KNOW ALL MEN BY THESE PRESENTS:

I, MR. ANGEL Y POBRE, of legal age, married, Filipino and resident of Don Domingo,
Balzain, Tuguegarao City, Cagayan, have made, constituted and appointed and by these presents
do make, constitute and appoint, MR. MARIO T. GALINDON likewise of legal age, single,
Filipino, and resident of Galindon St. Bagay, Tuguegarao City, to be my true and lawful attorneyin-fact, to act for and in my name and stead and to do and perform all or any of all the following
acts, deeds an things, to wit;
1. To receive my check from Department of Public Works and Highway;
2. To sign, execute, deliver and make all papers and documents in connection therewith;
HEREBY GIVING AND GRANTING unto said attorney-in-fact full power and authority
whatsoever requisite or necessary or proper to be done in or about the premises, as fully for all
intents and purposes as I might or could lawfully do if personally present, and hereby ratifying
and confirming all that my said attorney-in-fact shall do or caused to be done under and by virtue
of these presents.
