Examination Board which was|entrusted to conduct the examination; Avo Wiveseas, promotion to higher posts-to the eligible incumbents cannot be witheld till the examination, conducted and publication of result, ‘Ano Wittens, the Registrar of Co-eperative Secieties has recommended the Govemment to exempt the Societies from the operation of sub-rales (5) and (6) of Rule 185 of the said rules for a period up tb 1st, November, 2012 or till the date of publication of result, after edaiducting.the qualifying examination, whichever is earlier, oes ‘Ano Wninea%; ths Governineat havel considered the matter in detail and, are satisfied that a reasonable solution in this regard would be to exempt all co: operitive societies under the conteél of the Registrar of Co-operative Societies, fiom the operation of sub-rule (5) ard sul-njle (6) of Rule 185 of the Kerala Co- operative Societies Rules, 1969"for a-period of two yeats from 2nd November, 2010 of till the date of publication’ of réjult after conducting the qualifying eximination, whichever is eatli 5 Now; Tuereroxe, in exercise of the powers conferred by Rule 181 of the Kerala Co-operative Societies Rules, 1969, the Government of Kerala hereby exempt all co-operative societies under the control of the Registrar of Co-operatfve Sogieties, registered or decmed to be registered under the Kerala Co-cperaiivis Societies Act, 1969 (21 of 1969) from the operation of sub-tules (5) and (6) of Rule 185 of the scid rates for a pericd up to 1st November, 2012 oF till the dato of publication of result, after conducting, the quslifying examination whichever is earlier. Goratamenon, e * Secretary. to Government. 3 Explanatory Note (hie does not form part of the order, but is intended to indicate its general purport) Suirule (5) of Rule 185 Of the Keraia Co-operative Societies Rules, 1969 was amended as selection of candidates to the posts to be filled up by promotion under sub-rule (2) shall be made from the feeder category in accordance, with merit and ability 10 be assessed through a qualifying examination, Sub-tule (6) of Rule 185 of the said Rules mandates that sclection of candidates to the posts to be filled up by ptomotion under sub-rule (3) and to all the higher posts, if any, injbetween to the posts¢mentioned under sub-rule (2) and sub-rule (3) shall be made from among those who have passed the qualifying examination in accordance with the Seniority in the feeder category. But “no quelifying examination has been conducted by the Co-operative Service Examination Board. As such the societies could not promote the employees, to the posts mientioned under su-rale (2) and sub-rule (3) of Rule 185 of the said rules and it affects the day-to-day affairs of the society. The Registrar of Co-operstive Societies has recommended to the Goversimont to exempt the societis from the operation of sub-les (8) and (6) of Ralle 185 of the said Rules for 4 period up to Ist November, 2012 or till the date Of rublication of result after conducting the qualifying examination whichever is carlicr, Government have considered the matter in detail and are satisfied that a reasonable solution in this regard would be to exempt all co-operative societies from the operation of sub-rule (5) and sub-rule (6) of Rule 185 of the Kerala Co-operative Societies Rules, 1959 and have decided to exempt all co-operative secieties under the coatiol of the Registrar of Co-operative Societies in the State from the operation of sub-rule (5) and sub-rule (6) of Rule 185 of the Kerala Co-operative Societies Rules, 1969 for a period of two yeurs up to Ist November, 2012 of till the date of publication of result, after conducting the qualifying examination, whichever is earlier in the public interest. ‘The order is intended to achieve the above abject. panes AnD FURLRES OV TE SUTERNTENDENT OF COVERIOAENT FRESE TI (ls GOVERNMENT CENTRAL PRES, THAUYARAMTHATURAS, 2
