orchard Gardens/Rosewood Gardens. It had been cited that
vehicles at this location were causing a narrowing of the carriageway which on
occasions prevents access for larger vehicles such as refuse wagons.
2.3 Upon receiving the request, Traffic Services Officers made site visits to assess. It
was observed that vehicles were parked in the area concerned, however only one
side of the road was parked on.
2.4 As a result of the request and observations made the Ward Spokesperson was
contacted and it was agreed to conduct a consultation exercise with local residents
on a proposal to introduce No Waiting at Any Time at the junction.
2.5 From a total of 26 letters delivered, 15 (58%) replies were received. Of the replies
12 (80%) were in agreement with the proposal and 3 (20%) disagreed with the
proposal.
2.6 Several comments received as part of the consultation indicated that the proposal
required extending, therefore the Ward Spokesperson requested that a second
consultation be carried out with the option of two proposals to choose from, as
shown on plans NM8/4821/001 and NM8/4821/002 Rev B.
2.7 From a total of 26 letters delivered, 16 (62%) replies were received. Of the replies, 1
(6.25%) voted for option 001, 13 (81.25%) voted for option 002 Rev B and 2 (12.5%)
did not specify a preference.
2.8 The Ward Spokesperson, having been issued with the proposals and the results of
the consultation, requested that the issue be forwarded to the Cheadle Area
Committee for a decision.
2.9 It must be noted that Longley Lane is not within Stockport MBCs boundary and lies
within Manchester City Councils boundary, however, Traffic Services have
contacted Manchester City Council regarding this proposal who have agreed that
the scheme be promoted on their behalf via Stockport MBC who can produce a
cross boundary legal order.

INFORMATION

2.1 The Corporate Director Place Management & Regeneration was requested to
investigate parking concerns at the junction of Byron Drive & Dryden Avenue,
Cheadle.
2.2 Traffic Services was requested by a Ward Councillor to investigate parked vehicles
at the junction of Byron Drive & Dryden Avenue as a result of local residents
concerns. It had been cited that parked vehicles at this location caused a reduction
of visibility and carriageway narrowing resulting in a safety hazard.
2.3 Following receipt of the request, Traffic Services Officers made site visits to the area
concerned and observed vehicles parked around the junction.
2.4 As a result of the request and observations made the Ward Spokesperson agreed to
conduct a consultation exercise with local residents on a proposal to introduce No
Waiting at Any Time at the junction.
2.5 From a total of 16 letters delivered, 14 (87.5%) replies were received. Of the replies
10 (71%) were in agreement with the proposal, 4 (29%) disagreed with the proposal.
2.6 However, further representation was made to the Ward Spokesperson regarding
parking on Byron Avenue, therefore, the Ward Spokesperson requested that a
further consultation be conducted on a revised proposal which extended upon the
original consulted proposal.
2.7 From a total of 18 letters delivered, 12 (67%) replies were received. Of the replies, 7
(58%) were in favour of the proposal and 5 (42%) were against.
2.8 The Ward Spokesperson, having been issued with the proposals and the results of
each consultation, requested that the issue be forwarded to the Cheadle Area
Committee for a decision based upon the original option for a TRO at the junction
only as outlined on plan NM8/4845/003.

INTRODUCTION AND PURPOSE OF REPORT

1.1 To report the findings of Mobile Speed Sign data collection and to seek approval and
funding for the implementation of a permanent Vehicle Activated Speed (VAS) sign.
2.

INFORMATION

2.1 At the request of Ward Councillors, the Corporate Director Place Management &
Regeneration was requested to investigate speeding vehicles on Styal Road Gatley.
2.2 Traffic Services Officers were requested to attend a site meeting with Ward
Councillors to discuss traffic issues along Styal Road, Gatley.
2.3 Local residents had made representation to Ward Councillors expressing their
concern with regards to speeding vehicles along certain parts of Styal Road, Gatley.
2.4 Therefore, it was agreed to investigate the possibility of providing a VAS sign which,
when triggered would warn drivers to slow down.
2.5 The last 3 years injury accident database has also been interrogated for the
identified stretch of road (From Church Road in a southerly direction to the Ward
Boundary). This revealed that there has been 2 accidents, 1 of a serious nature
adjacent to West Drive and 1 of slight severity which occurred adjacent to the
junction with Osborne Grove.
2.6 During the investigation into the need for a VAS, the Traffic Services section were in
receipt of 4 Mobile Speed Signs, which when placed on site can warn speeding
vehicles to slow down and which also acts as a data collection tool.
2.7 Therefore, with the agreement of the Ward Councillors, 2 of the Mobile Speed Signs
were erected on Styal Road, Gatley for a two week period from the 25th November
2015.
2.8 Although both signs were working in situ on site, unfortunately not all the data was
able to be downloaded from the data logger due to technical issues. Data that was
available showed that:

The 85%ile speed south bound (heading from Gatley towards Heald Green)
was 30mph (85%ile speed is the speed at which 85% of vehicles were
travelling at or below)

2.9 The Ward Councillors were issued with the data collected and the cost to implement
a permanent VAS sign. This proposal is shown on plan NM31/306/001

2.10 The Ward Spokesperson requested that the matter be referred to the Area
Committee for a decision.
2.11 Maintenance of the VAS signs will be undertaken by the Councils Street Lighting
Team if required.

