Rank of child abuse in Virginia by county/city

These are the counties or cities with the highest reported overall child abuse and neglect rates in the state, starting with most cases per population of children in the most
recent Kids Count data, for fiscal year 2013. A high rate indicates abuse trends, but also reporting activity. Sometimes, areas with more education about child abuse see
more cases reported instead of being kept silent. Sometimes, its just that an area has a lot of child abuse. The category includes sexual abuse, physical abuse and neglect.
