Executive Summary: The World Market for Freight Wagons

Current Developments
The current global economic crisis is having a considerable impact on the market for freight
wagons. The assumptions on the global prospects for economic and transport growth
which were still certain in summer 2008 no longer apply. With the crisis faced by investment
banks in the USA and the subsequent worsening of the financial situation, the investment
conditions in the railway sector have also fundamentally changed. While deliveries in 2008
were hardly any lower than the figures in the current SCI World Market Study, the picture for
the future of the freight wagon segment has worsened drastically.
The economic crisis has a delayed effect in most segments of the railway industry, but
freight wagons are an exception. Changes in the economic and transport performance have
an immediate and very short-term influence on procurements.
As even the forecasts from renowned sources in terms of the further economic development
in this unusual situation are extremely uncertain and change within short spaces of time,
SCI Verkehr has decided to develop three global scenarios for the freight wagon market on
the basis of the information available. The most probable of these scenarios is then used to
carry out the detailed analyses of the regional markets.

Scenario 1 (Upside Case): Following a brief slump, the market regains its momentum
Following a clear, but brief downward slump, the economy stabilises again around mid2009, and a noticeable recovery sets in from 2010. The current main drivers for freight
wagon procurements (transport demand and investment conditions) only worsen a little in
the short term. In the medium term, strong growth returns to transport demand and the
investment conditions improve. Freight wagon procurements are therefore likely to increase
again from 2010. This scenario forecast by many economists even up to as late as the end
of 2008 is becoming more and more unlikely. However, in view of massive politicoeconomic measures by a number of governments, rapid recovery is still feasible at least.
Scenario 2 (Base Case): Sharp slump followed by recovery in the medium term
The economic crisis becomes tougher and lasts longer than previously thought. There is no
stabilisation or upward movement before 2010. Transport demand as the main driver for
freight wagon procurements continues to fall in the short term and only returns to a flatter
growth path in the medium term. Investment conditions also continue to worsen, before an
improvement becomes noticeable in the medium term. The economy develops positively
again after 2010; market volumes in the freight wagon segment move towards the
procurement figures achieved in 2008 again in the longer term. At the present time, SCI
Verkehr considers this the most likely scenario and uses this as a basis for the forecasts
presented in the regional chapters.
Scenario 3 (Downside Case): Severe drops followed by longer procurement slump
Despite extensive government rescue packages, a number of large economies enter a
deflationary situation. The fall in prices leads to an ever worsening economic crisis, from
which it takes several years to recover. Only in the long term will a (slow) revival begin.
Transport demand and investment conditions as the main drivers for freight wagon
procurements continue to worsen considerably; the situation stabilises in the medium term
at a much lower level. The market volumes for freight wagons are well below the figures
reached previously, even in the long term. This scenario is possible in the event that bank
lending cannot be revived, even with state funds.

Transmashholding (TMH), 100% owned by Breakers Investments BV in Amsterdam, is the most important rolling
stock manufacturer in the CIS. It controls up to 80% of the market for rail technology in Russia. TMH came about
in just 2002 from the merger of several previously independent Russian rolling stock manufacturers for the
purpose of strengthening the Russian rail industry. The corporate group today comprises around 14 plants in its
main market of Russia.
Alongside freight wagons, the company covers virtually all rolling stock segments, apart from high-speed trains.
Wagons are manufactured in the Brjiansk plant, which has existed since 1873. In 2007, Transmash produced
1 926 freight wagons. This puts the companys world market share for freight wagon production at around 1%.*

Market overview
Based on the most likely development (scenario 2), the current market volume for freight
wagons in South America is EUR 230 million per year for OEM business and
EUR 260 million per year in the after-sales sector. Compared to other world market regions,
the South American region has been of little importance before now, although large
procurement projects have been implemented in recent years. The annual growth expected
in the forecast period is clearly in the negative region at 2.1%. This is mainly due to the
high volumes in recent years which were an exception.

