The following are the hypothetical facts presented for resolution:

Based on the foregoing information, it follows that 31 hectares is available for redistribution to
qualified beneficiaries. The issue we are called upon to decide is how the remaining 31 hectares
be redistributed. Before we proceed to such decision, it is necessary to define parameters which
will give a clear premise leading to a correct decision. Thus, the following parameters are added
as facts:
