Dilahirkan pada 09 Disember 1989 di Sungai Behrang, Perak dan sekarang menetap
di Changlun, Kedah. Anak bongsu daripada
6 orang adik beradik. Berkelulusan Diploma
Kejuruteraan Elektronik Komputer dari Politeknik Seberang Perai, Pulau Pinang. Beliau
telah memulakan tugas di Universiti Utara
Malaysia sejak tahun 2013 dan kini ditempatkan di Institut Pengurusan Kualiti (IPQ)
sebagai Pembantu Tadbir (Pengkeranian/
Operasi) di bahagian Daya Saing Global
(BDSG).

15 November 2015 (Ahad) - Komitmen tinggi semua pihak diperlukan bagi memastikan Pelan Strategik Fasa II Universiti Utara Malaysia (UUM) yang akan dilancarkan tahun hadapan dapat dilaksanakan dengan berkesan.
Naib Canselor, Prof. DatoSeri Dr. Mohamed Mustafa Ishak berkata Pelan Strategik Fasa II UUM perlu dihasilkan secara kolektif oleh semua warga UUM tanpa mengira ahli akademik atau para pentadbir kanan supaya semua
pihak dapat menjadi sebahagian daripada agenda yang ingin dibangunkan ini. Komitmen yang tinggi dari semua pihak terutama kepimpinan atasan dari pihak akademik dan pentadbiran amat diperlukan. Semua
pihak perlu yakin dan percaya terhadap pelan strategik ini supaya ianya dapat dilaksanakan dengan berkesan kerana ia adalah hasrat dan matlamat untuk dicapai bersama dalam tempoh lima tahun akan datang ke arah
meletakkan UUM ke tahap yang lebih baik, ujarnya ketika berucap pada majlis perasmian Bengkel Penetapan KPI Siri II Pelan Strategik Fasa II (2016-2020) anjuran Institut Pengurusan Kualiti (IPQ) di EDC-UUM semalam.
Bengkel Siri II berlangsung selama dua hari mulai semalam dan hari ini yang memfokuskan kepada pemurnian, semakan dan penentuan pemberat, serta persediaan kepada KPI Pusat Pengajian dan PTJ. Beliau
turut membentangkan pencapaian UUM sejak Pelan Strategik Fasa 1 dilancarkan pada 2010 dan membentangkan sasaran UUM bagi Pelan Strategik Fasa II yang akan dilancarkan pada 2016 sehingga 2020. UUM
telah menempa beberapa kejayaan cemerlang sejak Pelan Strategik Fasa 1 dilancarkan seperti berada dalam kedudukan 701+ dalam QS World University Rankings dan tersenarai dalam kedudukah 200 terbaik
dunia dalam subjek Perakaunan dan Kewangan selain memperoleh akreditasi Association of MBAs (AMBA), ABEST21 dan pensijilan AUN-QA bagi lima program pengajian pada 2015, katanya. Tambah beliau, laluan
ke hadapan UUM bagi tempoh 2016-2020 dari segi kedudukan dalam QS World University Rankings ialah mensasarkan kedudukan 200 universiti terbaik dunia, kedudukan 50 terbaik di Asia, kedudukan 10 terbaik
di Asia Tenggara, kedudukan lima terbaik di Malaysia selain meletakkan Othman Yeop Abdullah Graduate School of Business (OYAGSB) dalam kedudukan 100 sekolah perniagaan terbaik dunia.

