planning should begin during the design of the original
equipment.
We design our boilers and environmental equipment
considering future startup and commissioning activities
and ultimate turnover to the customer by establishing

engineering system boundaries. These equipment


boundaries provide isolation from other systems and
minimize project interference. This allows individual
engineering systems to be completed and tested
without interruption of other work and thus, helps
to shorten the project span.
The project is designed and organized such that material
delivery, installation and the startup and commissioning
sequence are established from a very early stage in the
project lifecycle. This method has proven effective in
eliminating many of the issues inherent in developing
this plan as the project progresses.

A proven process
Prior to operation, all equipment and systems must be
properly checked to assure that the plant is complete
and will perform in a safe, satisfactory, controlled and
efficient manner. B&W PGG provides a detailed startup
and commissioning plan to verify that the structures,
components and systems will perform as designed.
This plan includes the following:
Administrative manual details the startup organization; describes interfaces throughout the startup phase
of the project and the respective responsibilities of all
parties; discusses the methodology for the turnover
of equipment, components, systems and structures
between construction, startup, and plant operations;
and addresses the various reports and overall control
and procedural methods which have been instituted
for the startup phase.

Progress monitoring procedures describes the


methods that will be used to effectively monitor
progress such as regularly scheduled meetings that
increase in frequency as the project nears completion.
Technical manual includes technical procedures on
how to checkout and startup all pieces of equipment
and components during the startup activity phases.
Procedures in this manual provide general checkout
and startup methodology for the various pieces of
equipment.
Checkout procedures includes detailed and specific
procedures on how to checkout and startup each
engineering system. These procedures are prepared
at the engineering system level.

Turnover packages describes the startup segment


of the project which begins when the facility, or a
portion of the facility, is mechanically and operationally
ready to begin startup checkout activities. The
startup segment ends when all testing phases have
been completed and the portion of the facility, or
engineering system, is turned over to plant operations
for control.
Startup schedule establishes a detailed schedule
to effectively monitor all startup activities beginning
with the initial system turnover from construction to
final system turnover to plant operations. The startup
schedule is formulated to support the major project
milestones and to ensure that the components and
equipment for each milestone have been thoroughly
tested and checked out.
Commencement of acceptance tests once
each engineering system undergoes the following
procedures, the facility will be ready to enter the
acceptance test phase of the project:
Mechanical/electrical completion of turnover
from construction to startup
Startup, checkout and testing activities
Operational system tests and ultimate
turnover from startup to plant operations
