ANALYST'S NOTE: Senate Bill 1231 prohibits a chiropractor from directing or suggesting drugs to a
patient that are defined as legend drugs under federal law. Additionally, it restricts chiropractors from
prescribing, dispensing, independently administering or distributing certain drugs.
Point No. 3 Does it give government any new, additional, or expanded power to prohibit, restrict, or
regulate activities in the free market? Conversely, does it eliminate or reduce government
intervention in the market?
ANALYSIS: Senate Bill 1231 gives the Idaho Department of Health and Welfare additional power to
prohibit chiropractors from certain activities, which could cause them to lose business due to their
inability to compete with other entities that are able to provide those services. (-1)