Terus Maju Memacu Agenda UUM
IPQ terus gigih dalam usaha memastikan setiap agenda yang diamanahkan
oleh universiti kepada IPQ dilaksanakan pada tahap terbaik. Ada sesetengah
pihak beranggapan berada dilokasi seperti Sintok menyukarkan UUM untuk
berkembang maju. Pada asasnya ada benar anggapan tersebut tetapi buat
mereka yang yakin bahawa setiap kekurangan akan membuka peluang pasti
melihat perkara ini dari sudut positif.
Ini dapat diterjemahkan apabila satu demi satu kejayaan diraih oleh UUM
dan semua kejayaan tersebut tidak bertunjangkan kepada faktor lokasi tetapi
kualiti. Dengan kata lain, IPQ selaku peneraju agenda kualiti, ranking, rating
dan perancangan korporat UUM telah membuktikannya menerusi beberapa
kejayaan besar yang diraih UUM mutakhir ini.
Pendekatan IPQ yang mengamalkan konsep KITA atau WEtelah membuahkan hasil
cukup memberansangkan. Di IPQ, semua warga kerja dilayan sama rata, dihormati,
hubungan disulami dengan nilai-nilai agama dan kekeluargaan yang tinggi. Perkara
serupa juga dikembangkan apabila IPQ berurusan dengan rakan-rakan dari Pusat
Tanggungjawab (PTJ) lain iaitu mereka yang berurusan dengan IPQ.
Kesan daripada kerjasama erat tersebut telah membolehkan UUM terus
cemerlang dalam QS World University Rankings. Secara khususnya, pada
tahun pertama UUM menyertai agenda ranking antarabangsa, UUM tidak
tersenarai dalam ranking dunia tetapi berada di kedudukan 299 Asia sahaja.
Namun begitu hasil dorongan Dato Seri Naib Canselor dan kepimpinan universiti,
IPQ dan seluruh PTJ yang berkaitan terus gigih berusaha dan hasilnya telah
membawa kepada lonjakan kedudukan UUM di mana pada 2013 meningkat
naik ke tangga 234, manakala pada 2014 dikedudukan 213 dan pada 2015 buat
pertama kalinya UUM memecah masuk ke dalam kelompok 200 terbaik Asia iaitu
di kedudukan 193.
Untuk julungkalinya juga pada 2015 UUM tersenarai dalam QS ranking
peringkat dunia di mana berada dikedudkan 701+. Ini ,merupakan satu
pencapaian terbaik dalam sejarah sepanjang penubuhan UUM selama 31
tahun. Berada dalam kelompok 701+ terbaik dunia untuk sebuah universiti
berfokuskan pengurusan dari jumlah keseluruhan universiti di dunia iaitu
sekitar 35,000 buah adalah satu pencapaian membanggakan.
Dengan kata lain kejayaan cemerlang ini banyak bergantung kepada
peningkatan kecekapan sistem penyampaian UUM yang ditunjangi oleh IPQ.
Secara khususnya IPQ adalah PTJ yang bertanggungjawab dalam memastikan
kelangsungan pelaksanaan MS ISO9001:2008, dan Asean University NetworkQuality Assurance (AUN-QA) di mana hari ini 5 program telah peringkat sarjana
muda telah memperoleh pensijilan peringkat serantau ini.
COMMITMENT FROM ALL NEEDED FOR UUM STRATEGIC PLAN PHASE II TO SUCCEED
15 November 2015 (Sunday) - The strong commitment of all parties is needed to ensure that the Phase II of the Universiti Utara Malaysia (UUM) Strategic Plan which will be launched next year will be effectively implemented.
UUM Vice-Chancellor, Prof. Dato Seri Dr. Mohamed Mustafa Ishak said the Phase II of the UUM Strategic Plan has to be produced collectively by UUM denizens regardless of academicians or senior administrators so as to
ensure that everyone can be part of this soon to be developed agenda. High commitment from all parties, especially from the main leadership of the academics and administrative is vital. Everyone must be confident and
believe in this strategic plan so that it can be implemented effectively as it is the desire and the goal to be achieved together in the next five years to come in hopes of positioning UUM at a better level, he said in his speech at
the opening ceremony of the Key Performance Index (KPI) Determination Workshop Series II UUM Strategic Plan for Phase II (2016-2020), organised by the Institute of Quality Management (IPQ) at EDC-UUM on Saturday.
The two-day Series II Workshop continued yesterday with moderation, revision and determination of the weightage sessions as well as preparation of Key Performance Index (KPI) session for the various Schools and Centres
of Authority. Prof. DatoSeri Dr. Mohamed Mustafa Ishak also presented attendees with the achievements accomplished by UUM since the launch of the its Strategic Plan Phase 1 in 2010 as well as the target of Phase II which
is set to take place from 2016 until 2020. UUM has made several breakthroughs since the launch of Phase I of its Strategic Plan namely when being positioned at the 701+ position in the QS World University Rankings and
listed amongst the 200 worlds best for subject s namely Accounting and Finance aside from obtaining various accreditation which include Association of MBAs (AMBA), ABEST21 and AUN-QA certification for a total of five
courses in 2015, he said. He added that the path forward for UUM for the 2016-2020 period in terms of position in the QS World University Rankings is targeted at becoming amongst the worlds top 200 universities, Asias
best 50, ranked 10 in Southeast Asia, the top five universities in Malaysia as well as positioning the Othman Yeop Abdullah Graduate School of Business (OYAGSB) in the list of the100 of the worlds best business schools.
The Vice-Chancellor also added that research, publication and consultation must be improved and strengthened by setting up a centre of excellence for every school and mobilizing the existing research institutes into Higher
Institution Centres of Excellence (HICoE ). In addition to the undergraduate and postgraduate teaching and learning programmes, each school should have both undergraduate and postgraduate flagship programmes. The
three Postgraduate Schools should each have a variety of high impact executive education as well as learning with the assistance of customized case studies, he said. As for the marketability aspect of graduates, 90% of
graduates are targeted to find jobs in 2016-2020, in addition to introducing the integrated cumulative grade point average (CGPA) and industry-based curriculum programme for the desire to produce graduates who are
marketable in the job market.
Schools should also introduce CEO faculty programme + adjunct professor for each study programme to enable professionals from industry to interact with the faculty every semester. Hence, by doing
so the study programme becomes more industry oriented. The CEO and adjunct professor will help to revise the curriculum and programmes of study, he explained. Human capital, the management and
development of talent, internationalization, commercialization and wealth creation and steps to save are among the other matters on the agenda which will be implemented in the year 2016 were also
emphasised by the Vice-Chancellor. Aside from that, the Director of IPQ, Assoc. Prof. Dr. Haim Hilman Abdullah also expressed his gratitude and appreciation to the Deputy Vice-Chancellor for Research &
Innovation, Prof. Dr. Noor Azizi Ismail, members of the University Management Committee, Deans, Heads of Department and university senior officials for gracing the workshop.

