Synopsis

The Lokpal and Lokayuktas Act, 2013 received the assent of the
president on 1 January 2014 and came into force from 16
January 2014. It is an anti-corruption, the purpose of which is to
provide for the establishment of a body of Lokpal for the union
and Lokayukta for states to inquire into allegation of corruption
against certain public functionaries and for matters connected
therewith or incidental thereto. The bill was an aftermath of the
protest against corruption led by Anna Hazare and his
associates. The Lokpal and Lokayukta Act 2013 was first
introduced in 1968, it got passed after 46 years of its
introduction in the Parliament.
The act applies to public
servants in and outside India. The Act is to keep a check and
curb a ubiquitous problem like corruption in India which ranks
85th on the Corruption Perception Index. This paper tries to
analyse, the effect this act had on corruption since its adoption,
was there any success or not, or it just remained as any other
act waiting for its proper and complete enforcement, the
glaring defects in the act, that instead of improving upon the
existing anti-corruption structures what good the act did.
