I-80/I680/SR12 Interchange Construction Management Plan

Purpose
The purpose of this memo is to present the construction management plan of project
package 2 of the I-80/I680 and SR 12 Interchange Project.

Chapter 1
Project Background
1.1 Problem Statement
Traffic congestion emerged in the interchange area of the Interstate 80/Interstate 680/
and State Route 12 that located in Solano County, California. and the number of daily
travel through motorists of that area are 150,000, approximately.
1.2 Project Introduction
Hence, in order to control the congestion and improve safety, California
Transportation Department(Caltran), Solano Transportation Authority (STA), and the
Metropolitan Transportation Commission (MTC) are working together to make
improvements on the interchange area of I-80/I680 and State Route 12.
It is a long-term project which being divided into 7 phases:
1: New Westbound I-80 Connector to Westbound SR12 (West) and new I-80/Green
Valley Road Interchange
2. New Interchange at Red Top Road and I-680.
3.New westbound connector ramp from westbound I-80 to southbound I-680;
4.Realignment of I-680 between I-80 and the Lopes Road exit in Cordelia;
5.Realignment of the connector ramp from SR-12 to eastbound I-80;
6.New High occu/T Connector
7.New UPRR Crossing and Complete I-80/I-680 Connectors: North Bound-680/West
Bound-80 and East Bound-80 to South Bound-680

Project package 1 was start in summer 2015 and will be completed in summer 2016.
Design of project package 2 and package 3 have completed and they are waiting for

construction. Remaining project phases have not start designing yet.


From above, it can indicate that seven project phases could not be implemented at the
same time thus according to the actual situation of the project, I will take
responsibility for managing all of activities that occur in the construction phase of the
project package 2. The specific construction area is shown on Figure 1.1 in blue color.

Chapter 2
Sponsor Identification
Sponsor of the I-80/I-680/SR12 interchange project should be the California
Department of Transportation(Caltrans), Solano Transportation Authority (STA), and
the Metropolitan Transportation Commission (MTC).

Mission Statement
It is our responsibility to provide quality road construction products and services
through improving the safety, quality and technique continuously, to benefit our
stakeholders, clients and surrounding communities.

Chapter 4
Draft Statement of Work and Objectives

4.1 Objectives
The objectives of this phase are to construct:
(1) the new designed interchange at Red Top Road and I-680
(2) Re-aligned Lopes Road near Rodriguez High School
4.2 Scope of Work:
The scope of work in the construction phase include:
(1) Provide the day to day onsite administrations;
(2) Monitor the progress of the project and write the progress report periodically;
(3) Take responsibility of any change orders, shop drawings and adjustments of
schedules.
(4) Communicate with the project sponsor and contractors, organize the meeting
periodically and solve the conflicts between contractors;
(5) Provide the cost management as well as the risk and quality control to ensure the
success of the project.
Moreover, the scope of work does not include any planning, design and operation
activities.

Chapter 7
Work Break Down Structure
From Figure 1, it can observe that there are three tasks need to be completed in order
to construct the new interchange. The first one is Red Top Extension, the second one
is Lopes Road Extension and third task is bridge construction on I-680. Therefore, the
work breaks down structure is shown on Figure 7.1. Precedence Diagram and Gannt
Chart is shown on Figure 7-2 and Figure 7-2 respectively in Appendix 1.

Chapter 8
Working Resources
Because this is a rough cost estimate, so I assigned the task to each subcontractor
which means the contractor will take all responsibilities for assigned work which
means they need to provide equipment, labor, operator and etc. And the working
resources are listed below:
(1) Surveying Contractor: Surveying contractor will take responsibility for site
preparation tasks such site cleaning, install the temporary electric power facilities
and connect the drainage system to the project site. According to the Americans
law, the maximum productivity of a labor per day is hours, however it is not
possible for a people to working the full 8 hours, thus we need to find the mean
daily working time. Because the difficult level of surveying work is relatively easy
so the estimate productivity distribution is shown on Figure 8-1 in Appendix 1. So

the mean productivity of surveying contractor is 6.25 hr./day and the


standardization is 2.5

(2) Transportation Contractor


The task for transportation contractor are mobilization hauling and driven piles.
And it is also a not a difficult work so the estimated distribution is shown on
Figure 8-2 in Appendix 1. And the mean productivity is 6hr/day and the standard
deviation 2.44

(3) Excavation contractor


However, the evacuation work is more difficult which also require more
complexed technology and equipment which will decrease the mean productivity.
Estimated productivity distribution is shown below:
he mean productivity of the evacuation contractor is 4.675hr/day., and the
standard deviation is 2.162.

(4) Pavement Contractor


Pavement engineering is also a heavy work so the estimation is shown below
Figure 8-4 in Appendix 1. The mean productivity is 4.85 and the standard
deviation is 2.20.

