Puerto Rico Debt Plan: The House voted,


297-127, to create a seven-member federal
control board to help the U.S. territory of
Puerto Rico restructure more than $70 billion
in debt it cannot repay. A yes vote was to
pass HR 5278, which prohibits use of U.S. tax
funds in the rescue effort.

Reduction of Minimum Wage: The House


defeated, 196-225, an amendment to strip HR
5278 (above) of its provision allowing Puerto
Rico to reduce its minimum wage for workers
under 25 from $7.25 per hour to $4.25 per
hour. A yes vote was in opposition to cutting
the minimum wage.

Delay of Ozone Plans: The House voted,


234-177, to delay from 2020 to 2026 the year
by which states must submit plans to the
Environmental Protection Agency for reducing
ground-level ozone emissions within their
boundaries. A yes vote was to send HR 4775
to the Senate.

Ozone, Public Health: The House defeated,


171-239, a Democratic bid to kill any part of
HR 4775 (above) that inflicts harm on public
health or the environment. The GOP bill
seeks to balance environmental policies with
jobs and economic growth. A yes vote backed
the amendment.

2017 Budget for Congress: The House


voted, 233-175, to appropriate $3.48 billion to
operate the House and its support agencies
in fiscal 2017, up 2.6 percent from the 2016
level. Congresss budget will reach $4.35
billion when Senate funds are added. A yes
vote was to pass HR 5325.
2017 Military Budget: Senators voted, 68
-23, to advance toward passage a $602
billion military budget for fiscal 2017 that
includes $59 billion for combat abroad and
more than $50 billion for health care. A yes
vote backed a bill (S 2943) that would raise
pay for uniformed personnel by 1.6 percent.
