    My enumerated power is #22 The judicial Power of


    the United States, shall be vested in one Supreme
    Court, and in such inferior Courts as the Congress
    may from time to time ordain and establish.

    What it means
    The Constitution created the Supreme Court. Congress can only
    create lower-level federal courts that can serve under the Supreme
    Court.

    History
    Congress created its first lower level federal court in September 24,
    1789 with the Judiciary Act of 1789.

    Abused or Well Used?


    Congress are using this power well by not creating too many
    federal courts in the U.S