INTRODUCTION AND PURPOSE OF REPORT

1.1 To report the findings of a consultation exercise following the submission of a petition
into the need for a Residents Permit Parking Scheme (RPS) on Jackson Street,
Cheadle.
2.

INFORMATION

2.1 Members may recall that as a result of planned highway maintenance and in line
with the Councils current Parking Policy, Traffic Services conducted a consultation
with residents of Jackson Street with regards to converting the existing free
Residents Parking Scheme (RPS) to a chargeable scheme.
2.2 The results of this consultation were reported to the Cheadle Area Committee in
March 2015, where it was outlined that the required minimum response of 51% of
households in favour of retaining the scheme was not reached.
2.3 Therefore, a recommendation that the scheme be removed was approved by the
Cheadle Area Committee and subsequently this decision was advertised. The
residents were also issued a letter informing of the low response to the consultation
and that the scheme would be revoked.
2.4 During the advertising period, an objection was submitted which also included a
petition signed by residents of Jackson Street. This petition was signed by 29
households (58%) with 27 (54% of total households) in favour of a paid for RPS.
Therefore the minimum required 51% of support had been reached.
2.5 As a result of the petition, the Ward Spokesperson agreed to formally re-consult
residents on the need for a RPS to be retained on Jackson Street as a paid for
scheme.
2.6 As with previous consultations, 50 consultation letters/questionnaires were
delivered. As a result, 27 (54%) replies were received. Of the replies, 25 (50%) were
in favour of the proposal, 1 (1%) was against and 1 (1%) was also against but did
not specify their address.
2.7 The Ward Spokesperson, having been issued with the latest consultation results
requested that the matter be referred to the Cheadle Area Committee for a decision
as to whether to implement a charged Resident Parking Scheme.

Proposed Alan Newton Way

1.0

Purpose of Report

1.1

The Werneth Area Committee is being requested to name a linked series of


bridle/cycleways extending from Hilltop Drive in Marple, along the Goyt Valley,
through to Dark Lane in Lower Bredbury as the Alan Newton Way.

1.2

This report will also be presented to Marple Area Committee for consideration,
with approval required from all both Area Committees before the designation
of the new route can be confirmed.

1.3

Financial support is being requested from all Area Committees Local Initiative
funding towards the total anticipated costs of 10,000 for the provision of
signage and information boards.

2.0

Background

2.1

Work has been underway for some time to create a new recreational route
from Marple, down through the Goyt Valley to Lower Bredbury, with the
potential for further extensions to Turncroft Lane and Stockport Road (see
appendix 1).

2.2

The initial section extending from Hilltop Drive in Marple through to Dark Lane
in Lower Bredbury joins a series of existing designated bridleways and roads
to create a single route which could now provide cycle access along its entire
length. The potential for further extensions will need more investigative work,
and if feasible, would require further approvals before they could be
designated as part of the proposed linked route.

2.3

To recognise and signpost potential users to this route, it has been proposed
to adopt a dedicated name, with signposts provided at both the start and
finish, and at all path/road intersections. The naming and signing of the route
will also seek to encourage increased use, which in turn will have wider health
and well being benefits for local residents.

2.4

Alan Newton, who has lived his whole life in Stockport, is an accomplished
cyclist. In 1952, he represented Great Britain in the Summer Olympics in
Helsinki, where, alongside his team mates Donald Burgess, George Newberry

and Ronald Stretton, he won the Bronze medal in the mens 4,000m team
pursuit.
2.5

In recognition of Alans achievement, and as a lasting tribute to his love of


cycling, it has been proposed that this new route be named the Alan Newton
Way. Mr Newton has been consulted and is fully supportive of this proposal.

3.0

Recommendation

3.1

The Area Committee is asked to note the contents of this report.

