MEMORANDUM

To:

Head of the United States Border Control

From:

Paolo Domenico

Date:

October 6, 2015

Subject:

A proposal to catch more drug smugglers and confiscate their products.

PURPOSE
This memorandum is being written to propose a solution to catch more drug smugglers and
confiscate their products. Drug smuggling is a problem at the United States southern borders. In
the past, smugglers have brought billions and billions of dollars worth of drugs across the
borders of the United States. (How Illicit Drug Use Affects Business and the Economy.") The
purpose of this memorandum is to show that drug smuggling is a problem that needs to be fixed.
A solution to this problem can be implemented that will capture more smugglers and their
products. This will provide a safer country.

PROBLEM
Drug smuggling is a major problem at the United States southern border. Some of the existing
challenges with catching drug smugglers is that they have created very clever ways of smuggling
the drugs across the border. For example, there was once a smuggler who put cocaine bags inside
of dead fish on fish boats. ("UNESCO - The Social and Economic Impact of Drug
Trafficking.")Ideally, there would be more arrests and/or captures of the smugglers and their
products. As a result, the crime rates in border states are higher than most non-border states
because of the amount of drugs that are circulating the economy. ("How Illicit Drug Use Affects
Business and the Economy.) Should this situation continue, the economy would boost, but so
would the crime/death rates. Implementing this proposal would benefit the people of the United
States.

SOLUTION
The solution to drug smuggling is not that simple. The solution is to invent scanners that will
search for plastic and/or duct tape. To implement this solution, you will need to invent these

scanners and put them on border checkpoints. This is the optimal solution because it can be more
accurate than searching a boat that might have hidden compartments. It is anticipated that two to
three tons of drugs will be confiscated every year thanks to this machine. The end goal is to catch
more drug smugglers at the southern borders within five years after the scanners have been
implemented.

CONCLUSION
By implementing the scanners that find plastic or duct tape at the southern borders that will catch
more drug smugglers. This will also decrease the crime rate, but lower the economy at the same
time in southern border states, such as Florida and Texas. Some bonus benefits of this plan are
that the country will have less crime due to drugs, and the amount of drugs in the United States
will be decreased.