religions and family. The same approach applied when members of IPQ deals
with others from other centres.
The outcome of such close cooperation enables UUM to continue to excel in
the QS World University Rankings. During the first year of its participation in the
international ranking agenda, UUM was not listed in the world ranking, but was
listed at 299th in Asia.
Nonetheless, encouragement by the Vice Chancellor and key-office bearers, IPQ
and other centres associated to keep striving has granted UUM to leap from
234th in 2013 to 213th in 2014 and later in 2015 for the first time, UUM was
ranked among 200 best Asia at 193th.
In the year 2015 as well, UUM was listed in the world QS Ranking at the position
of 701+. This is one of the greatest achievements in the history of UUM after
its 31 years of establishment. Being ranked as 701+ at worlds best for a
management focused university out of 35,000 other universities around the
world is an impressive achievement.
The success was influenced by the improvement of UUM delivery system
efficiency led by IPQ. IPQ is specifically responsible to ensure the continuity of
MS ISO9001:2008 and Asean University Network-Quality Assurance (AUN-QA)
certification. Today, five (5) of our bachelor degree programmes has obtained
the certification.
Apart from that, IPQ also acts as the secretariat in administrating the Self Accreditation audit. It is the largest institution audit carried out throughout
the history of UUM. The result of this audit will be released in mid of 2015.
Succeeding in obtaining this accreditation will enable UUM to administer its
own academic programme quality assurance system which was previously
handled by MQA.
Lastly, IPQ motto- FOCUS, ACCURATE, SHARP & TIMELY will continuously
become IPQs basis to perform our level best in preserving the trust given by
the university and country.

Pengantarabangsaan dibahagikan kepada dua iaitu yang pertama dengan menganjurkan dan menjadi
tuan rumah persidangan antarabangsa dan menjalinkan kerjasama strategik antarabangsa. Selain
membantu meningkatkan reputasi akademik UM, langkah ini juga meluaskan peluang untuk penyelidikan
dan penerbitan berimpak tinggi. Pengantarabangsaan kedua ialah pertukaran staf akademik dalam
jangka masa pendek untuk meningkatkan keupayaan staf akademik UM dengan memfokuskan kepada
rantau Amerika Utara, Amerika Latin, Eropah, Australia, Korea dan Jepun; 200 Universiti terbaik dalam QS
Ranking, Times Higher Education, Shanghai Jiao Tong Rankings dan rakan usaha sama yang berada dalam
ranking 100 terbaik bagi setiap disiplin, ucapnya. Tambahnya lagi antara strategi dan pelan tindakan lain
yang dilaksanakan UM ialah penjenamaan seperti penglibatan dalam QS, penyertaan dalam mesyuarat

