ANALYSTS NOTE: Senate Bill 1360 would require that an agency, which proposes amendments to
materials already given to the legislature for rules review, include a written summary of any changes.

otherwise compromise government transparency or accountability? Conversely, does it increase public
access to information related to government activity or increase government transparency or
accountability?

ANALYSIS: Senate Bill 1360 provides more transparency for regulations incorporated by
reference. For example, when a new federal regulation, or external documents or regulations, or
if a manual is referenced, the agency will be required to include a summary of the change and
how it will affect the rule. (+1)
