Recognizing the Rio+20 Summit, which valued the importance of governments funding cooperative environmental programs. Recognizing the drastic effects of climate change. Convinced that environmental infrastructure projects will prevent drastic effects of environmental issues. WHEREAS funds from the UN Regular Budget shall be earmarked to a coalition of the UNEP and the UNDP, appropriately named the United Nations Environmental & Development Programs Coalition WHEREAS all United Nations members may propose a project resolution to the Economic and Social Council, consisting of environmental infrastructure projects, and the Council shall approve or reject said project. Approved projects shall be funded by the UNE&DPC. WHEREAS we shall limit CO2 emissions by 15% of members top 10 producers every 10 years. Will have notification system; UNE&DPC shall be responsible for audit.
