The rates of the raw materials and labour charges have gone up substantially. ‘The Zonal Chief Engineer (Electy.,) have represented that they are finding it very difficult to award works on labour as the agencies are refusing to take up the works. Hence all works being awarded on labour including Ganga Kalyana works are suffering. ‘The Zonal Chief Engineer (Electy.,) have also expressed that most of the works awarded on labour contract are works involving less than 5 poles and the agencies have to deploy their entire gang strength for the whole day for such works and hence the rates, fare rot workable. “They have proposed to include a special labour charges for works involving four and less than four pole works. ‘The labour charges provided in the SR’'s so far does not include the service charges payable by the contractor. The works were earlier being executed through departmental person using departmental vehicles for transportation of materials. Hence the above charges were not considered for working out the labour charges. The Labour index for the year 2011-12 is 4284 and this has to be considered. The total increase ‘considering the above factors works aut to more than 40%. Hence it is approved to fevise the labour charges by 40% over and above the common SR ~ 2010-11. ‘The raw materials prices have also gone up substantially and hence itis proposed to revise the prices in respect of /1 items / Nos. of materials which are commonly wood for day to day works, ‘The rates have been arrived by considering worked out prices. Market prices, recent procurement prices etc., and adding 10% for retail prices wherever necessary. The above rates will be applicable till the new SR for all the materials are issued. Hence the 0.M. The labour charges provided in the common SR 2010-11 for 11KV and below system works only is increased by 40%. 2. The consolidated labour charges for 1 to 2 poles works for Ganga Kalyana and other works is fixed at t. 5000/- No separate provision shall be made for LC charges, special locality allowance, Transportation charges, Loading and un-loading charges ete., 3. ‘The consolidated labour charges for 3 to 5 poles works for Ganga Kalyana and other works is fixed at %. 7900/- No separate provision shall he made for LC charges, special locality allowance, Transportation charges, Loading and un-loading charges etc., 4. In case of re-placement of poles, releasing charges shall be claimed extra 8 per the provisions already existing in the SR. 5. The additional labour charges provided in the common SR 2010-11 for erecting single pole and two pole works stands cancelled. NOTE:- 8. This hike in labour charges by 40% include 10.3% service charges which has to be paid by the agency to the Government, Hence the payment authorities shall ensure that this is complied by the agency and necessary proof for having paid the service tax shall be obtained before malking payment. : 1 Bi 3 4, 5 6 1, If the agency fails to produce the proof of having paid the service tax, the service tax at 10.3%, shall be deducted from the agencies ills and remitted to the Government. ©. If the agency awarded with the contract is not a registered service tax payer, the payments shall be arranged duly deducting 10.3% of the total labour charges from the agency bill. This revised rates will come into effect from 110.2011 onwards till the new SR is issued.
