Dr. Tom Houlihan is President/CEO of his own firm specializing in organizational
improvement and leadership in education. His clients have included foundations, private industry, state and local school systems, state education departments and the United States Department of Education. He previously served as Executive Director of the Council of Chief State School Officers, serving in that national leadership role from 2001-2006. During his tenure in Washington, Tom was appointed by the Secretary of Commerce to serve as a member of the Board of Overseers for the National Malcolm Baldrige Awards Program in Washington, DC. His background as the leader of a NC non-profit dedicated to working with local school systems in the implementation of quality management principles/Baldrige concept contributed to his appointment to the Board of Overseers. In addition Dr. Houlihan led a team that trained all North Carolina Department of Public Instruction employees and South Carolina Department of Education employees in these same management principles. Dr. Houlihan previously served as Senior Education Advisor to Governor James B. Hunt, Jr., Governor of North Carolina. Dr. Houlihan is the first educator in history to hold Cabinet level status in a North Carolina Governors administration. Dr. Houlihan was selected Superintendent of the Year in North Carolina and was one of four finalists for National Superintendent of the Year. He has also been honored by his alma maters, Indiana University and North Carolina State University, as a distinguished alumni award winner for contributions to education.