Dalam satu lagi pembentangan mengenai Halatuju Pelan Pembangunan Pendidikan Malaysia
(Pendidikan Tinggi) yang disampaikan oleh Prof Dato Ir. Dr Mohd Saleh Jaafar, beliau menjelaskan
mengenai perubahan lanskap yang terkandung di dalam PPPM (PT). PPPM (PT) menggariskan 10
Lonjakan bagi mencapai aspirasi sistem dan aspirasi pelajar yang akan mendorong kecemerlangan
berterusan dalam sistem pendidikan tinggi. Lonjakan ini juga akan menjelaskan kaedah untuk
menangani isu berkaitan prestasi utama sistem, terutamanya kualiti dan kecekapan serta pengaruh
persekitaran global yang semakin mencorakkan landskap pendidikan tinggi.Empat Lonjakan yang
pertama memfokus pada keberhasilan warga pendidikan tinggi, termasuk pelajar dalam laluan
akademik dan teknikal dan vokasional (TVET), komuniti akademik dan seluruh rakyat Malaysia
yang mengikuti pembelajaran sepanjang hayat. Enam Lonjakan seterusnya memberi tumpuan
pada pemboleh (enablers) ekosistem pendidikan tinggi, merangkumi pembiayaan, tadbir urus,
inovasi, pembelajaran dalam talian, pengantarabangsaan, ujarnya.
Hence, the UUM Institute of Quality Management (IPQ) invited Prof Dato Dr Mohd Amin Jalaludin
the Vice-Chancellor of UM and Prof Dato Ir. Dr Mohd Saleh Jaafar, fellow Consultant, Malaysia
Education Blueprint (Higher Education) (PPPM (PT)) to share their thoughts and experiences in
a special sharing session with the UUM members of staff at the EDC-UUM yesterday morning. The
main aim of the sharing session is to gain the much needed input on ways to strengthen the UUM
Strategic Plan for Phase 2 so as to ensure that the objectives outlined are parallel to the Malaysia
Education Blueprint (Higher Education) launched by the Prime Minister last April. Prof Dato Dr
Mohd Amin said that one of the most important strategy implemented by UM to boost its academic
reputation is the internationalisation of academic staff and students. According to him, in the year
2000 the number of international students studying in UM was only 5% and it increased to 25% in
2014 while international staff amounted to 10% in 2000 and later increased to 27% in 2014.
Internationalisation is divided into two, firstly by organising and hosting international conferences
and establishing international strategic alliances. In addition to helping enhance the academic
reputation of UM, this will also expand opportunities for high-impact research and publications.
The second kind of internationalisation is sending the UM academic staff for short term exchange
programme to North America, Latin America, Europe, Australia, Korea and Japan; 200 best
universities in the QS Ranking, Times Higher Education; Shanghai Jiao Tong Rankings and partners
that are in the top 100 ranking for each discipline. These short term exchange programmes will
help improve and enhance the skills and capabilities of the UM academic staff, he said. He added
that other strategies and action plans implemented by UM include branding namely participation
in QS, participation in international meetings and strategic alliances, advertising and image
enhancement; collaboration with industries such as industrial training for students and staff
at international and multinational companies to improve the reputation of the staff ; expanding
human resources with international staffing and retention of talent (talent retention) to reduce
brain drain; strategic research output by creating a series of UM publications such as UM Collection
of Malay Manuscripts Series, UM Biographical Dictionary of Malaysia and the internationalisation
of the curriculum with a dual degree programme for graduate and post-graduate (one twinning
programme in each faculty).
In another presentation on Direction of Malaysia Education Blueprint (Higher Education) presented by
Prof Dato Ir. Dr Mohd Saleh Jaafar, attendees were enlightened with the changes made in the PPPM
(PT). PPPM (PT) has outlined 10 shifts in order to achieve the system aspirations and the aspirations
of the students. These will in turn encourage continued excellence in the higher education system.
The shifts will also justify and determine the best method to address the major issues related to the
performance of the system, particularly the quality and efficiency as well as the effects of the global
environment that are increasingly shaping the landscape of higher education. The first four shifts
focus on the success of the members at the higher education, including students in the technical and
vocational (TVET) route, the academic community and the people of Malaysia who pursue lifelong
learning. The six other shifts focus on the enablers of the higher education ecosystem namely financing,
governance, innovation, online learning, internationalisation, he said.
Meanwhile, UUM Vice-Chancellor, Prof Dato Wira Dr. Mohamed Mustafa Ishak in his speech said
that the sharing session is important and useful to UUM especially in order to improve research and
publishing which are still new in UUM. Also present at the event were the Deputy Vice-Chancellor,
the Heads of Centres of Authority, Deans of the various schools and university officials.

likely to occur when the project is run. This project will
commence in early 2016.
To ensure the success of the project, IPQ hopes that all PTJ
involved give full cooperation to the BMP auditors. IPQ would

