ANALYST'S NOTE: The purpose of Senate Bill 1341 is to assure that all Residential or Assisted Living
Facilities are only cited for violations that are specified in an applicable law or rule.

Point No. 3: Does it give government any new, additional, or expanded power to prohibit, restrict, or
regulate activities in the free market? Conversely, does it eliminate or reduce government intervention in
the market?

ANALYSIS: Senate Bill 1341 will reduce the power of the licensing agency to regulate and cite
residential and assisted living facilities for violations that are not stated in applicable rule or law.
