1. INTRODUCTION

Husky-CNOOC Madura Ltd. (HCML) plans to develop the Madura Strait Block BD gas reserves for
sales gas to buyers in Java Island. This field is located offshore in the Madura Strait East Java, about
65 km east of Surabaya and about 16km south of Madura Island. The project envisages development
of @ wellhead platform; an offshore spread moored Floating, Production, Storage and Offloading
(FPSO) barge with gas processing facilities; Gas metering Station (GMS); flexible risers from wellhead
platform to FPSO and Export gas pipeline from WHP to GMS.
‘The facility is designed for 110 MMSCFD salesgas. An unmanned wellhead platform with four well
slots and two slots for future expansion would be set in 182 feet of water.
Objectives.
This document provides the Design Basis for the Gas Metering Station at Madura BD Field. The Gas
Metering Station facility will include the provision of a 4 (Tour) metering skid with orifice meter type
(Two (2) metering skid are designed for 40 MMscfd, one (1) metering skid is designed for 30 MMscfd
and one (1) standby metering skid designed for 40 MMscfd) including piping, valves and fittings and
other accessories: Gas Inlet KO Drum, Filters; automatic shutdown valves to fully isolate the facilities;
control valve; contro! building with flow computers, power distribution, UPS system; Emergency Diesel
Generator including diesel day tank and other equipmentfaccessories to support the operation of the
facility

Materials of Construction
Materials shall comply with the requirements listed in GMS-SYP-002, ‘Material Selection and
Corrosion Study” unless otherwise specified in the relevant equipment data sheet.
All equipment door furniture (hinges, catches, locks etc) shall be in 316 stainless steel.
Vessels / Tanks
Pressure vessels and filters shall be designed, fabricated and tested in accordance with ASME
Section Vill Div 1 or Div 2 and GMS-SPM-550, “Specification for Pressure Vessels Design and
Fabrication’
Manholes with davits or inspection openings shall be provided for removal of vessel internals and
internal inspections. Piping arrangements around vessel shall allow for maintenance and service of
the vessels with a minimum dismantling of piping. Vessel internals shall be bolted for ease of removal
Filters, filter separators, and coalescers up to 24” diameter, which require replacement of fiter
elements, shall be provided with full size, quick opening end ciosures complete with davits. Vessels
greater than 24" diameter may be provided with a full size bolted flange assembly complete with davit
and cover lifting features.
Pig receiver shall be installed to accommodate intelligent pigs and facilitate periodic pipeline
inspection and monitoring. The pig receiver shall be designed, fabricated and tested in accordance
with ASME Sec VIII Div 1 or ASME 831.8. End closures shall be designed to ASME Sec VIll Div 1.
Pressure vessels shall be certified to MIGAS requirement.
Rectangular tanks shall be designed in accordance with Roark & Young formula.
FRP tank shall be designed in accordance with BS EN 4994: Design and Construction of Vessels and
Tanks in Reinforced Plastic
Rotating Machinery
Machinery shall be suitable for all specified extremes of process, utilities and ambient conditions
including those at start up and shutdown. Additionally, where commissioning may take place with an
alternative fluid that results in higher pressure and/or temperatures, this shall be taken into account.
Pumps
Where a duty is normally met using two or more pumps operating in parallel, specific attention shall be
paid to NPSH and power requirements when one pump is operating alone at the maximum capacity
that it can deliver through the system.
IF operation is possible with suction, discharge, or both valves closed, protection against zero flow
shall be provided, unless it can be shown that no damage to the pump or piping system would result.
Positive displacement pump's discharge piping shall be equipped with PSV with its discharge routed
back to the tank
Diesel Engines
Diesel engines shall be designed as per GMS-SPM-570, “Specification for Intemal Combustion
Engine’. Air intakes and exhausts shall be located in non-hazardous areas. In addition the plant
layout shall minimize the risk of ingestion into the inlet of

