ANALYSTS NOTE: Senate Bill 1248 removes the requirement that charter schools
submit teacher contracts to the State Department of Education for approval by the Idaho
Superintendent of Public Instruction.
Point No. 2 Does it transfer a function of the private sector to the government?
Examples include government ownership or control of any providers of goods or
services such as the Land Board's purchase of a self-storage facility, mandatory
emissions testing, or pre-kindergarten. Conversely, does it eliminate a function of
government or return a function of government to the private sector?
ANALYSIS: Presently, the Idaho State Department of Education mandates that charter
schools use specific teacher contracts with final approval of contracts given by the State
Superintendent of Public Instruction. Senate Bill 1248 would remove charter school
teacher contract reporting to the State Department of Education. (+1)