6 Oktober 2015 (Selasa) - Institut Pengurusan Kualiti (IPQ) Universiti Utara Malaysia (UUM)
terus mengorak langkah dalam memartabat dirinya menjadi jabatan berprestasi tinggi apabila
menerima sijil 5S/QE peringkat kebangsaan dari Malaysia Productivity Corporation (MPC)
(MPC). Sijil
tersebut telah diserahkan oleh Pengarah MPC Wilayah Utara iaitu Dr. M. Sugumaran kepada
Naib Canselor, Prof. Dato Seri Dr. Mohamed Mustafa Ishak pada majlis perasmian Seminar
Inovasi, Kualiti, Integriti, Kreativiti & Strategi Lautan Biru Sektor Awam & Swasta 2015 anjuran
IPQ UUM di Hotel Adya, petang tadi. Naib Canselor yang menyempurnakan perasmian seminar
tersebut berkata kecemerlangan sesebuah organisasi bergantung kepada sikap pekerja di
organisasi berkenaan, justeru adalah penting bagi setiap organisasi untuk mempunyai pekerja
yang mempunyai sikap dan budaya kerja yang betul. Beliau menambah sesebuah organisasi
itu memerlukan pekerja yang berkualiti untuk memacu kecemerlangan sesebuah organisasi.
90% daripada kualiti itu datangnya dari sikap individu itu sendiri, manakala 10% lagi adalah
ilmu pengetahuan. Organisasi akan menghadapi masalah jika mempunyai pekerja dengan
sikap yang tidak betul,ujarnya. Tambahnya lagi usaha untuk memajukan sesebuah organisasi
itu tidak akan berjaya meskipun ia mempunyai pelan strategik terbaik jika ia mengambil
pekerja yang salah.
Sikap individu adalah sukar untuk diubah sementara kemahiran boleh diasah dan dilatih
sebagaimana ungkapan Hire for Attitude, Train for Skill, oleh itu adalah penting untuk
setiap organisasi itu mengambil pekerja yang mempunyai sikap dan budaya kerja yang
Speaking at the launching ceremony, Dato Seri Vice-Chancellor said that success and
achievements of an organisation depends on the attitude of the employees, thus it is crucial
for any organisation to have employees who possess the right attitude and the right culture.
An organisation needs quality employees in order to succeed. 90% of it comes from the
quality of the individuals own attitude, while 10% comes from knowledge. The organisation
will face problems if you employ staff with the wrong attitude, he said. It is certainly
difficult to change the attitude of individuals; however, skills can be honed and trained,
as evinced in the expression, Hire for Attitude, Train for Skill. The seminar, held on 6 to 8
October 2015, highlighted the efforts to develop a lasting culture of excellence as the core of
an organisation. It also serves as a platform to discuss matters related to innovation, quality,
integrity, creativity and the blue ocean strategy among civil servants and employees in the
private sector. The seminar drew the participation of over 104 participants from the public
and private sectors. This seminar also aims to explain important concepts in management
in order to handle issues and challenges related to workplace culture and how to overcome
them; highlighting new formula of the best practices in the management and the seminar
also provides the avenue for civil servants and employees in the private sector to share
information and experience.
The seminar featured prominent speakers including the Chief Executive Officer of
Langkawi Development Authority (LADA), Tan Sri Khalid Ramli; Former Director General
of the Institute of Islamic Understanding Malaysia (IKIM), Datuk Nik Mustapha Hj Nik
Hassan; Managing Director of Innovation Business Excellence, Tuan Haji Ab. Razak Omar;
Senior Director of the Malaysian Institute of Integrity (IIM), Tuan Mohammad Diah Haji
Wahari; and Director of IPQ-UUM, Assoc. Prof. Dr. Haim Hilman Abdullah.

Penceramah kedua, YBhg. Datuk Nik Mustapha Haji Nik Hassan, mantan Ketua Pengarah
Institut Kefahaman Islam Malaysia (IKIM) telah menyentuh aspek kualiti sebagai asas
kelangsungan sesebuah organisasi. Nik turut memberi penekanan akan pentingnya
aspek keagamaan iaitu Islam dijadikan asas dalam segala aspek pembangunan sesebuah
organisasi.
Manakala YBrs. Tn. Mohammad Diah Haji Wahari, Pengarah Institut Integriti Malaysia
telah berjaya mengupas apa itu integriti dan Pelan Integriti Nasional (PIN) dengan baik
sekali. Beliau memberi penekanan khusus akan kepentingan integriti dalam merealisasi
Wawasan 2020 negara.
Seminar terus disemarakkan oleh YBrs. Tn. Haji Abdul Wahab Omar, Pengarah Urusan
Innovation Business Excellence yang berjaya mengupas topik kreativiti dengan
jayanya di mana mampu mengaitkannya dengan KIK. YBrs. Prof. Madya Dr. Haim
Hilman Abdullah, Pengarah IPQ-UUM mengakhiri seminar dua hari tersebut dengan
membentangkan kertas kerja bertajuk Strategi Lautan Biru Sektor Awam. Haim telah
kongsikan beberapa langkah mudah tentang kaedah mengaplikasi strategi lautan biru
kepada semua peserta. Secara keseluruhan, dapatan yang diperolehi daripada para
peserta adalah amat memberangsangkan iaitu mereka berpuas hati dengan pengisian
SIQIC 2 dan berhasrat untuk hadir SIQIC 3 pada tahun 2016.

