Construction and
Completion Turnover

PURPOSE
This
instruction
establishes
requirements for the completion and
jurisdictional turnover of project
systems and facilities to either the
Startup or Client organization.
SCOPE
This instruction is applicable to all
construction projects under the
administrative control of Al Toukhi
Construction
Operations
Incorporated.

Project Field Engineer (PFE)

The PFE is responsible to develop a project specific
Construction Completion and Turnover Procedure
describing the administrative controls for the completion
and turnover of project systems and facilities.

The project specific construction

completion
and
turnover
procedure must address how
turnover
activities
will
be
administratively controlled on the
project. As a minimum, the Site
Manager must approve the
procedure. On some projects, the
procedure may also have to be
approved by the startup or client
organization that will receive
custody of the turned over system
or facility.

The project turnover

procedure must address the
following elements:
a.
Define
who
will
be
responsible for scoping turnover
packages or systems .
b. Define how turnover scoping
information will be controlled to
identify changes and revisions.
c. Define how construction
completion walkdowns and
documentation reviews will be
performed.

d. Describe how punchlist

activities will be controlled and
who will be responsible for
accepting
and
removing
completed punchlist items.
e. After construction punchlist
items are completed, define if
there will be a final walkdown.
f. Define who will provide the
final
approval
and/or
acceptance of the system or
facility turnover package.

g. Define any special tagging

required to identify the physical
boundaries of the turnover.
h. Describe what documentation
is required to accompany the final
turnover package.
i. Define what documentation
construction will retain for the
project records after the turnover
is completed.
