ANALYST'S NOTE: Senate Bill 1305 would create a third party entity to creates and operate electronic
lotteries to distribute controlled hunting permits.

ANALYSIS: There are often accusations of impropriety with controlled hunting tags. Controlled
hunting tags are highly sought after; it can take years to win a single drawing for one hunt. Senate
Bill 1305 would ensure the Department of Fish and Games process for drawing controlled
hunting permits is transparent and fair. (+1)
