PromotingEcotourismforPovertyEradicationandEnvironmentalProtection

Noting
thatIndiaisadevelopingcountrypartoftheLeastEconomicallyDevelopedCountries(LEDC)
wherethe21.9%outof1.2billionsofIndianslivebelowpovertylineof$1.25adayin201112,and58%
ofthetotalpopulationwerelivingonlessthan$3.10perday.
Furthernoting
thatIndiaitselfshares20.6%ofworldspoorestsince2011.PovertyinIndiaisabigissue
andshouldbeeradicatedinordertoincreaseIndiasdevelopmentrate.
Defining
Ecotourismasatourismdirectedtowardexotismtosupportconservationeffortsandobserve
wildlife,ecotourismshouldbeconsideredasitincreasestheemploymentrateandthereforedecreasesthe
levelofpovertyinIndia.
Recognising
theUnitedNation'sMillenniumDevelopmentGoal(MDG)asaninternationalprogrammeto
developtheLeastDevelopedCountries,andastheirnumberonegoalistoeradicateextremepovertyand
hunger.
1. Promoting
atanearlyagetheconceptofecotourism,consistingofasustainablemeansof
generatingeconomicrevenue,aswellasspreadingawarenessaboutindigenous,
traditionalpracticesandculturalbeliefs,
a. Emphasizingtheneedtooptimizeeconomic,social,culturalandenvironmental
benefitsstemmingfromsustainabletourism,particularlyindevelopingcountries.
2. Callsupon
theInternationalMonetaryFund(IMF)toparticipateinthefundingsofthe
ThenmalaEcotourismProjectasitshouldandmustbeconsideredasalongtermproject
andrequiressomesupplytokeepongoing,
3. Requests
governmentstoregulateecotourismcompaniesbyrequiringthemtoeducate
ecotouristsonwaystoreducetheirimpactontheenvironment,suchasrefrainingfrom
littering,transportingspeciesasthismaycausetheintroductionofinvasivespecies
4. Furtherrequests
allmemberstatestofurtherpromoteecotourismasaviableeconomic
frameworktoeradicatepovertyby:
a. Possiblydeclaringayearinthefuturetobetheyearofecotourism,inwhich
specificattentionwillbedevotedtoperfectingtheecotourismmodelandfunding
thesespecificactivities,
b. Promotingsustainabletourismproductsandserviceswithcooperationfromthe
privatesectorinordertoalertconsumerstoalternativewaystoenjoyavacation
andbenefittheenvironment,
c. Promotingbeneficialenvironmentalpracticesbyhelpingindigenouscommunities
toimproverecyclingcapacity,energyefficiency,waterconservation
5. Encourages
NGOstocarryoutcapacitybuildingoperationsforecotourisminordertoallowthe
localstoreachselfsufficiencyby:
a. Teachinglocalsmethodstoeffectivelymanagetheirecotourismbusiness,
b. Creationofdifferentopportunitiesforpeoplewhomighthavehadtheirlivelihoodtaken
awayfromthemwiththeintroductionofsustainableenvironmentalpractices
6. Furtherurges
allrelevantstakeholders,suchasmemberstates,NonGovernment
OrganizationsandNonProfitOrganizationstocontinuetheircooperationinorderto
identifyaviableframeworkwhichcontributestomaximizationofbenefitsdueto
ecotourism,harvestinginterdisciplinaryexpertiseinspheresoflegislation,ecology,
economicsandfinanceby:
a. Hostingconferencestofurtherreviewstandardsofecotourismbasedonprinciples
detailedincommuniqusfrompreviousconferencesonthedevelopmentof
sustainabletourism,asitisayoungindustryandrequiresconsistentmonitoringof
itseffectiveness,andadoptionofnewbestpractices,backedwithempiricaldata
aswellasacademicresearch,
b. Engaginginjointinitiativestostimulateecotourism,byawardinggrantsto
ecotourismcompaniesandenlistingNGOsforinnovativeapproachestoless
impacttourism.