3.2

In recognition of the wider benefits this scheme will bring to local residents,
the Area Committee is asked to support the proposal by giving consideration
to the use of some of its Local Initiative Funding towards the total anticipated
costs of 10,000

This year the organising committee are seeking permission to extend on-site festival
activities over 3 days commencing with an evening comedy event for adults only on Friday
1 July, followed by a day/evening music event for all the family on Saturday 2 July, and
culminating in the annual fun day on Sunday 3 July. Three separate applications have
therefore been submitted for consideration. A representative of the organising committee
will attend Cheadle Area Committee to answer any Members questions.
This event will consist of a marquee to hold 100 seated, arranged in either theatre style or
with tables and chairs. A performance stage will be erected at the front with PA system; at
the rear a trailer bar will be available to dispense alcohol and soft drinks. The bar will be
provided by the Inflatable Pub Co. who attended last years festival. Proceeds after costs
will be reinvested in the Festival. Event times are 18:00 to 22:00.
The organisers intend to pre-sell tickets. If the maximum allocation is not reached tickets
may be available on the door but will not be advertised in advance. Security will be
provided by a minimum of 10 stewards and managed by a serving police sergeant from
GMP Stockport. An outer security fence will ring the marquee with one entrance/exit point
staffed by stewards and clearly lit. In an emergency a second exit point will be opened up.
A Temporary Event Notice to cover all three days of the Festival, including the sale of
alcohol and live music performances has been secured.

Recommendation(s):
This event has not been held on Greenspace managed land before. However the
organisers have delivered it successfully and safely at other venues. Given their
experience the Greenspace Team recommends this application be granted subject to the
production of appropriate papers, event plans, payment of a bond and any fees due.
Please note: the Greenspace Team fees and charges for events and activities in parks are
currently being reviewed, any changes to fees and charges that are agreed will be
introduced and payable from 1st April 2016.

Summary:
This is the second of three applications from Gatley Festival Committee. For this the
Committee seeks permission to hold an afternoon/eveniing music festival for families.
The event will utilise the same marquee and outer fenced security zone previously erected
for the Comedy Evening the night before. The marquee will have a maximum capacity of
350 standing. If weather permits people will be encouraged to occupy the outer security
zone. Tickets will be pre-sold but will also be available on the door. However the event will
be kept to a maximum of 350 irrespective of weather conditions. Stewards will monitor
numbers with a clicker. As the event is scheduled for 10 hours, 12:00 to 22:00, attendees
will be given a numbered wrist band and only permitted re-entry provided they present
their band. If the maximum allocation of tickets is reached signs indicating full capacity will
be displayed at the entrance irrespective of actual numbers in the arena at any one time.
Bar facilities will be available within the marquee provided again by the Inflatable Pub Co.
A Temporary Event Notice has been obtained.
Security will be provided by a minimum of 10 stewards and managed by a serving police
sergeant from GMP Stockport. The marquee will remain on site overnight for each day of
the festival; overnight security will be provided. Please note that the mobile bar will leave
the venue after each event.
Fairground rides, inflatables, and face painting will be amongst additional entertainment on
offer. Fairground vehicles will be allowed on site to set up on 1 July but will not be to
operate commercially until the start of the music event at noon.

This application is for the annual charity funday and marks the finale of the series events
held on William Scholes Fields/Gatley Hill House organised by Gatley Festival Committee.
The event includes a parade, fun fair, car show, side stalls, bouncy castles, live music and
performances by local acts. Hot and cold food stalls, BBQ, and a beer tent will also be
available. The parade route is around Gatley and involves road closures with marshals
and signage supporting crowd & vehicle control.
All three festival dates will be covered by a Temporary Event Notice; a Street Collection
Permit will be applied for to cover charitable collections. This is a free event but any
proceeds after costs will be shared between local groups.

Recommendation(s):
This popular event has been held for several years and is always well managed. The
Greenspace Team therefore recommends this application be granted subject to the
production of appropriate papers, event plans, payment of a bond and any fees due.

Traffic Management Plan


Gatley Festival, Gatley.
Sunday 3rd July 2016. Event Commences 11:00hrs.
1.

At 11:00hrs, the Solutions SK Supervisor, Event Co-ordinator and Parade


Organiser will meet at the entrance to the Highgrove PH, Silverdale Road, Gatley
to confirm the procedure for the Parade to march around Gatley.
Should any incident occur during the course of the Parade which may have
an impact upon it proceeding in a safe manner, the Senior Marshal will
immediately instruct the parade to disperse and move to the footway.

2.

Before 11:00hrs Solutions SK will place Road Closed signs on the footway at the
following junctions;

1. Silverdale Road south side of entrance to High Grove PH


1a & 1c. Silverdale Road with Kendal Drive.
1b. Silverdale Road with Borrowdale Drive
1d. Silverdale Road with Appleby Drive.
2. & 3. Foxland Road with Silverdale Road and Appleby Road.
4, 5, 6, 7 & 8. Springfield Road with Alcester Road, Lawson Avenue,
Heathfield Avenue, Darley Avenue and Gatley Road.
9, 10, 11 &12. Gatley Road with Gatley Station entrance, Oakwood
Avenue, Cambridge Road and Old Hall Road.
13, 14, 15, 16 & 17. Church Road with Oakwood Avenue, Elm Road, Birch
Road, Gatley Green and Stonepail Road.
18. Stonepail Road with Styal Road.

