ANALYST NOTE: House Bill 545 would allow low-performing schools the opportunity to have more
freedom, autonomy and flexibility to create learning programs through waivers and written agreements
provided by the Idaho State Board of Education.

Point No. 2: Does it transfer a function of the private sector to the government? Examples include
government ownership or control of any providers of goods or services such as the Land Board's purchase
of a self-storage facility, mandatory emissions testing, or pre-kindergarten. Conversely, does it eliminate a
function of government or return a function of government to the private sector?

ANALYSIS: House Bill 545 provides low-performing schools the opportunity to waive out of state
mandates and gives said schools the ability to be flexible and address their students unique
needs. (+1)