‘+ Flammable gas, from leaks or intermittent vents from adjacent plant
+ Dust from process operations or from the surrounding areas.
‘+ Corrosive gases from process vents and flues,
+ Hot exhaust gases from the engine itself or other adjacent machinery or plant.
+ Oil mist from oil system vents.
5.1.7.2. The fuel specification and composition shall be agreed with the engine Vendor before placement of
order to ensure that the engine can be designed for reliable operation without excessive maintenance.
5.1.7.3. The exhaust emissions level of SO, and NO; shall be less than 800 mg/Nm® and 1000 mgiNm*
respectively as per Indonesian Decree of Ministry of Environmental: Emission Quality Standard from
Stationery Source in Oil and Gas Activity
5.1.8. Transmissions
5.1.8.1, Belt Drives
The integral multi-V, or multiple V-belts supplied in matched sets are preferred. A minimum of two V-
belts shall be provided. For this minimum configuration, capacity of each belt shall be not less than
150% of the transmitted power.
Belt material shall be oll-resistant, fire-retardant and anti-static type.
Belts shall be adjustable without the need to remove the guard.
5.1.8.2. Shaft Couplings
Dry couplings (¢.g. flexible element) are preferred.
Where the driver is an electric motor of the type not fitted with rotor locating bearings, and a gear
coupling is used, a limited end float feature is required to restrain the motor rotor within its permissible
axial movement limits. A limited end float coupling may also be required when a flexible element
coupling is used depending on the inherent axial stiffness of the coupling
All flexible couplings incorporating a spacer piece shall be of @ design in which the spacer piece is
positively constrained from flying out in the event of failure of the flexible elements. In Div 1 or Div 2
areas, all coupling components liable to rub as a result of failure of the flexible elements shall be of
non-sparking materials.
For all types of coupling it shall be possible to remove the half couplings or coupling hubs in situ
without moving driving or driven equipment including gearboxes. This will necessitate setting of the
shaft ends a sufficient distance apart
il lubricated couplings shall be such as to avoid accumulation of sludge due to centrifuging. This will
normally require absence of dams or similar devices intended to prevent complete oil draining
5.1.8.3. Transmission Guards Material
Belt and coupling guards shall be made of non-sparking material, preferably bronze or similar

5.1.9. Air Compressors / Dryers
5.1.9.1. Air Compressor shall be designed as per GMS-SPM-559,"Specification for Packaged Positive
Displacement Air Compressor’. Oil injected, air-cooled type screw of piston compressors shall be

used. The compressor shall be electric motor driven in 2 x 100% configuration.
5.1.9.2. Air compressor intakes shall be provided with fiters. Intakes shall be sited to minimize the risk of
ingestion of contaminants, in particular flammable gases. The air compressor downstream shall be
equipped with air-ol separator and air-water separator.
6.1.9.3. Knockout pots and automatic liquid drain traps shall be provided to remove condensate produced in
the Intercooler / Aftercooler.
6.1.9.4. Heatless, dual tower regenerative desiccant type dryers shall be provided as per GMS-SPM-558,
“Specification for Compressed Air Dryer ~ Regenerative". The dryers shall be designed for continuous
operation. The dryers shall be equipped with pre-fiter to reduce the oil content and after-fiter to
prevent the desiccant carry-overs,
5.1.10. Base Plate
5.1.10.1. Drip pans shall be provided beneath any hydrocarbon handling equipment in undecked or grated
areas. Drip pans shall be sloped 1: 50 to the pan drain (2" NB minimum) and shall be covered with a
galvanized grating. All baseplate shall be equipped with minimum two earthing lug in @ diagonal
position
5A41, HVAC
5.1.11.1. The HVAC system will serve air conditioning to the Electrical Room, Guard Room, Battery Room,
Instrument Equipment Room and Workshop. The HVAC system is a split type direct expansion (DX)
This DX system equipment shall consist of fan coil units (FCU), Pressurization Unit and Air Cooled
Condensing Unit (ACCU).
6.1.11.2. Forced ventilation system will be used in Toilet
5.1.11.3, Pressure in the room shall be slight positive (ie. 0.1 in) compare to the external condition, except for
Toilet
5.1.1.4, To ensure availabilty, HVAC equipment shall have duty-standby equipment such as N+ units
(1x100% duty + 1x100% standby) or 2N+1 units (2x50% duty + 1x60% standby), except for
Workshop. Workshop shall have 2x50% duty units. Pressurization Unit shall have 2x100% capacity of
fans. The Pressurization Unit shall be suitable for the operation in coastal or marine environment and
certified for the hazardous area installation as required
5.1.11.5. Fire dampers shall be provided in every penetrations such as on the external or partition walls. In
case of fire detected in a certain room, the HVAC system shall shut down and the associated fire
dampers shall close accordingly to prevent smoke and fire migration to other rooms.
5.1.1.6, Gas tight damper shall be provided in air intake ducts and close when the harmful gas is detected by
gas detectors. In this situation, all HVAC system shall shut down.
5.1.12. Equipment Packages
§.1.12.1. Equipment Packages shall comply with the requirements specified in Specification for Packaged Units
~ General Requirement (GMS-SPM-554).
5.1.12.2. The equipment packages are typically skid mounted.
5.1.12.3. Equipment packages shall be functional and fit for purpose as defined in the relevant specifications,
including datasheets and drawings and the like that define process and mechanical requirements.

