Myownexperiencewithboth,theLocalControlFundingFormulaandLocalControl
AccountabilityPlansareunfortunatelysurfacedeepatthistime.Ihavehoweverbeenapartof
conversationdiscussingthedifficultiesencounteredwhencreatingandimplementingbothof
thesewithinmyownsingleschool,schooldistrict.
Manyofthesamefeelingsandobstaclesdiscussedinthearticlemirrorthatofourown
administratorsgrowingfrustrationwiththeprocess.Thoughweencourageandwelcomeparent
involvementinschoolplanningweconsistentlyhavepoorattendanceatmeetingsorfunctions.
Weoftenfindthesamegroupof23parentsateachmeeting.Beingaruralschool,
transportation,specificallythetimenecessarytravelingtoandfromtheschoolandadequate
childcarearehugeobstaclesforourparents.Approximately54%ofourstudentscomefromout
ofdistrictwhichaddstotheissueoftimewhenattendingmeetingsatourschool.Thoughthe
hardfactiswithouttheseinterdistrictstudentsourschoolIfeelwouldslowlywitherawayto
nothing.Wehaveyettofindapositivesolutiontoourlimitedparentinvolvement.Whiletheidea
ofholdingmeetingsinthetownwheremostofourstudentslivehasbeenpresented,butthereis
aschooldistrictthatwouldbethelocalschoolforthesefamilies.Wedontfeelthiswouldbe
appropriateandmaybeviewedasactivelypoachingstudentsfromaneighboringdistrict.
Lackofstaffingandspecificknowledgeconcerningthesetwoplansarealsoobstacles
wehaveyettoeffectivelyproblemsolve.Insmallschoolsstaffoftentakeonmorethanonejob,
whichmeansthatcontributingtotheLCAPwouldpushthemoverfulltime.Whatwehave
experiencedsofaristhatotherunrelatedLCAP/LCFFjobresponsibilitiesfailtobecompletedin
atimelyfashionortostandards.WithlimitedtimetocompleteandrevisetheLCAPandlimited
staffingwearecontinuallydiscouragedabouttheproject.Whilethecoreideaandgoalofthe
LCAPisrecognizedaspositiveandworthwhilewetoo,likethosewhocontributedtothearticle
justneedmoretimetogetitdone.