Dalam majlis tersebut, Kelab Kebajikan Staf IPQ juga turut meraikan hari kelahiran
staf yang lahir di bulan September, Oktober dan November iaitu Dr. Noor Hasmini
Abd. Ghani, Pn. Faizah Ibrahim, En. Mohd. Farhan Ismail dan Cik Norsila Ellias. Turut
diadakan sesi penyampaian Anugerah Staff of the Month bulan September iaitu
Pn. Rozaime Ilyas dan bulan Oktober iaitu Pn. Nur Hazlina Ghazali. Majlis diakhiri
dengan jamuan makan dan sesi ramah mesra bersama tetamu jemputan. Semoga
majlis ini dapat mengeratkan lagi hubungan silaturrahim antara staf IPQ dan
diharapkan semua staf dapat meneruskan kecemerlangan dalam pelaksanaan
tugas yang diamanahkan.
Majlis dimulakan dengan bacaan doa selamat yang dipimpin oleh Dr. Mohd.
Farihal Osman. Seterusnya ucapan alu-aluan oleh Pengarah IPQ, Prof. Madya Dr.
Haim Hilman Abdullah di mana beliau meminta semua warga IPQ agar berkerja
lebih tekun lagi untuk meraih lebih banyak kejayaan di masa hadapan. Majlis turut
diserikan dengan sesi penyampaian lima anugerah 5S IPQ iaitu Anugerah Meja
Terbaik, Anugerah Person In Charge (PIC) Terbaik, Anugerah Ketua Zon Terbaik,

Five experienced speakers enabled the SIQIC 2 to achieve its objective. The first speaker,
YBhg. Tan Sri Khalid Ramli, CEO of the Langkawi Development Authority touched aspects
of value creation with an emphasis on the importance of using blue ocean strategy
concepts in producing services or high-impact products.The second speaker, YBhg.
Datuk Nik Mustapha Haji Nik Hassan, former Director General of the Institute Kefahaman
Islam Malaysia (IKIM) touched the aspect of quality as the basis of the continuity of an
organisation. Nik also emphasized the importance of religious aspects, namely Islam as a
basis in all aspects of the development of an organisation.While YBrs. Tn. Mohammad Diah
Haji Wahari, Director of the Malaysian Institute of Integrity successfully tapped on what is
integrity and National Integrity Plan (NIP). He emphasized the importance of integrity in
the realisation of vision 2020 of the country.
The seminar was continued by YBrs. Tn. Haji Abdul Wahab Omar, Managing Director
of Innovation Business Excellence who successfully covered creativity topic and able
to relate it to the ICC.YBrs. Assoc. Prof. Dr. Haim Hilman Abdullah, Director of IPQUUM ended the two-day seminar by presenting a paper on Public Sector Blue Ocean
Strategy. Haim shared a few simple steps on the method of applying the blue ocean
strategy to all participants.Overall, the findings obtained from the participants were
very encouraging. They were satisfied with the SIQIC 2 content and intend to attend
SIQIC 3 in the year 2016.

21 September 2015 (Isnin) - Institut Pengurusan Kualiti (IPQ) telah mengadakan Bengkel Amalan Persekitaran Berkualiti
(5S/QE) bertempat di Dewan Seminar C, Kompleks Konvensyen UUM. Seramai 83 orang peserta yang terdiri daripada staf
UUM dari pelbagai pusat tanggungjawab telah menghadiri bengkel ini. Bengkel selama satu hari ini dikendalikan oleh
Timbalan Pengarah Bahagian Sistem Kecemerlangan Kualiti, IPQ iaitu Dr. Noor Hasmini Bte Hj Abd Ghani.
Tujuan bengkel ini diadakan adalah untuk memberi pendedahan dan kefahaman yang lebih berkesan kepada para peserta
mengenai pembudayaan 5S di universiti. Antara aspek-aspek penting 5S yang ditekankan termasuklah pengenalan 5S
di Malaysia, 5S dan UUM, konsep-konsep utama 5S dan gerak kerja bagaimana untuk melaksanakan amalan 5S yang lebih
berkesan di PTJ masing-masing. Di samping itu juga, latihan sebenar bagaimana proses penilaian amalan 5S turut didedahkan
kepada para peserta bengkel.
Harapan IPQ, semoga peserta bengkel dapat menggerakkan agenda 5S di PTJ masing-masing
sekaligus dapat menambahbaik kualiti perkhidmatan PTJ terhadap pemegang taruh
dan akhirnya dapat membantu merealisasi visi UUM iaitu menjadi Universiti
Pengurusan Terkemuka.