Freight wagons are of very high importance for the rolling stock market in South America
and procurement volumes are strongly influenced by requirements in the raw material
industry.
Unlike in previous studies, in this study Mexico is classified within the North American
market region instead of Central and South America.
Market environment/transport market
The South American freight wagon market is dominated by the national market Brazil. Often
in South America there are only single-track railway lines for raw material transportation.
When these lines hit their capacity limits, quick transport expansions are rarely possible.
Infrastructure upgrades are thus a key basis for reviving the freight wagon market.
The variety of track gauges in South America is a problem because it makes it difficult to
operate freight wagons across different regions. The majority of lines are narrow-gauge
lines of 1 000 mm, broad-gauge lines at 1 676 mm and some standard-gauge lines. Only a
small number of companies are active across borders. One example is America Latina
Logistica (ALL), which operates around 30 000 freight wagons in Brazil and Argentina.
From 1996 to 1999, most freight railways in Brazil, the most important market in South
America, were privatised. With the rolling stock having been neglected and very few new
procurements made for many years, the privatisation sparked a market revival. This led to a
high number of freight wagon procurements in 2005 and 2006 and therefore a fleet

There are currently 125 100 freight wagons in operation in South America. Brazil owns more
than 66% of the fleet with 82 000 wagons. In just two years the fleet has grown by around
4 700 wagons as extensive procurements have been made.
The Argentinean fleet is also growing, which is mainly due to procurements by Nuevo
Central Argentino.

The South American freight wagon market is dominated by open wagons as raw materials
(mainly iron ore, but also coal) play an important role in railway transport as bulk goods.
Grain is often transported in covered wagons; some companies specialise in these.
Container transport is still at the beginning of its development. Significant growth rates are
expected in Brazil, however, due to port hinterland transport. In some countries, such as
Peru, no container transport exists.
The reason for the small proportion of tank wagons is the low reliability of the railways.
Hazardous goods are mainly transported by road.

In Brazil and Argentina, there are no longer any freight wagon owners in state ownership. In
most other countries, especially Cuba, Venezuela and Columbia, on the other hand, most of
the railways are state-owned.
The Peruvian railway is a 100% state-owned public company, which operates on three
independent partial networks. It is managed by a private administrator.
Only in Brazil are there a small number of freight wagons owned by shipping companies
and leasing companies. The company Mitsui Rail Capital (MRC) Leasing has leased freight
wagons in Brazil since November 2004 and now owns more than 2 000 wagons. There are
plans to expand the fleet. Ferrolease is active in the leasing sector on a smaller scale.
Around a third of the freight wagons owned by shipping companies belong to Companhia
Siderurgica Nacional, the largest Brazilian steelworks.
One of the most important operators is the company America Latina Logistica (ALL), which
is active in Brazil and Argentina and owns some 30 000 wagons (24% of the South
American fleet). Brasil Ferrovias also belongs to ALL.

wheels and sleepers. Production was due to start in July 2005; however, there is no
verifiable information available about the start of production.

Prices for freight wagons have increased considerably in recent years. In 2006 they
averaged EUR 52 500 per year. In 2007, EUR 65 400 was paid on average. Thus the price
increase over one year was more than 20%. This price was calculated on the basis of the
deliveries by manufacturer Amsted Maxion, which supplies the majority of wagons in South
America.
Market volume
The current market volume for new vehicles is around EUR 230 million per year; for
after-sales services around EUR 260 million per year.
The Brazilian Railway Concessionaires Association (ANTF) expects the transport volume of
445 million t in 2007 to increase to around 765 million t in 2015. This would be a 72% rise in
transport volume. Considerable investments in freight wagons were expected for this. The
current economic crisis, however, suggests a much slower development.
Procurements will primarily be made by Brazilian operators and shipping companies. The
most important customer is ALL. The company operates 11 000 km of railway line and is
planning to purchase 3 300 freight wagons in the period from 2007 to 2011.
Vale do Rio Doce has received 836 freight wagons from Amsted Maxion and has arranged
an option for 900 wagons. The wagons are being delivered in 2008 and 2009.
In 2008 Santa Fe Vagoes constructed around 300 wagons for Votorantim Celulose e Papel,
a paper producer, 52 for America Latina Logistica, 11 for Ternium Sidor from Venezuela and
a small number for Aceitera General Deheza from Argentina.

The Market for Freight Wagons in South America

The operators in Argentina have recently procured all types of rolling stock in large
quantities, although no freight wagon procurements have been disclosed so far. SCI
Verkehr expects investments to increase slightly in the medium term to maintain fleets.
Cuba has ordered large quantities of wagons from China and Iran in recent years and these
procurements will run until 2010. Fewer purchases can be expected once these orders have
been delivered.
Shipping companies from Venezuela procured a number of wagons in 2008.
AFE in Uruguay has received 180 used flat wagons and 300 closed wagons of the Gabs
type from Italy. In return for this delivery of used wagons at very reasonable prices, FS
group is said to have received a contract worth EUR 10 million to modernise the Uruguayan
railway system. The Uruguayan government has announced plans to procure and refurbish
freight wagons.
