21ST CENTURY COMPETENCIES

Globalisation,changingdemographicsandtechnologicaladvancementsaresomeofthekeydrivingforcesofthe
future.Ourstudentswillhavetobepreparedtofacethesechallengesandseizetheopportunitiesbroughtaboutby
theseforces.
Tohelpourstudentsthriveinafastchangingworld,MOEhasidentifiedcompetenciesthathavebecomeincreasingly
importantinthe21stCentury.Thesecompetencies,representedinthefollowingframework,underpintheholistic
educationthatourschoolsprovidetobetterprepareourstudentsforthefuture.Itisenvisagedthatschoolsand
parentsneedtoworkhandinhandtohelpourstudentsdevelopthese21stCenturyCompetencies.

Knowledgeandskillsmustbeunderpinnedbyvalues.Valuesdefineapersonscharacter.Theyshapethebeliefs,
attitudesandactionsofaperson,andthereforeformthecoreoftheframeworkof21stCenturyCompetencies.
ThemiddleringsignifiestheSocialandEmotionalCompetenciesskillsnecessaryforchildrentorecogniseand
managetheiremotions,developcareandconcernforothers,makeresponsibledecisions,establishpositive
relationships,aswellashandlechallengingsituationseffectively.
Theouterringoftheframeworkrepresentstheemerging21stCenturyCompetenciesnecessaryfortheglobalised
worldwelivein.Theseare:
CivicLiteracy,GlobalAwarenessandCrossCulturalSkills
CriticalandInventiveThinking
Communication,CollaborationandInformationSkills
Together,thesecompetencieswillenableouryoungtocapitaliseontherichopportunitiesofthenewdigitalage,
whilekeepingastrongSingaporeheartbeat.AnnexesAtoCelaborateonthesecompetencies.

Student Outcomes
Thedevelopmentof21stCenturyCompetencieswillhelpourstudentstoembodytheDesiredOutcomesofEducation
(DOE).TheseareattributesthateducatorsaspireforeverySingaporeantopossessuponthecompletionofhisformal
education.
ThepersonwhoisschooledintheSingaporeEducationsystemhasagoodsenseofselfawareness,asoundmoral
compass,andthenecessaryskillsandknowledgetotakeonchallengesofthefuture.Heisresponsibletohisfamily,
communityandnation.Heappreciatesthebeautyoftheworldaroundhim,possessesahealthymindandbody,and
