Brief Posting Description

Drilling Operation HSE engineering staffs at this level are expected to be fully qualified in
their discipline and require only reasonable supervision to perform assigned responsibilities.
A university degree in an engineering or equivalent discipline is required together with 4-5
years experience in the Safety and/or Environment Protection in Drilling Operation Rigs.
Knowledgeable of computer systems and applications.
Job Specification
Incumbent carries out responsible, varied assignments requiring general knowledge of HSE
engineering. Problems solved using a combination of standard procedures or modifications
thereof. More complex work projects will be referred to more senior authorities for
guidance. Work is reviewed regularly by more senior professionals. May give periodic
technical guidance to staff assigned to work on a common project.
Majority of work is focused on sampling, analyzing and monitoring. The incumbent is the
Company resource on issues relating to safety engineering, environment protection, loss
prevention, risk assessment, fire protection, road safety, explosion analysis and consequence
modeling. Setting priorities based on risk and cost benefit is an on-going challenge.
Accountabilities may include:
Identify and assess potential hazards, accidents, and emergency situations associated with rigs
operations.
Participate, develop and maintains the company HSE policy which establishes the Companys
key objectives in the field of Environment, Health and Safety performance.
Monitor safety/environment standards and compliance with regulations.
Knowledge in Drilling Operation activities, Drilling Emergencies, and rigsite specific safety
plans.
Able to conduct drill and exercises such as table top, small, large and major exercises.
Able to conduct Risk Assessment and identify roots causes and come up with action and
recommendations.
Basic knowledge in H2S environment and related emergencies.
Provides expert advice on all matters related to drilling, health, safety and environmental
issues.
Conducts and participates in audits and investigations related the full range of drilling
operations.

Expert in auditing and inspecting Contractors Sites, Camps and HSE documents and produce
reports.
Knowledge in Technical Evaluation related to HSE and ability to score the contractors against
check list requirements,
Ensures that the technical and engineering aspect related to Health, safety, loss prevention
and environment are undertaken effectively in conformance with related company standards
and in full coordination with corresponding HSE functions within the Company. Includes /
directs subordinates in preparing and updating related procedures manuals and monitoring
programs /guidelines. Directs and participates in the preparation of specific procedures for
critical operational/monitoring tasks.
Supports and provides proper guidance to the drilling staff/management in the preparation,
development and implementation of the Co-corporate Health, Safety & Environment
Management System (HSEMS) and other programs/procedures and improving environment
related issues. Supports and provides proper guidance to the drilling members and leads the
preparation, development and implementation of the divisional HSE plan, own team HSE
plan and provide professional consultations for the development, implementation and
monitoring of HSE plans of other departments in the assigned division in line with Corporate
HSE Annual Plan and company codes of practice.
Plans, directs, and controls the development of the divisional specific HSE programs,
procedures and training plans inline with corporate guidelines to enhance leadership at rig
site and ensure availability of skilled and competent staff during emergencies.
Directs and leads the identification, assessment of operations impact on environment (land,
air and water) and develop/implement relevant plans to either eliminate or mitigate the
environmental impact
Executes special studies requested by management or self generated, leads and conducts
studies aimed at improvement of HSE practices and HSE performance enhancements in
coordination with concerned parties.
Plans, directs and conducts and sometimes leads regular health safety environment and
housekeeping inspections, HSE tours and audits either individually or with team at the
divisions operation rigs, facilities, workshops, plants, and services to ensure conformity with
regulations and organizational polices.
Fully Participates in the reviews of all activities related to new rigs and rig modifications /
upgrades with particular emphasis on using the proper HSE review techniques such as
HAZOPs and HAZIDs, when considering the introduction of new equipment, new processes
or changes in existing plants/processes. Assesses associated Health, Safety, Environment and
fire protection requirements and advises divisional management of their needs, together with
recommendations, benefits, legislation and cost, as applicable.
Supports division management in the implementation of Facility Response Plan and Safety
Management system.

Investigates in conjunction with division management all emergencies/incidents to determine

root causes, actions taken and measures necessary to prevent recurrence. Oversees and
reviews all incident investigations and prepares statistics to assist in monitoring HSE
performance.
Promotes health safety and environment culture through the organization by facilitating
launching of HSE awareness campaigns in the assigned area, advising management of their
responsibilities for accidents prevention and avoidance of health hazards, ensuring the
organization is aware of legal obligations and recommended codes of practices, interpreting
and keeping management and workers informed of new and developing legislations and other
standards related to HSE. Exploits and oversees on the experience of other major drilling
companies to ensure application of latest technologies that helps promoting HSE aspects in
the area.
Conducts necessary risk assessments and technical evaluations on Personal Protective
Equipment (PPE) and advises on the appropriate PPE selection based on such assessments.
Directs and controls the development and, where necessary, implementation of HSE
procedures. Directs, Controls, Supervises and assists the division management in promoting
road safety in the assigned area, including overseeing the implementation of the annual road
safety plans, conducting regular road safety campaigns, providing active members in the road
safety steering committee, conducting regular vehicles inspections and random road safety
spot checks and behavioral road safety audits.