Approx 40 No Waiting cones will also be placed on both sides of Church Road
between the junctions of Styal Road and Stonepail Road / Gatley Green at 5m
centres.
Parade Marshals will be located at the side roads to advise motorists of parade.
All Road Closed signs to be positioned by the appointed Parade Marshals in the
carriageway of the side roads across the entrance to the Parade route as the
Parade approaches and on the instruction of the Senior Marshal. The signs are to
remain in place whilst the Parade passes and are to be removed immediately
following the Solutions SK vehicle at the rear of the Parade passing the sign. The
signs are to be placed back at the side of the road by the Marshal for later
collection by Solutions SK.
3.

At 11:00hrs, Parade Marshals will position Road Closed signs in accordance with
the instructions in paragraph 2 as follows;
1. Silverdale Road southside entrance to High Grove PH facing south.
1a & 1c. Silverdale Road with Kendal Drive facing into Kendal Drive.
1b. Silverdale Road with Borrowdale Drive facing into Borrowdale Drive.

1d. Silverdale Road with Appleby Drive facing into Appleby Drive.
2. Silverdale Road with Foxland Road facing into Foxland Road.
When traffic movements are stopped, Parade Marshals followed by the Parade will
exit the High Grove PH, and proceed along Silverdale Road to the junction with
Foxland Road. When the Parade has exited the school, a Parade Organisation
vehicle (displaying a magnetic sign Parade Ahead, Do Not Overtake supplied by
SSK) take up position at the rear of the Parade operating its hazard lights. The
Parade will proceed along Silverdale Road in an orderly manner controlled by the
Marshals.

As the parade approaches Foxland Road, Marshals will position Road Closed
signs in accordance with the instructions in paragraph 2 as follows;
2. Foxland Road with Silverdale Road facing into Silverdale Road. (moved
from above)
3. Foxland Road with Appleby Road facing into Appleby Road.
4. Springfield Road with Alcester Road facing into Alcester Road.
5. Springfield Road with Lawson Avenue facing into Lawson Avenue.
6. Springfield Road with Heathfield Avenue facing into Heathfield Avenue.
7. Springfield Road with Darley Avenue facing into Darley Avenue.
8. Springfield Road with Gatley Road facing into Gatley Road.
When traffic movements are stopped, the Parade will turn left from Silverdale
Road onto Foxland Road turning right into Springfield Road.

5.

As the Parade approaches the junction of Springfield Road with Gatley Road, 3No
Solutions SK Operatives with Vehicles and Road Closed signs / Stop/Go boards
will stop the traffic at the following points.
Gatley Road eastside of the junction with Springfield Road stopping traffic
travelling in a westerly direction along Gatley Road.
Northenden Road Westside of the junction with Church Road stopping all traffic
travelling in an easterly direction along Northenden Road and Gatley Road.
Church Road junction with Styal Road stopping all traffic entering Church Road
fro Styal Road.
At the same time, the Parade Marshals in accordance with the instructions in
paragraph 2 will place signs as follows;
9. Gatley Station entrance facing into the station car park.
10.Oakwood Avenue with Gatley Road facing into Oakwood Avenue.
11. Cambridge Road with Gatley Road facing into Cambridge Road.
12. Old Hall Road with Gatley Road facing into Old Hall Road.
13. Oakwood Avenue with Church Road facing into Oakwood Road.
14. Elm Road with Church Road facing into Elm Road.
15. Birch Road with Church Road facing into Birch Road.
16. Gatley Green with Church Road facing into Gatley Green.
17. Stonepail Road with Church Road facing into Stonepail Road.

18. Stonepail Road with Styal Road facing into Styal Road.
When traffic movements are stopped, Parade Marshals followed by the Parade will
turn left onto Gatley Road, left into Church Road and left into Gatley Park. The
Solutions SK vehicle stopping traffic on Gatley Road at Springfield Road will follow
the parade operating their hazard lights and displaying a magnetic sign Parade
Ahead, Do Not Overtake. The Parade will proceed in an orderly manner controlled
by the Marshals.
Once the parade has entered Church Road and the SSK vehicle at the rear has
passed, the SSK vehicle stopping eastbound traffic on Northenden Road will pull
away re-opening the road.
Once the parade has entered the park, the SSK vehicle stopping eastbound traffic
on Church Road at Styal Road will pull away re-opening the road.

The Parade will turn left into Gatley Hill and terminate. The Parade must not
loiter on the carriageway and should move expeditiously from the highway in an
orderly manner. Solutions SK to collect all signs upon completion of the Parade.
