History.

HB 2001 was passed by the Oregon State Legislature in May of 2009.


Gov. Kulongoski delayed bill-signing and reduced referendum circulation time by 36%.
Referendum filed but ran out of time (collected 40k of necessary 55k signatures).
HB 2001 went into effect September 28, 2009.

Effects.

Phase One – Fees, fees, fees! Operative January 1, 2010

Registration Fees
Passenger Auto’s + 59% (+130% in Mult Co 9/1/10)
Motorcycle/moped + 60% (+187% in Mult Co 9/1/10)
Farm Vehicles + 55%
Commercial Trucks +104%
Mnfrd Hms, Tow Trucks, Buses +104%
Motor homes, other heavy vehicles +104%
Government Vehicles 0%
Nonprofit Trucks/buses 0%
Low Speed Vehicles − 20%

Phase Two – Tax Commerce! Operative October 1, 2010

Road Use Assessment (single axel equivalent mile) + 24.6%


Weight-Mile Tax (26,001-105,500 lbs) + 24.5%
Log Truck Flat Fees (per 100 lbs) + 24.4%
Farm Truck Flat Fees (per 100 lbs) + 24.6%
Sand/Gravel/Chip Truck Flat Fees (per 100 lbs) + 24.5%

Phase Three – Tax Fuel! Operative January 1, 2011

Gasoline Tax Per Gallon (all vehicles) + 25%


Diesel Tax Per Gallon (vehicles <26,001 lbs) + 25%

Phase Four – More Registration Fees for Large Counties! Changes operative July 1, 2013

Counties of 350,000+ people can pass additional registration fees without public vote
(Includes: Multnomah, Clackamas & Washington now; Lane & Marion soon)
