The property is located on a Phipps-owned site directly
across Barnett Avenue from Phipps Gardens
Apartments.

Project:

The proposed project (The Barnett) would consist of


the new construction of one 7- to 10-story residential
building with an accessory at-grade parking lot. The
proposed residential development would contain
approximately 240,000 gross square feet (GSF) of floor
area with approximately 220 dwelling units affordable to
a mix of incomes. The accessory parking lot will contain
approximately 101 parking spaces and will be accessed
from Barnett Avenue. The ground floor will include an
approximately 4,800 SF community facility space that
could be occupied by a Universal Pre-K facility or
another community facility user.
The Barnett requires rezoning the project site from M11 to M1-1/R6 with designation of the site as a
Mandatory Inclusionary Housing area.
The building will also include a common laundry room, a
community room and an outdoor terrace on the 2nd
floor. The second floor common space will have a
suite of amenity rooms including a lounge, fitness
center, and party room overlooking a large terrace
deck. The terrace will include features such as
gardening plots and eating and recreation areas.

Projected Timeline:

ULURP application was certified Mar. 28, 2016. We are


requesting inclusion of the project in the citys capital
budget for FY17 and are targeting a construction
financing closing in June 2017.

Affordability:

The Barnett is planned to be a mixed-income project


with 20% of the total residential units affordable to low

income households (50% of AMI), 30% to households at
100% of AMI and 50% to households at 130% of AMI.
Annual income of the families to live at the Barnett
range from approximately $30,000 to approximately
$120,000 depending on affordability level and family
size.
Unit Distribution:

The buildings approximately 220 residential units would


include a mix of unit types, including approximately 8%
studios, 40% 1-bedrooms, 36% 2-bedrooms, and 16%
3-bedrooms.