5.1.12.4, Vendor shall be responsible for the complete design, engineering, coordination, inspection, testing,
certification, documentation, delivery and program functioning of the equipment.
5.2. Material Handling
Material handling equipment such as monorail, hoists, trolley shall be provided to facilitate handling,
removal and replacement and transport of maintenance items, shutdown valves, control valves etc.
Sufficient laydown areas and withdrawal space shall be provided to facilitate material handling
5.3. Workshop
Workshop shall be equipped with necessary tools and machinery for maintenance of equipment,
valves etc. The equipment shall include lathe, drilling machine, grinding machine, workbench with vice
ete.
5.4. Spares Philosophy
5.4.1. Sparing policy
COMPANY policy is to carry as little spares as practical, in particular the capital spares, and look to
the VENDORS for services and spares support on short notice. The quantity of capital spares to be
carried by COMPANY will depend on the support facilities provided by the VENDOR(s).
CONTRACTOR shall supply start up and commissioning spares including but not be limited to the
following as part of his lump sum price:
+ Filter elementsicartridges.
+ O-rings/seais/packing for valves and equipment
+ Gasketsiwashers, at least 10% for each size, 100% for manhole/inspection openings.
+ 10% of all bolts, nuts, screws, locking devices, etc.
+ Fan belts,
+ Repair kits.
+ Oilers
+ Spark plugs.
+ Flexible hoses and connectors.
CONTRACTOR shall provide a priced list of two years operation and maintenance spare parts.
5.5. Special Tools
Any special tools required for inspection, maintenance and removal of equipment shall be itemized
and provided.
8.6. Noise Control
Noise level limits shall be as specified in the individual equipment specifications. Noise level tests
shall be carried out as part of the factory acceptance test for all equipment that is tested. Overall
noise level at all work areas shall not exceed 85 dB (A) for equipment in onshore facility, except for
certain restricted areas, which shall be agreed with COMPANY. These areas are expected to include
the Diesel Engine Generators.

5.7. Painting
All equipment and piping shall be surface prepared and painted in accordance with the GMS-SPM-
572, “Specification for Painting” and the relevant specific equipment specifications.
Piping and valves shall be colour band coded and identified for service identification as per the GMS-
‘SPM-572, “Specification for Painting’.
5.8. Inspection and Testing
All equipmentisystems shall be subject to a rigorous program of inspection and testing as specified in
the datasheets and specifications. As a minimum, all major equipment / equipment packages shall be
subject to factory acceptance tests to demonstrate functions and performance inclusive of noise level
of each equipment.