2 Ogos 2015 (Ahad) - Satu bengkel penyelarasan dokumen MQF/
OBE, anjuran Institut Pengurusan Kualiti (IPQ) dengan kerjasama
UTLC telah berlangsung di Bilik Mesyuarat Eksekutif IPQ, UUM.
Bengkel ini bertujuan untuk mengumpul SEMBILAN (9) dokumen
MQF/OBE daripada program akademik yang tidak disenaraikan
dalam Projek Rintis Sistem OBE. Ini melibatkan jumlah
pengumpulan kira-kira 15,000 dokumen MQF/OBE merangkumi
lebih kurang 1,500 kursus yang dikenalpasti daripada 40 program
akademik sarjana muda.
Peserta-peserta bengkel ini terdiri daripada penyelaras-penyelaras
program sarjana muda UUM, wakil-wakil daripada IPQ, UTLC, HEA
dan UUMIT. Sepanjang bengkel berlangsung, semua hadirin telah
didedahkan dengan penerangan yang dimulakan oleh Dr.Mazni
Omar iaitu Timbalan Pengarah, Bahagian Daya Saing dan Global,
IPQ, mengenai kepentingan dokumen MQF/OBE. Kemudian,
taklimat seterusnya disampaikan oleh wakil HEA berkenaan
status terkini buku panduan akademik 2015. Timbalan Pengarah
Bahagian Teknikal, UTLC iaitu Dr. Shahbani Abu Bakar kemudiannya,
memberi penerangan mengenai pengumpulan dokumen sebagai
keperluan sistem OBE. Ini diikuti dengan demontrasi sistem
pengumpulan dokumen oleh wakil daripada UUMIT.

4 Disember 2015 (Jumaat) - Universiti Utara Malaysia (UUM) mengakhiri audit Swaakreditasi
yang berlangsung selama lima hari sejak 29 November lalu bagi melayakkan universiti
mengakreditasi sendiri program pengajian tanpa perlu mendapatkan kelulusan MQA dan
Kementerian Pendidikan Tinggi, KPT (hanya perlu dimaklumkan sahaja). Sehubungan itu,
Sesi Penutup Swaakreditasi telah diadakan di Bilik Senat bagi pembentangan dapatan awal
hasil audit yang diketuai Profesor Ir. Dr. Shahrir Abdullah dari Universii Kebangsaan Malaysia
(UKM) bersama enam auditor dan dua pegawai dari MQA. Sesi tersebut telah dipengerusi
oleh Timbalan Naib Canselor (Akademik dan Antarabangsa), Prof. Dr. Hassan Ali dan turut
dihadiri oleh Prof. Dr. Noor Azizi Ismail, Timbalan Naib Canselor (Penyelidikan dan Inovasi);
Penolong Naib Canselor, Dekan Pusat Pengajian, Ketua Jabatan dan wakil.
Prof. Dr. Hassan Ali menegaskan kejayaan dalam memperolehi status Swaakreditasi
ini kelak akan memberi kelebihan kepada UUM dalam meningkatkan kualiti dan
memantapkan program akademik dan penyelidikan dalam mempromosikan UUM sebagai
universiti pengurusan terkemuka di mata dunia.Saya juga ingin mengucapkan ribuan
terima kasih kepada semua warga UUM yang terlibat secara langsung dan tidak langsung
bagi memastikan lawatan audit Swaakreditasi berjalan lancar, katanya. Proses audit
peringkat institusi itu melibatkan seluruh organisasi pada peringkat Pusat Pengajian, Pusat
Tanggungjawab dan pengurusan pada semua peringkat serta melibatkan setiap lapisan staf
(akademik/ pentadbiran/ sokongan), pelajar di samping pihak industri dan juga alumni.
Sementara itu, Pengerusi Panel Auditor, Prof. Ir. Dr. Shahrir Abdullah dalam pembentangan
dapatan awal berkata, semua panel auditor berpuas hati dengan sistem yang telah
dilaksanakan oleh UUM. Saya juga kagum dengan usaha UUM dalam memberi
perkhidmatan yang terbaik kepada semua pemegang taruh termasuk membangunkan
Anjung Tamu, U-Assist dan perlindungan insurans kepada semua staf di sini.
Bagaimanapun, beberapa penambahbaikan juga perlu dibuat bagi memastikan UUM
bersedia mengakreditasi programnya sendiri, ujarnya. Tambahnya, laporan penuh audit
akan diterima dalam masa sebulan dan UUM perlu membuat maklum balas kepada MQA
seperti yang telah ditetapkan.
Keputusan audit Swaakreditasi akan diumumkan oleh Menteri Pendidikan yang dijangka
akan diketahui pada awal tahun depan. Sebanyak 10 universiti yang terlibat dalam Audit

