    PETITION FOR A WRIT OF CERTIORARI

    QUESTIONS PRESENTED
    Can the Speaker be elected by Representatives not yet in
    office? Who should preside over the Speaker election?

    LEGAL ARGUMENT
    Article I, Section 2, Subsection 1 of the Charter states, The
    Association shall elect a Speaker of the Association from its
    membership. Representatives-Elect are not yet members of
    the Association.
    CONCLUSION
    The petition should be granted.