(5) Bridge Construction Contractor


The bridge construction is the most difficult work it should have lowest mean
productivity among these 5 resources. The estimated productivity distribution is
Figure 8-5 in Appendix 1. And the mean productivity of the bridge construction

contractor is 3.575hr/day, 1.936 is the standard deviation.

And Table 9-2 shows the planned duration based on the productivity is 8hr/day as well
as the planned cost; In addition, actual cost and duration are also summarized in the
same table.

When the productivity become no longer ideal, because the productive reduced so the
total duration become longer which also higher the expenditure.

Chapter 10
Job Description
(1) Construction Manager
Miss Wenjia Yan is responsible for the day-to-day construction operations of the
project and reports directly to the project Manager. Miss Yan will be on-site for
the whole construction phase to manage the construction process. More
specifically she takes all responsibilities for quality control activities materials
used, work performed as well as the cost managements as to satisfy the clients.
She has 8 years experiences and the Miss Yans estimating working hour for this

project are 6.5 hour daily, so 300 hour in total. The biggest changeless are that this
project have several heavy construction work involved which require advanced
project management ability.
(2) Quality Assurance Manager
Arthur, Xu will report directly to the project manager. Mr. Xu will be responsible
for quality assurance, inspections, and the testing of all materials that will be used
for construction He will ensure that the construction quality of the new
interchange at Rep top road and I-680. Moreover, Mr Xu will assign a person to
be full time onsite so the quality and assurance can continuously monitor the
project. Mr Xu is major in Civil and environmental engineering with a technology
management minor and have more than 8 years management experiences. The
total working hour estimation for Mr xu is 800 hours. And the biggest changenge
is this project require lots of geological knowledge background which may be a
challenge for Mr xu.
(3) Project Manager
Mr. John Harvey will be responsible for the overall project design, construction,
quality management, and contract administration for this project. He will take
responsibility for promoting communications among contractors, design teams
and clients. He will revise the design dynamically so that ensuring the success of
the project. Moreover, he will also take responsibility for credit any change orders.
Mr John Harvey is a professional project manager who has been this filed for
more than 20 years and has lots of successful experience for complicated project
management.

Chapter 13
Quality and Assurance
Quality Parameter: Communication
Quality Management Plan:
Effective communication between each stakeholder is really important. It is the
responsibility of the project manager to make sure that this quality parameter is
satisfied, and the manager need to track to see if all meetings are delivered as
expected.
Importance: Communication is an important factor that ensuring the success of the
project. Effective communication play an important role in making all plans take on
schedule, all tasks are being completed as required and also help the money saving.

Quality Parameter: Efficiency


Quality Management Plan: Efficiency will be ensured by giving general training for
those unexperienced laborer, engineers to facilitate their productivities. conducting
regular (weekly) inspection of all work that is conducted.
Importance: Efficiency is will be really helpful in money saving.

Quality Parameter: Professionalism


Quality Management Plan: Professionalism will be ensured by requiring all
employees to be dressed formally and discouraging casual attire.
Importance: Professionalism is important to create a good first impression of the
organization and maintain credibility of work. It also helps to convey a good image to
the public.

Quality Parameter: Report


Quality Management Plan: Proper documentation will be ensured by completing all
communication via writing (email), documenting meeting, and reduce the informal
report use.
Importance: Report will help record all of things which people could track the whole
project by the report conveniently

Chapter 14
Risk Analysis
(1) Labor Productivity: Labor productivity will be affected by several factors
such
as experiences, difficulty level of the work which will further affect the
profitability.
Solution: Professional skills training to improve the level of technology;
(2) Safety: The project is having several construction works such as road
construction and bridge construction. And every building process has a
potential safety hazard.
Solution: Set up a safety plan and make sure there is a clear zone separate.

Prepare a safe work method statement for the high risk construction work.
(3) Disputes between contractors
Solution: Project manager take responsibility to mitigate the conflict.
(4) Design work fail: Design phase will affect construction phase largely which
require the construction manager need to review the design work periodically
so as to make on time adjustment if there needs some corrections.

Chapter 15
Summary
Because there emerges congestion and safety problem in the interchange area of I80, I680 and SR-12. Therefore, Caltrans, Solano Authority Company and
Metropolitan Transportation Commission are working together to make
improvements on that area. Therefore, the project of interchange of I-80-I680and
SR12 has be proposed. During the construction phases, the construction manager
need to make appropriate plan so as to ensure the whole project will be successful.
Critical Path is a good choice for identifying the important tasks so that pay more
attention to those task. Besides, the work breakdown structure will help people
divide the work in to small part which is more easier to control. However, quality

control and risk analysis are also important, it is because this could help prevent
the potential
