Glossary
Zero-based budgeting: A budget that starts with 0, and adds items
as they are deemed necessary and effective. This term is used to
contrast with line item budgets that roll over items year after year,
sometimes not effectively analyzing and cutting expenditures.
Teacher Librarian or TL: The term used for school librarians. This
term is used to emphasize the fact the school librarians function as
teachers in many of their duties and activities. They are teaching and
guiding in the skills of information gathering and informational
technology.
Informational Specialist: An informational specialist assists students
in finding resources and information and is able to use current
technologies for this purpose.
ALA: American Library Association
AASL: American Association of School Librarians
Digital Community: Users of the internet an on-line technology for
personal, education, or business endeavors.

The Woodrow Wilson Library Mission Statement


The Woodrow Wilson Library strives to nurture all endeavors related
to reading and inquiry. The library, both in print and the extensive
digital library, will be made available by a knowledgeable and
accessible librarian offering activities and resources that reflect our
diverse student population and community, a love of learning and a
commitment to equal access to both print and digital information. The
Woodrow Wilson Library does not operate as a separate entity, but
an integral and necessary place for all stakeholders.

Student Learning Outcomes


The student learning outcomes for the Woodrow Wilson High School
Library include three major points:
a) Students will have the skill set to be able to obtain information in
an efficient and effective manner.
b) Students will be able to distinguish credible and authoritative
sources of information from those that are not credible and
authoritative, such as advertisements, special interest groups,
and political propaganda.
c) Students will be responsible and ethical members of the digital
community, recognizing the importance of information in a
democratic society.
Assessing Outcomes
Learning Outcome: Students will have the skill set to be able to obtain
information in an efficient and effective manner.
Assessment: Students will be able to locate relevant information
(articles, journals, primary documents, videos, podcasts) in a
reasonable amount of time, given their grade level and current skill
level. If I were assessing students in my library, I would expect
information on three relevant sources to take no more than 15
minutes. Students will use Google but go directly to the LAUSD digital
library. Asking the teacher and/or teacher librarian which sites in the
digital library will be useful to them will indicate that they are locating
information efficiently. As effective locators of information, students
will be able to focus on sites and materials relevant to their topic with
90% effectiveness.
Students will be able to distinguish credible and authoritative sources
of information from those that are not, such as advertisements, special
interest groups, and political propaganda.
Assessment: Students will locate the author, source, and publisher
before reading the material to determine its credibility 100% of the
time. While students may need assistance in deciphering the source,

the assessment will be based on locating the origins of the source


before proceeding.
Students will be responsible and ethical members of the digital
community, recognizing the importance of information in a
democratic society.
Students will be able to articulate orally and in writing three reasons
why unencumbered access to information is crucial to a democratic
society with 100% accuracy. Students will also be able to distinguish
paraphrasing from plagiarizing, defining each of the terms with 100%
accuracy.
Implementing Selected ALA and AASL Standards
There are four broad areas published by the AASL listed as Standards
for the 21st Century Learner, with specific area subsets for each. On a
broad level, all four areas will be implemented in the library. There are,
however, a few specific subsets that will be the primary focus. Under
the first area titled Inquiry, think critically, and gain knowledge,
(1.1.18) will be integrated, specified as Demonstrate mastery of
technology tools for accessing information and pursuing inquiry. Under
the second area entitled Draw Conclusions, make informed decisions,
apply knowledge to new situations, and create new knowledge (2.1.4)
will be integrated, which states that students will use technology and
other informational tools to analyze and organize information. The third
area, Share knowledge and participate ethically and productively as
members of our democratic society, lists subcategory 3.1.6 as the use
[of] information and technology ethically and responsibly. This is also
stated as the third standard for the Woodrow Wilson High School
Library. Lastly, the fourth area Pursue personal and ethical growth,
(4.1.1), will be integrated

Rationale for Expenditure


Supplies available to students and teachers
preparing reports and assignments. Supplies
needed for processing and repairing books will
also be used from these funds.
Purchases are based on student and faculty needs
assessment for the library.

In addition to the regular magazines, journals, and
periodicals in a high school library, The Wilson
Library is required to have magazines in Spanish
and Mandarin, as we are an International
Baccalaureate School.
While technology in the library is funded
separately, toner used in the library is expected to
come out of the library budget.
Purchases are based on student and faculty needs
assessment for the library.
Teacher Librarians in LAUSD are expected to help
maintain the cleanliness of the library on a daily
basis.

