DESIGN GUIDELINE eed BUILT-IN GIS SUBSTATION PREFACE This document provides guidelines for developers, large power consumers, consultants and contractors intending to construct Main Intake Gas Insulated Substation (GIS) building within their developmentipremises and handover the completed building to Tenaga Nasional Berhad (TNB). This document is intended to assist interested parties to understand TNB's general requirements for such substation building. The document outlines only basic layout, sizes and finishes of the substation building. Users are required to refer to relevant TNB Transmission Division engineers before finalizing detailed design of the building. Any contradiction between this document and the technical specifications shall be highlighted to the engineers for verification and confirmation. This document shall be read together with the latest revision of TNB's technical specifications for the design and construction of Main Intake Substation. The substation building shall be designed and constructed to fit its intended purpose, in accordance with best industry practices and with utmost works and materials quality. Users are reminded to engage consultants with vast knowledge and experience in the design and construction of Main Intake Gas Insulated Substations to ensure full compliance with TNB’s requirements and to ensure that the building is completed to fit its intended purpose. This document is periodically updated to incorporate new information and latest standards and technology. Users are reminded to refer to the latest revision of the document issued by Transmission Division of TNB. TENAGA NASIONAL BERHAD | DESIGN GUIDELINE FOR BUILT-IN GIS SUBSTATION Doc. | DESIGNGUIDELINE | RevisionNo. | 0 | Date | oworaot1| Page | 20116 1.0 INTRODUCTION This guideline is prepared to assist developers, large power consumers, consultants and contractors intending to construct 132/33kV Main Intake Gas Insulated Substation (GIS) building within their development/premises and handover the completed building to Tenaga Nasional Berhad (TNB). It is developed to provide relevant information to the users on the following aspects: Floor layout ii, Minimum room/space dimensions il, Imposed loads iv. Fire fighting system v. Room/fioor finishes vi. Other special requirements The guideline presents the minimum requirements to be complied and to be incorporated in the building design. The checklist, attached in Appendix A, is intended to highlight users of the basic requirements and assist users to design the substation building. This document shall be read together with the latest revision of TNB’s technical specifications for the design and construction of Main Intake Substation. The completed substation building shall be handed over to TNB complete with its land title/strata title and free of encumbrances. The main features of the substation building are as follows; (Equipment rooms’ layout and size The layout and size of various rooms must be sufficient and suitable for the intended operation of the equipment and for carrying out maintenance works (refer to Appendix B). (b) Safety measures It is critical to minimize disruption of serviceability of the substation equipments in the event of fire or flood. Adequate fire protection system shall be installed for detection of fires and for fighting fire within the building. Fire escape/emergency exits shall also be provided at suitable locations. Generally, equipments shall be located above the 50-year flood level. (¢) Harmony with the surrounding The substation building or fagade (for substation building built within developer's building) shall be designed to be in harmony with its ‘surrounding architecture. Earthing System The developer shall be responsible for the design, supply and installation of an earthing system based on TNB specifications Thus, the detailed design and earthing plans of the earthing system shall be submitted to TNB Transmission far approval. ‘The earthing system shall include the overall substation earthing grid and TENAGANASIONAL BERHAD | DESIGN GUIDELINE FOR BUILTIN GIS SUBSTATION Doe. The earthing system Shall consist of copper tapes, earth electrodes and test links, ete-To prevent theft, copper tapes and earth electrodes shall be embedded within the concrete wall or floor unless or otherwise reasonably impractical or to be left exposed for purpose of test or earthing connection. The earthing mat shall be buried under the concrete floor of the GIS equipment. The structural stee! mesh of the concrete floor shall be welded together for continuity and connected to the buried earthing net. The earth connection for the GIS equipment shall be brought out the concrete slab at frequent intervals. DESIGN CONFORMANCE TO REGULATIONS The building design shall conform to Building By-laws and Authority requirements, latest design Standards and Codes, TNB specifications and requirements stated in this guideline. The propose design & drawings shall be submitted to Engineering Department, Transmission Division, TNB for approval prior to construction. The submission shall include justifications, calculations, references of Standards and Codes highlighting assumptions made in the design.
