Answer:Inshort,gerrymanderingisstilllegalbecauseitis
toohardtocreateaconcretelegaldefinitionorawayto
measurewhetherortowhatdegreeadistricthasbeen
gerrymandered.Inthepast,ithasbeensuggestedtousea
mathematicalformulastomeasurehowcompactadistrict
isasawaytodeterminewhetherornotithasbeen
gerrymandered,sincedistrictswithunusualshapesare
oftenthiswayduetogerrymandering.However,districts
maybeirregularlyshapedandthusnotcompactfora
plethoraofreasons,manyofwhichhavenothingtodowith
givingapartyacertainadvantage.Geographicfeatures,
suchasriversandmountainranges,ofteninfluencethe
shapesofdistricts,astheycandivideordilutepopulations
andthusincreaseneedforoddlyshapeddistrictstomeet
populationrequirements.Inaddition,districtsmayalsobe
shapedoddlyinefforttobringavoicetoaminority
population.Becauseofallthis,pastattemptsatlegislation
thatlimitedgerrymanderinghavefailedtotakeholdthere
isnosurefirewaytodefineitinthebookoflaw.However,
newattemptsarebeingmadetolimitgerrymandering.Ohio
willsoonberequiringbipartisanapprovalofnewdistricts
forthemtolastthefull10years,forexample.Bytaking
thisapproachforcingpartiestocooperateratherthan
outlawinggerrymanderingitselfitishopedthat
gerrymanderingspresenceinthenationwillshrink.