Personnel Division
LIBRARY MEDIA TEACHER, SECONDARY
REPORTI NG RELATIONSHIPS
Receives administrative direction from the principal of the secondary
school to which assigned; may receive functional direction from an
instructional deputy designated by the principal. Receives technical
direction from a Coordinating Field Librarian. Supervises the work of
personnel assigned to assist with the instruction, organization, or
operation of the school library media center.
DUTIES AND RESPONSI BILITIES
1. Cooperates in implementing the school curriculum by coordinating
library instructional media with -the learning and teaching needs of
students and teachers.
2. Cooperates with classroom teachers to plan, develop, and
implement units of study, which integrate information skills.
3. Develops a library media instructional program that is part of the
total educational program of the school by providing large group,
small group, and individualized instruction in information skills,
reading, viewing, listening, and computing.

4. Plans, organizes, manages, and promotes the secondary library
media center program and its resources, equipment, and facilities
according to established policies, procedures, and guidelines.
5. Evaluates and selects, according to established criteria, reading
materials, audiovisual materials, computer software, and equipment
which will meet the curricular and individual needs of students and
teachers.

Participates as an active member of curriculum development


committees within the school and attends professional meetings
and/or conferences to develop competencies necessary to function
in an instructional role.
Teaches classes in library practice in accordance with the
requirements of approved courses of study and at a rate and level
commensurate with established expected student progress, using
books and other instructional materials authorized for such courses.
Maintains proper control of a physically attractive, well-organized, and
inviting learning environment in the library media center.
Reviews and evaluates books, audiovisual materials, and/or
computer software for Media Services' evaluation programs.
Evaluates the performance of subordinate personnel.
During periods of critical personnel shortage or other emergency
situations shall temporarily perform any duties, as directed, within the
authorization of any credentials held by the incumbent which are
registered with the Office of the Los Angeles County Superintendent of
Schools and which are a part of the class description requirements in
effect at the time such duties are performed.

QUALIFICATIONS
Knowledges. Skills. Abilities. and Personal Characteristics

1. Knowledge of the secondary curriculum, teaching strategies, and


learning modalities affecting the utilization, selection, and
evaluation of instructional media.

instructional programs.
3. Ability to retrieve, evaluate, organize, and present information from a
variety of sources.
4. Proficiency in planning, performing, and implementing the
professional duties and responsibilities related to the organization
and management of the library media center program.
5. Knowledge of media technology, including the utilization and operation
of both hardware and software
6. Capacity to work effectively with teachers, administrators, students,
clerical staff, parents, District personnel, community representatives,
and public librarians in providing an appropriate instructional

Education
An earned masters degree in librarianship from an accredited college or
university or an earned bachelor's degree and the completion of -a one-year
library science course (not less than 24 semester units) from a teacher
training institution or a college or university accredited by the American
L i b r a r y Association.
Health
Physical and mental fitness to engage in teaching service as certified by a
licensed physician and surgeon or medical officer pursuant to Education
Code Section 44839 and evidence of freedom from active tuberculosis
pursuant to Education Code Section 49406.
Credentials
One of the following California credentials or combination of credentials
must be in force and on file in the Office of the .Los Angeles County
Superintendent of Schools:
1. Service Credential authorizing service as a librarian or library media
teacher and a basic elementary or s e c o n d a r y t e a c h i n g credential.
2. Standard Teaching Credential with a specialization in
elementary or secondary teaching and completion of the
specialized area of librarianship
3. Librarianship Credential and a basic elementary or secondary teaching
credential.

Organizational Structure of Woodrow Wilson High School


The organizational chart consists of the principal at the top, followed
by five assistant principals below. In terms of responsibilities, all tasks,
departments, and subheadings are divided amongst the five assistant
principals. For the purposes of the Wilson Teacher Librarian, the
primary duties in terms of academic are as follows:
AP #1: Counselors and counseling offices
AP #2: Special Education
AP #3: Departmental support and campus supervision
AP #4: Title 1, Title 3, Bilingual Coordinator
AP#5: Smaller Learning Communities
The direct supervisor is the principal. Approval is also needed,
however, from various administrators for funding. For example, AP #4
recently approved funding for library materials this year. It is
advantageous for the TL to participate in the school site council, as it
will put the TL in a position to understand the "political frame" and how
to best get the tasks and materials for the library.
