ANALYST'S NOTE: The purpose of this legislation is to ensure representation on the college board
is distributed evenly throughout a community college district utilizing school districts zoning and
rezoning laws. Additionally, in the event a community college seeks to expand, this bill amends
the existing process of seeking State Board of Education approval by adding the rezoning plan to
the request for approval.

or otherwise compromise government transparency or accountability? Conversely, does it
increase public access to information related to government activity or increase government
transparency or accountability?
ANALYSIS: House Bill 387 would divide the districts for two-year colleges into five
zones with equal populations. Currently, college trustees can be elected to a board
as long as they live within the district. House Bill 387 would increase government
transparency by allowing people within a geographic area to have equal representation on
a community college board. (+1)