Haim Hilman Abdullah mengucapkan ribuan terima kasih kepada semua pihak di atas

audit ini merupakan audit terbesar yang pernah dilakukan sepanjang penubuhan. Beliau
turut menekan bahawa usaha memperoleh Swaakreditasi amat penting buat UUM kerana
ia akan menjadi pemangkin kepada pembentukan daya saing UUM yang lebih kompetitf di
peringkat kebangsaan dan antarabangsa dan akhirnya mampu merealisasikan visi untuk

SELF-ACCREDITATION STATUS AS THE IMPETUS TO CONTINUALLY ENHANCE
UNIVERSITY ACADEMIC PROGRAMMES
4 December 2015 (Friday) - Universiti Utara Malaysia (UUM) has recently been invited by
the Minister of Education to participate in the five-day audit exercise which began from
29 November to be a self-accrediting institution along with other institutions of higher
learning. The self-accreditation is a status granted to Institute of Higher Learning (IHL) that
qualifies the institution to self-accredit its own programme without requiring approval
from the MQA and Ministry of Higher Education (MoHE) (only notifications are required).
Nevertheless, the institution is also subjected to continuous surveillance audit by Malaysian
Qualifications Agencies (MQA).
In view of that, a Closing Session of the Self-Accreditation Auditing was held at the Senate
Meeting Room and the preliminary findings of the audit exercise were presented by the
Lead Assessor, Prof. Ir. Dr. Shahrir Abdullah from Universiti Kebangsaan Malaysia (UKM). He
was accompanied by six (6) panel of assessors and two MQA officials. Deputy Vice-Chancellor
(Academic and International Affairs), Prof. Dr. Hassan Ali chaired the closing session. Also
attended were Deputy Vice-Chancellor (Research and Innovation), Prof. Dr. Noor Azizi Ismail;
Assistant Vice-Chancellors, Deans, Heads and representatives of Departments. Prof. Dr.
Hassan Ali pointed out that the success in acquiring this self-accreditation status would give
an advantage to UUM in improving and enhancing the quality of its academic programmes
as well as researches in order to realise UUM aspiration to become an eminent management
institution. I would like to express my sincere thanks to all UUM campus community who
involved directly and indirectly in this self-accreditation audit exercise,he said. The institutional
audit exercise involved all levels of the organisations at Schools, Centres of Authority and
Management as well as UUM academic, administrative and support staff, students, industry
representatives and alumni. Meanwhile, Prof. Ir. Dr. Shahrir Abdullah said in the presentation of
the preliminary findings, all the panel of assessors were indeed satisfied with the system that
has been implemented by UUM. I am also impressed with UUM efforts in providing the best
service to all stakeholders, including developing the Welcome Centre, U-Assist and insurance
coverage to its entire staff. However, some improvements are also necessary to qualify UUM
to accredit their own academic programmes, he said. He further reiterated that the full audit
reports will be received in about a month and UUM needs to respond to the MQA as specified.
The self-accreditation audit results will be announced by the Ministry of Education, which is
expected to be known at the beginning of next year. A total of ten (10) universities involved in
the self-accreditation audit exercise this year.

23 November 2015 (Isnin) - IPQ telah mengadakan satu Taklimat
Penyelarasan Audit Swaakreditasi yang bertempat di Auditorium
Bangunan Tambahan Perpustakaan Sultanah Bahiyah.
Taklimat ini telah dihadiri oleh Penolong Naib Canselor, Dekan
Pusat Pengajian, Dekan Pembangunan Pelajar dan Alumni,
Pengarah Pusat Tanggungjawab yang terlibat, Timbalan Dekan
Pusat Pengajian, Ketua Jabatan, Penyelaras Program dan wakil.
Taklimat ini telah disampaikan oleh Prof. Madya Dr.
Haim Hilman Abdullah, Pengarah IPQ. Sepanjang
taklimat, pengarah IPQ telah membincangkan
perjalanan audit dan maklumat tambahan
yang diperlukan semasa audit. Disamping
itu, pengarah memohon agar semua staf
memahami sistem dan prosedur yang
dijalankan di UUM.
Audit Swaakreditasi akan berlangsung
di UUM bermula 30 November hingga
3 Disember 2015. Audit ini akan
melibatkan 9 Bidang penilaian iaitu Area
1: Vision, mission, educational goal and
learning outcome; Area 2: Curriculum design
and delivery; Area 3: Assessment of students; Area
4: Student selection and support services; Area 5: Academic staff;
Area 6: Educational resources; Area 7: Programme monitoring and
administration; and Area 8: Total continual quality improvement.
Audit ini adalah penentu bagi mendapatkan status swaakreditasi.
Harapan IPQ agar taklimat ini akan membantu pihak yang terlibat
dengan audit ini dalam membuat persiapan menghadapi audit.
